old city to give shape to the dreams of the people of<br />

Chhattisgarh, policy-makers of the government,<br />

planners and administrators.<br />

“Naya Raipur will be the flag bearer of a resurgent<br />

Chhattisgarh. It will reflect the rich heritage and natural<br />

beauty of the State, while marching ahead to become<br />

India's best planned and modern city,” said Chief<br />

Minister Raman Singh.<br />

The Naya Raipur Development Authority (NRDA),<br />

prepared an ambitious plan to build a new city, which<br />

was approved by the State Government in 2008. The<br />

development, projected up to 2031, envisages a<br />

number of unique features. These include:<br />

• Naya Raipur would be developed as an eco-friendly<br />

city offering most modern civic conveniences to its<br />

citizens and visitors.<br />

• The city would promote most energy-efficient<br />

technologies and practices and the use of renewable<br />

energy.<br />

• It would adopt best practices for water harvesting,<br />

waste water recycling, solid waste management and<br />

public transportation.<br />

• It would ensure the citizens comfort and security by<br />

providing for dedicated bus lanes, cycle tracks,<br />

pedestrian pathways, and barrier-free movement.<br />

• Efficient city management would be ensured through<br />

public- private partnerships in development and<br />

maintenance of the city infrastructure and extensive use<br />

of IT in city-governance.<br />

• Naya Raipur would become a preferred destination for<br />

pollution-free industries, commercial ventures and<br />

educational institutions.<br />

In principle, the planned new city will be the<br />

administrative Capital of Chhattisgarh. Major<br />

institutions such as the Mantralaya, Vidhan Sabha, Raj<br />

Bhasvan, are to come up therein.<br />

The city would have 2,500 hectares of public places,<br />

parks and landscaped gardens.<br />

The city is projected to have an Indian Institute of<br />

Management. (IIM), an Indian Institute of Information<br />

Technology to make it a knowledge hub and a National<br />

Law University, named after Hidytullah, former Chief<br />

Justice of India, and medical, engineering and arts and<br />

science colleges.<br />

A sports village within the city, with a stadium for athletes,<br />

an indoor sports complex, swimming pool and housing<br />

facilities for sports persons is to come up by 2012.<br />

A city park and water sports centre and amusement park<br />

to come up in close proximity to one another.<br />

The Central Business District (CBD) would have a mix of<br />

commerce, entertainment and recreation and would be<br />

well connected by public transport.<br />

Naya Raipur would also be India's first Greenfield city<br />

with a Bus Rapid Transit System with dedicated bus lanes.<br />

Future plans also include a light rail/monorail system for<br />

intra-city transport.<br />
