Phase I Environmental Site Assessment<br />
(7) observe structures, roads, potable water supplies, <strong>and</strong> sewage disposal<br />
systems;<br />
(8) observe operations involving the use, treatment, storage, disposal, or<br />
generation <strong>of</strong> hazardous substances or petroleum products;<br />
(9) identify strong, pungent, or noxious odors <strong>and</strong> the sources <strong>of</strong> the odors;<br />
(10) identify hazardous materials or petroleum product storage tanks <strong>and</strong><br />
containers; pools <strong>of</strong> liquid; PCB containing equipment; the fuel sources <strong>of</strong><br />
heating <strong>and</strong> cooling systems; stains or corrosion; drains <strong>and</strong> sumps; pits,<br />
ponds, <strong>and</strong> lagoons; stained soil or pavement; stressed vegetation; solid<br />
waste; waste water; <strong>and</strong> wells;<br />
(11) Conduct interviews with the current property owner(s) <strong>and</strong>/or<br />
“knowledgeable site personnel” in an attempt to determine current <strong>and</strong>/or<br />
historical on-site activities that may be relevant to the proposed project<br />
site <strong>and</strong>/or adjoining properties;<br />
(12) Review selected, available lists published by state <strong>and</strong> federal<br />
environmental regulatory agencies for records or comments pertaining to<br />
past or present environmental concerns at the subject site <strong>and</strong>/or within the<br />
specified “search distances” from the subject site. <strong>The</strong> search distances<br />
adhere to the st<strong>and</strong>ard distances proposed by the ASTM;<br />
(13) Review proposed project design plans, if available, to determine if<br />
proposed improvements may be affected by potential environmental<br />
concerns noted in this assessment; <strong>and</strong><br />
(14) Identify additional testing required beyond the scope <strong>of</strong> the Phase I<br />
Environmental Assessment.<br />
2.3 Significant Assumptions<br />
This Phase I ESA is intended to minimize, but not eliminate, uncertainty<br />
regarding potential for recognized environmental conditions in connection with<br />
the subject site with reasonable limits <strong>of</strong> time <strong>and</strong> cost. It is assumed that the<br />
