AN ACT<br />

To amend and reenact R.S. 38:2223 and to enact R.S. 40:1749.26,<br />

relative to public contracts involving underground utilities or<br />

facilities; to require any public entity or its agent, prior to<br />

preparation of plans and specifications on any public work<br />

project, to contact the regional notification center and the<br />

owners of underground utilities or facilities that are not members<br />

of such center; to require the public entity to furnish a diagram<br />

or plat to prospective bidders in the plans and specifications;<br />

to require negotiations between all participating parties relative<br />

to the temporary or permanent relocation of underground<br />

utilities or facilities; to require the public entity to inform all<br />

owners of such underground utilities or facilities regarding to<br />

whom the contract for the public work was awarded; to provide<br />

for an effective date; and to provide for related matters.<br />
