This recommendation was not met. At the time of the inspection the functions of the<br />

<strong>Foster</strong> <strong>Care</strong> Committees were under rev<strong>ie</strong>w and revised procedures, polic<strong>ie</strong>s and<br />

guidelines were in draft form and had been circulated to relevant people for<br />

comment. This rev<strong>ie</strong>w included the role of the Committees in the assessment of risks<br />

to children when admitted to a new foster care placement, including the potential for<br />

peer abuse. The development of the risk assessment model was ongoing and,<br />

subsequent to the receipt of the HSE Action Plan, the HSE informed the Authority<br />

that it was envisaged that this recommendation would not be fully implemented until<br />

December 2011. The Authority continues to monitor the implementation of this<br />

programme.<br />
