This recommendation was not met. The HSE Office of the National Director of<br />
Children and Family Services had not developed polic<strong>ie</strong>s and practice guidelines for<br />
social workers on the promotion and facilitation of the child’s right to access<br />
information. This was a task assigned to the National Alternative <strong>Care</strong> Coordination<br />
Group and the HSE envisaged that this would be completed by the end of 2011.<br />
Inspectors could not assess how well the rights of each child in foster care, in every<br />
HSE area, to access information was being facilitated and promoted. This will be<br />
assessed on an ongoing basis through future inspections by the Authority on the<br />
provision of HSE foster care services at local level.<br />

The HSE has a policy for<br />
sleepovers and respite<br />
care. The HSE will ensure<br />
that all social workers are<br />
aware of, and<br />
implementing this policy<br />
and that it is communicated<br />
to all foster carers.<br />
The recruitment of 200<br />
extra social workers in<br />
2010 will also help to<br />
address this issue with<br />
regular visits by the social<br />
worker to the foster home.<br />
The <strong>Foster</strong> <strong>Care</strong>rs core<br />
training will emphasise the<br />
need for foster carers to<br />
notify the social worker<br />
when they are not the<br />
primary carer.<br />
