LETTER FROM THE CHIEF 

Dear Collector, 

Welcome to UNPA’s Philatelic Bulletin No. 97, which will be the last one in 

which I write to you as Chief, UNPA, as I will be taking mandatory retirement 

from the United Nations. I will return to my home country of Australia to enjoy 

life with my wife, Marina, who has been a tower of strength and support during 

our stay in New York. 

Time flies when you are having fun and during my eight years at UNPA we 

have accomplished many new concepts such as launching personalized stamps; 

changing the Philatelic Bulletin from black and white to colour and more recently 

increasing its size; developing an e-commerce website for secure online orders; 

and most importantly developing a more interesting stamp programme to 

increase the number of United Nations stamp collectors. 

For this Philatelic Bulletin we are featuring six new definitive stamps, on 

4 February 2011, which are hand-drawn illustrations of the UN Headquarters 

buildings in New York, Geneva and Vienna, illustrated by UNPA’s new graphic 

designer, Scott Solberg. Also on 4 February 2011, UNPA will issue its third 

sheet of stamps featuring the Chinese lunar calendar. On 3 March, UNPA will 

continue its fifth year of the Coin and Flag series, which features the coins and 

flags of United Nations Member States. 

I would like to thank all my staff at UNPA New York and Vienna who have 

given me tremendous support during my tenure as Chief and who have bonded 

together into an excellent team to provide the very best customer service to our 

loyal philatelic collectors, plus our faithful dealer/agent network.

DEFINITIVES 4 FEBRUARY 2011 

On 4 Feburary 2011, the United Nations Postal 

Administration (UNPA) will issue six definitive 

stamps in the denominations of 11¢, $5.00, F.s. 0,10, 

F.s. 0,50, € 1,25 and € 2,85. 

PRINTING AND PRINTING QUANTITIES 

A quantity of 400,000 stamps (20,000 sheets) of 

each denomination were printed in offset by Cartor 

Security Printing (France). 

STAMP SPECIFICATIONS 

The stamps measure 32.32 mm horizontally by 

26 mm vertically, perforation to perforation. 

Perforation size: 13. 

The vertical sheets of 20 stamps have four marginal 

inscriptions, two in the left margin and two in the 

right margin. The marginal inscription consists of 

the United Nations emblem with the text “United 

Nations” above the emblem and the year 2011 below 

the emblem. One copyright symbol with the year 

2011 appears in the bottom margin. 

THE DESIGNER 

The designs, which are hand-drawn illustrations representing 

street and aerial views of the UN Headquarters 

buildings in New York, Geneva and Vienna were 

illustrated by Scott Solberg (United Nations). 

FIRST DAY CANCELLATIONS 

On 4 February 2011, special first day hand-cancellations 

for the new definitive stamps will be available at 

United Nations Headquarters in New York; the Palais 

des Nations, Geneva; and the Vienna International 

Centre.

2011 COIN AND FLAG SERIES 3 MARCH 2011 

On 3 March 2011, the United Nations Postal 

Administration (UNPA) will continue its Coin and 

Flag series by releasing 24 new stamps in the denominations 

of 44 cents, F.s. 0,85 and € 0,65. Three 

mini-sheets of eight stamps each will be released. 

This is the fifth year of the stamp series representing 

the coins and flags of Member States of the United 

Nations. The series is expected to run for approximately 

eight years until stamps representing all 192 

Member States are issued. 

STAMP SPECIFICATIONS 

The stamps, in denominations of 44 cents, 

F.s. 0,85 and € 0,65, measure 30 mm horizontally 

by 40 mm vertically, perforation to perforation. 

Perforation: 13.33 mm. The stamps on the sheet are 

pin perforated. There is a unique vertical roulette 

perforation that divides the sheet into two panes of 

four stamps each. An ultraviolet luminescent security 

feature is incorporated on the stamps. 

The vertical sheets of eight stamps have eight 

marginal inscriptions, two in the left margin, two 

in the right margin and four in the centre. The 

marginal inscription consists of the United Nations 

emblem with the text “United” above the emblem 

and “Nations” below the emblem. Miniature versions 

of the flags on each sheet are also reproduced in the 

margin of the sheets. Progressive values are incorporated 

in the top and bottom margins of all three values 

of the stamp sheets. One copyright symbol will appear 

in the lower left margin. 

THE FORMAT 

The three sheets, consisting of two panes of four 

stamps, will each accommodate eight different coins 

and flags. There is a vertical roulette perforation to 

divide the sheet into two panes of four stamps each. 

CONCEPT 

The concept for the United Nations Coin and Flag 

series was developed by Jenny Karia (United Nations). 

THE DESIGNER 

The designer of the 2011 Coin and Flag series is 

Rorie Katz (United Nations). 

PRINTING 

The stamps were printed in offset by Cartor 

Security Printing (France).

SELLING UNITS 

MINT STAMPS 

To provide for the complete set of the Coin and 

Flag series, standing order customers with former Flag 

series requirements have been converted to receive 

the New York, Geneva and Vienna Coin and Flag 

series mint stamps. If these established customers do 

not wish to receive or have different requirements for 

this series, they are requested to please contact UNPA 

to amend their standing orders. Other customers 

who wish to add the Coin and Flag products to their 

standing orders can do so by contacting UNPA toll

The full sheet of eight different stamps will be 

considered as a single unit and is the only selling unit 

for the Coin and Flag series. 

Customers with standing orders for single and full 

sheet selling units for the Flag series will now receive 

the larger of these two selling units in their Coin and 

Flag series standing order requirements. 

All other customers can receive the mint 

stamps by completing the order form attached to 

this Bulletin.

FIRST DAY COVERS 

UNPA has designed a new first day cover design for the Coin and Flag series, which will remain the same 

throughout the series. The new cover is a European standard-size cover measuring 115 mm x 163 mm. 

SINGLES 

A single first day cover will consist of a pane (half 

sheet split vertically) of four stamps each; thus, there 

will be two first day covers from each office. 

Customers with standing order requirements 

for the Flag single first day covers will automatically 

receive the New York, Geneva and Vienna Coin and 

Flag single first day covers. 

JUMBO 

The jumbo first day cover for the series will consist 

of one full sheet from each office, New York, Geneva 

and Vienna, affixed to the cover and cancelled appropriately 

from each office. 

Customers with standing order requirements for 

cancelled full sheet jumbo covers will automatically 

receive this item through their accounts. All other 

customers wishing to purchase Coin and Flag first day 

covers can do so by using the order form attached to 

this Bulletin.

UN POSTAL ADMINISTRATION CHIEF RETIRES 

ROBERT GRAY RETIRES AS CHIEF OF THE UNITED NATIONS POSTAL ADMINISTRATION 

For the past eight years, Robert Gray has served as 

Chief of the United Nations Postal Administration 

(UNPA). 

Mr. Gray was recruited in 2002 as Chief, UNPA, 

in New York, for his philatelic marketing expertise 

and business background in philatelic postal 

administrations. In his capacity as Chief, he has been 

instrumental in introducing new marketing ideas and 

streamlining business approaches which have greatly 

increased UNPA’s business growth. This has proven 

especially challenging in light of the changing philatelic 

market and the increase of electronic media mail. 

The introduction of Personalized stamps in 2003 

to the United Nations was a major accomplishment 

during his time as Chief, UNPA. It has been credited 

as a huge success, both with tourists visiting United 

Nations Headquarters in New York and with collectors 

throughout the world. 

Mr. Gray is also credited for launching UNPA’s 

first e-commerce website, http://unstamps.un.org, in 

2006/07, to offer United Nations stamps to a global 

audience online. 

A revamp of the UNPA stamp portfolio, including 

joint issuances with major postal administrations 

and participation in major international shows and 

exhibitions, such as the 2008 Beijing Olympics and 

the recent 2010 Shanghai World Exhibition, have 

contributed to the success and record growth of UNPA 

in recent years. 

UNPA’s renewed business success is not only 

financial. UNPA has been and continues to be an 

important outreach for promoting the goals and work 

of the Organization. 

Prior to becoming Chief, UNPA, Mr. Gray 

worked for the Australian Postal Administration for 

28 years. During his tenure there, he invented the first 

perforated self-adhesive stamps for Australia Post and 

was credited for its patent. He was also involved in 

producing stamps for numerous postal administrations 

as well as creating personalized stamps and corporate 

advertising on stamps. 

After retiring from the United Nations, Mr. Gray 

will return to his home country, Australia, with his 

wife Marina. He is eager to spend time with his family. 

The staff of UNPA, as well as Mr. Gray’s 

friends, colleagues and philatelic collectors, wish 

him all the best in his future endeavours. He will be 

truly missed by both his colleagues and philatelic 

collectors worldwide.

CHINESE LUNAR CALENDAR EVENT SHEET 

CELEBRATION OF THE YEAR OF THE RABBIT 

On 4 February 2011, UNPA will issue a Chinese 

lunar calendar event sheet celebrating the Year of the 

Rabbit. The sheet is composed of ten 44-cent denominated 

stamps with the UN logo. The tab of the 

stamps features a zodiac symbol of the Year of the 

Rabbit. The background design on the sheet features

MAIL ORDER DELAYS 

Because of the continued heightened security 

measures at the United Nations, all incoming mail 

received at United Nations Headquarters is subject 

to increased screening and processing. Incoming 

mail and orders addressed to the United Nations 

Postal Administration have also been affected by 

these delays. On average, it takes approximately 2-3 

weeks from the time an article is posted for it to 

reach UNPA. Consequently, some customers have 

experienced delays in receiving their orders.

Collect United Nations stamps the easy way by opening 

a Customer Deposit Account (CDA) today. When you

The UNPA Sales Counter is located on the concourse level 

of the General Assembly Building at First Avenue and 45th 

Street in New York.

PRICE 

Stamps are sold at face value. UN/Geneva and UN/ 

Vienna stamps are sold at U.S. equivalent rates, rounded 

up to the nearest cent. The U.S. equivalents of the euro and 

Swiss franc denomination stamps are subject to fluctuating 

exchange rates. 

ORDERS 

All orders are filled subject to stock availability. 

Where specific orders cannot be filled in their entirety, 

the balance of the customer’s remittance will be credited 

to his/her account. 

SALES AND EXCHANGES 

Every effort is made to provide UNPA customers with 

material of the highest philatelic quality. Therefore, all sales 

are final and no exchange or refund will be made except if 

stamps are received in damaged condition. 

CONDITIONS 

The United Nations Postal Administration reserves the 

right to limit quantities on individual orders at all times and 

to withhold the official UN cancellation from any material 

that is deemed inappropriate. 

POSTAGE AND HANDLING CHARGES 

At this time, there is a $3.00 postage and handling charge 

applied to all regular orders and every-issue standing orders. 

A $6.00 postage and handling charge is applied to some 

annual and semi-annual standing orders. All orders valued 

$100.00 and over will be sent by registered mail. 

MARGINAL INSCRIPTIONS (M.I.) 

The marginal inscription normally consists of the United 

Nations emblem and an appropriate text, in four positions 

on each sheet. A block with marginal inscription can 

be obtained only with a minimum order of 4 stamps of 

Commemorative, Definitive or Airmail issues irrespective 

of face value.
