Amendments proposed by Representative LeBlanc to Reengrossed<br />
<strong>Senate</strong> Bill No. 455 by Senator Michot<br />
AMENDMENT NO. 1<br />
In Amendment No. 4 proposed by the House Committee on<br />
Appropriations and adopted by the House on June 6, 2001, on page<br />
1, delete lines 12 through 20 in their entirety and insert in lieu thereof<br />
the following: "system, or service for any agency under his<br />
jurisdiction, then he may implement an information technology plan,<br />
system or service of his own, upon finding just cause to do so and<br />
after giving notice of his actions and reason therefore at a meeting of<br />
the Joint Legislative Committee on the Budget. Prior to<br />
implementation, any such information technology plan, system or<br />
service adopted by a statewide elected official shall be as compatible<br />
as is practical under the circumstances with the state master<br />
technology plan."<br />

AMENDMENT NO. 1<br />
On page 15, between lines 20 and 21, insert the following:<br />
"C. Method for procuring maintenance services.<br />
Notwithstanding any other provisions of this Part, any agency may<br />
procure maintenance services for data processing equipment without<br />
the need for competitive bidding. Such procurement must have the<br />
written advance approval of the state central purchasing agency and<br />
shall not be for a price greater than the vendor's published price. The<br />
procurement support team shall develop and deliver to the office of<br />
state purchasing and the office of information technology proposed<br />
rules establishing guidelines for procurement activities under this<br />
Part. Upon approval of the office of information technology, the<br />
office of state purchasing shall promulgate rules in accordance with<br />
the Administrative Procedure Act.<br />
