equiring temporary accommodation. Since there is a very substantial supply of such
accommodation within a 45 minutes commute of Hinkley Point, there is unlikely to be any
significant pressure from such numbers on the capacity of the tourism accommodation to
satisfy the ongoing tourism market. The demand during off-peak periods may be of
some benefit to suppliers of local tourism accommodation. As such, this could provide a
small scale but nevertheless useful boost to the tourist accommodation sector and the
Somerset tourism industry.
7.7.10 Impacts on other socio-economic parameters (i.e. other services, quality of life and the
wider economy) are also predicted to not be significant.
Mitigation
7.7.11 A series of mitigation measures would be introduced. For example, the estimated levels
of local recruitment may be boosted through a proactive recruitment and training policy.
Such an approach is important to meet the objectives of both the local and regional
authorities and of EDF Energy, and would utilise initiatives being developed for the
Hinkley Point C Project more generally through a Construction Workforce Development
Strategy. These initiatives include a range of education, training and access initiatives.
The programme for the jetty development (along side that for the site preparation works)
provides an important opportunity to pilot, develop and fine-tune such initiatives.
7.7.12 The Construction Workforce Development Strategy would include a range of measures to
create a clear pathway to local employment, and would be put in place by early 2011.
These measures are described in the following paragraphs.
7.7.13 A Preliminary Works Skills’ Charter would be established to maximise opportunities for
local people to be employed. Furthermore, EDF Energy has indicated that it is keen to
support businesses in the local area
7.7.14 An Employment Brokerage would provide a local one-stop shop facility, including on-line
access, dedicated for the development. The brokerage would provide access for local
people to job opportunities and a place where contractors would advertise their
vacancies. The facility would include resourcing, job shops, and workplace managers
engaging with the growing supply chain. The provision of such a facility adjacent to the
site at Sizewell B helped to place 5,500 job applicants, many of whom had been
unemployed.
7.7.15 A Construction Skills Centre to be brought forward by Bridgwater College would be
supported by EDF Energy for the provision of early entry level skills training. The
contribution would be used to establish the physical development of the Centre, at a
location which is practicable for the training required to support the Preliminary Works
and the main Hinkley Point C Project.
7.7.16 In addition, EDF Energy would encourage contractors to support and promote local
recruitment, including targeting training for and recruitment from the unemployed and
others in disadvantaged groups, to bring people back into the workforce. Furthermore,
there should be potential for job transition supported through the Construction Workforce
Development Strategy.
7.7.17 EDF Energy would also monitor and publish, on a regular basis, information on the
development’s performance on recruitment and training. The contractor for the site
preparation enabling works has already committed to use at least two-thirds Somerset
based workers to manage, supervise and carry out the work.
