The Chair declared the bill was passed. The title was read and<br />

adopted. Senator Malone moved to reconsider the vote by which the<br />

bill was passed and laid the motion on the table.<br />

AN ACT<br />

To amend and reenact R.S. 33:130.556(B)(1), relative to the North<br />

Lake Charles Economic Development District; to require the<br />

approval of the governing authorities of both the city of Lake<br />

Charles and the parish of Calcasieu before the board may call an<br />

election for general obligation, ad valorem property tax secured<br />

bonds; and to provide for related matters.<br />

The bill was read by title. Senator Mount moved the final<br />

passage of the bill.<br />

A CONCURRENT RESOLUTION<br />

To urge and direct the secretary of the Department of Economic<br />

Development to undertake a wet lab business incubator<br />

feasibility study that details issues related to establishing three<br />

wet lab incubators, one each in Shreveport, Baton Rouge, and<br />

New Orleans; to support emerging <strong>Louisiana</strong> biomedical,<br />

biotechnology, chemical and environmental science companies<br />

related to the Vision 2020 technology clusters; and to make<br />

recommendations to the legislature.<br />

The resolution was read by title. Returned from the House of<br />

Representatives with the following amendments:<br />
