Phase I Environmental Site Assessment<br />

Appendix 5 includes ground level photographs taken during the site<br />

reconnaissance which includes the Global Positioning System (GPS) coordinates<br />

<strong>and</strong> location <strong>of</strong> the photographs on aerial maps.<br />

3.4 Structures, Roads <strong>and</strong> Other Improvements<br />

<strong>The</strong> subject site is currently developed with an 8,922.6 square-foot commercial<br />

building, identified as 1432 <strong>and</strong> <strong>1434</strong> East Commerce Street, <strong>and</strong> two (2)<br />

residential houses (Exhibits 3 <strong>and</strong> 4; Appendix 5). <strong>The</strong> commercial structure was<br />

unoccupied at the time <strong>of</strong> the site visit. <strong>The</strong> commercial structure was previously<br />

utilized as a restaurant <strong>and</strong> hotel facility. <strong>The</strong> interior <strong>of</strong> the restaurant included<br />

two (2) large open rooms <strong>and</strong> a kitchen area (Appendix 5, Photograph 3). <strong>The</strong><br />

interior <strong>of</strong> the hotel included a large open room <strong>and</strong> kitchen in the downstairs area<br />

<strong>and</strong> bedrooms in the upstairs area (Appendix 5, Photograph 2). Construction <strong>and</strong><br />

demolition debris <strong>and</strong> other trash debris were located throughout the structure.<br />

<strong>The</strong> debris included a lawn mower, furniture, card board boxes, sheet rock, plastic<br />

bags, <strong>and</strong> other debris. Two (2) residential houses are located along the southern<br />

property line <strong>of</strong> the subject site (Exhibits 3 <strong>and</strong> 4; Appendix 5, Photographs 5 <strong>and</strong><br />

7). A concrete slab was located between the two (2) residential houses. A patchy<br />

asphalt parking area was located between the commercial buildings <strong>and</strong> the two<br />

(2) residential houses. A six-foot tall chain-link fence surrounds the boundary <strong>of</strong><br />

the subject site.<br />

3.5 Current Uses <strong>of</strong> Adjoining Properties<br />

Significant development <strong>of</strong> property in the area around the subject site includes:<br />
