recommendation at
the time of inspection
This recommendation was not met in full. Inspectors found that a National Director
for Child and Family Services was appointed and a restructuring of the management
systems within the HSE were underway. The HSE had undertaken an audit of foster
care services nationally and had also commissioned a report based on a review of the
delivery and management of children and family services. The findings and
recommendations of these reports were under review by the newly appointed
National Director and the HSE envisaged that he would report on the implementation
of these recommendations by the end of March 2011. The implementation of this
recommendation will be assessed on an ongoing basis by the Authority through
future inspections of foster care services provided by the HSE, and also through
quarterly progress reports that will be provided to the Authority by the HSE National
Office (see also recommendation 12).
