Partnerships<br />
From 1998 through 2003, CSG research, extension and<br />
management personnel worked in collaboration with many<br />
local, regional and national organizations on a wide range of<br />
projects. See Appendix F for a list of cooperators and Appendix<br />
E for a list of leveraged funding.<br />

<strong>Grant</strong> extension staff, that subset was reduced to a manageable<br />
suite of ideas. Those ideas were refined and focused and then<br />
presented to the <strong>California</strong> <strong>Sea</strong> <strong>Grant</strong> Advisory Board on three<br />
successive occasions. On each occasion the Board provided<br />
suggestions on how to refine and focus the plan on a reasonable<br />
set of expectations for two years. Approximately twenty external<br />
stakeholders contributed to the creation of the 2004-2005<br />
Implementation Plan (document enclosed – please note that<br />
this document was originally produced in electronic form).<br />
Plan Implementation<br />
Execution of the strategic and implementation plans is<br />
achieved by continual reference to the plans. Whenever<br />
feasible, adjustments are made in program activities to meet<br />
plan objectives. Examples include decisions on research<br />
funding based on plan priorities, adjustment of advisor and<br />
specialist programs in line with plan priorities, developing<br />
communications products that serve to promote plan priorities,<br />
and sunset of activities that are no longer a program priority.<br />

III. LONG-RANGE PLANNING<br />
Strategic Planning Process<br />
The planning process at CSG is continuous, although<br />
punctuated by specific events such as publication of strategic<br />
or implementation plans. At the conclusion of the 1998 <strong>PAT</strong><br />
visit, CSG was encouraged to embark on strategic planning.<br />
Interim Director Clinton Winant began this process in 1999,<br />
which culminated in the publication of the <strong>California</strong> <strong>Sea</strong><br />
<strong>Grant</strong> Strategic Plan 2001-2005. That plan provides strategic<br />
guidance in the six foci areas plus extension, communications<br />
and management. External stakeholders were extensively<br />
consulted in the development of the Strategic Plan; twentyfour<br />
academics throughout <strong>California</strong> provided critical input<br />
to the plan. The resulting October 1999 publication provides a<br />
strategic road map for CSG until 2005 (document enclosed).<br />
A further refinement in planning was the development of<br />
Implementation Plans. Two such plans have been developed in<br />
the past four years, one for 2002-2003 and the most recent for<br />
2004-2005. In the case of the latter document, again extensive<br />
engagement of external stakeholders and involvement of all <strong>Sea</strong><br />
<strong>Grant</strong> Program components was key to the creation of the plan.<br />
The 2004-2005 Implementation Plan began by taking a subset<br />

Both plans are maintained as PDF files on the CSG website.<br />
As investigators prepare preliminary proposals, they are<br />
encouraged to consult these plans. A copy of the executive<br />
summary of the Implementation Plan is included with the<br />
documents for preparing a preliminary proposal. That same<br />
summary is provided to the <strong>California</strong> <strong>Sea</strong> <strong>Grant</strong> Committee<br />
as they embark on their review and evaluation of preliminary<br />
and full proposals. Perhaps most importantly, the management<br />
team makes adjustments in allocation of program resources to<br />
achieve plan objectives.<br />
IV. PROD<strong>UC</strong>ING SIGNIFICANT RESULTS<br />

NUMBER OF PUBLICATIONS<br />
CSG-funded research projects resulted in 445 publications from<br />
1998-2002 (see Appendix G).<br />
From 1998 – 2002, CSG researchers, extension staff and<br />
management made 873 presentations at conferences,<br />
workshops and meetings (researchers 361, extension 444, and<br />
management 67).<br />
