LETTER FROM THE CHIEF 

Dear Collector, 

Welcome to UNPA’s Fascination No. 327-1/2011, which will be the last one in 

which I write to you as Chief, UNPA, as I will be taking mandatory retirement from 

the United Nations. I will return to my home country of Australia to enjoy life with 

my wife, Marina, who has been a tower of strength and support during our stay 

in New York. 

Time flies when you are having fun and during my eight years at UNPA we 

have accomplished many new concepts such as launching personalized stamps; 

changing the New York Philatelic Bulletin from black and white to colour and more 

recently increasing its size; developing an e-commerce website for secure online 

orders; and most importantly developing a more interesting stamp programme to 

increase the number of United Nations stamp collectors. 

For this Fascination we are featuring six new Definitive stamps on 4 February 2011, which are handdrawn 

illustrations of the UN Headquarters buildings in New York, Geneva and Vienna, illustrated by UNPA’s 

new Graphic Designer, Scott Solberg. Also on 4 February 2011, UNPA will issue its second event sheet of 

stamps featuring the Chinese Lunar Calendar. On 3 March 2011, UNPA will continue its fifth year of the Coin 

and Flag series, which features the coins and flags of United Nations Member States. 

I would like to thank all my staff at UNPA New York, Geneva and Vienna who have given me tremendous 

support during my tenure as Chief and who have bonded together into an excellent team to provide the 

very best customer service to our loyal philatelic collectors, plus our faithful dealer/agent network.

On 4 February 2011, the United Nations Postal 

Administration (UNPA) will issue six definitive 

stamps in the denominations of US$ 0.11, US$ 5.00, 

CHF 0.10, CHF 0.50, € 1.25 and € 2.85.

Printing and printing quantities 

A quantity of 400,000 stamps (20,000 sheets) of 

each denomination were printed in offset by Cartor 

Security Printing (France). 

Stamp specifications 

format: 32 mm horizontally by 26 mm vertically, 

perforation to perforation

marginal inscription 

The vertical sheets of 20 stamps have four marginal 

inscriptions, two in the left margin and two in the 

right margin. The marginal inscription consists of 

the United Nations emblem with the text “United 

Nations” above the emblem and the year 2011 below 

the emblem. One copyright symbol with the year 

2011 appears in the bottom margin. 

The artist and the Designs 

The designs are hand-drawn illustrations representing 

street and aerial views of the UN buildings in 

New York, Geneva and Vienna. They were illustrated 

by Scott Solberg (United Nations).

2011 coin and flag series 

On 3 March 2011, the United Nations Postal 

Administration (UNPA) will continue its Coin and 

Flag series by releasing 24 new stamps in the denominations 

of US$ 0.44, CHF 0.85 and € 0.65. Three 

mini-sheets of eight stamps each will be released. 

This is the fifth year of the stamp series representing 

the coins and flags of Member States of the 

United Nations. The series is expected to run for 

approximately eight years until stamps representing all 

192 Member States are issued. 

Stamp Specifications 

Format: 30 mm horizontally by 40 mm vertically 

The three sheets, consisting of two panes of four 

stamps, will each accommodate eight different coins 

and flags. There is a vertical roulette perforation that 

divides the sheet into two panes of four stamps each. 

Perforation: 13.33 

The stamps on the mini-sheet are pin perforated. 

An ultraviolet luminescent security feature is incorporated 

on the stamps. 

Marginal inscription 

The vertical sheets of eight stamps have eight 

marginal inscriptions, two in the left margin, two 

in the right margin and four in the centre. The 

marginal inscription consists of the United Nations 

emblem with the text “United” above the emblem 

and “Nations” below the emblem. Miniature versions 

of the flags on each sheet are also reproduced in the 

margin of the sheets. Progressive values are incorporated 

in the top and bottom margins of all three values 

of the stamp sheets. One copyright symbol will appear 

in the lower left margin. 

Printing 

The stamps were printed in offset by Cartor 

Security Printing (France).

The concept for the United Nations Coin and Flag

The designer of the 2011 Coin and Flag series is

considered as a single unit and is the only selling unit 

for the Coin and Flag series.

UNPA has designed a first day cover for the Coin and Flag series, which will remain the same throughout 

the series. The cover is a European standard-size cover measuring 115 mm x 163 mm.

2011 coin and flag collection folder 

For the duration of the series, a special collection 

folder containing the three mini-sheets of the “Coin 

and Flag” stamps issued each year will be available. 

The folder is a tri-fold and will consist of six blocks 

of 4 stamps in €, CHF and US$ and mounts. The 

“Coin and Flag” collection folder will be available in 

mint and cancelled condition. 

The 2011 “Coin and Flag” collection folder will be 

issued on 3 March 2011 and will remain on sale while 

supplies last. The stamps of this multi-annual series 

will therefore NOT be included in the annual collection 

folder, which will be issued at the end of the year.

UN postal administration chief retires 

ROBERT GRAY RETIRES AS CHIEF OF THE UNITED NATIONS POSTAL ADMINISTRATION 

ON 14 FEBRUARY 2011 

For the past eight years, Robert Gray has served 

as Chief of the United Nations Postal Administration 

(UNPA). 

Mr. Gray was recruited in 2002 as Chief, UNPA, 

in New York, for his philatelic marketing expertise 

and business background in philatelic postal 

administrations. In his capacity as Chief, he has been 

instrumental in introducing new marketing ideas and 

streamlining business approaches which have greatly 

increased UNPA’s business growth. This has proven 

especially challenging in light of the changing philatelic 

market and the increase of electronic media mail. 

The introduction of Personalized stamps in 2003 

to the United Nations was a major accomplishment 

during his time as Chief, UNPA. It has been credited 

as a huge success, both with tourists visiting United 

Nations Headquarters and with collectors. 

Mr. Gray is also credited for launching UNPA’s 

first e-commerce website, http://unstamps.un.org, in 

2006/07, to offer United Nations stamps to a global 

audience online. 

A revamp of the UNPA stamp portfolio, including 

joint issuances with major postal administrations and 

participation in major international shows and exhibitions, 

such as the 2008 Beijing Olympics and the 

recent 2010 Shanghai World Exhibition, have contributed 

to the success of UNPA in recent years. 

UNPA’s renewed business success is not only 

financial. UNPA has been and continues to be an 

important outreach for promoting the goals and work 

of the Organization. 

Prior to becoming Chief, UNPA, Mr. Gray 

worked for the Australian Postal Administration for 

28 years. During his tenure there, he invented the first 

perforated self-adhesive stamps for Australia Post and 

was credited for its patent. He was also involved in 

producing stamps for numerous postal administrations 

as well as creating personalized stamps and corporate 

advertising on stamps. 

After retiring from the United Nations, Mr. Gray 

will return to his home country, Australia, with his 

wife Marina. He is eager to spend time with his family. 

The staff of UNPA, as well as Mr. Gray’s friends, 

colleagues and philatelic collectors, wish him all the 

best in his future endeavours. He will be truly missed 

by both his colleagues and philatelic collectors worldwide. 

On 8 July 2010, Secretary-General BAN Ki-moon presented 

Robert Gray with a certificate in recognition of his dedicated 

service to the United Nations.

(UNPA) will issue three commemorative 

stamps in the denominations of US$ 0.98 CHF 0.50 

and € 0.35 and souvenir sheets on the theme “50th

Celebration of the Year of the Rabbit 

On 4 February 2011, UNPA will 

issue a Chinese lunar calendar event sheet 

celebrating the Year of the Rabbit. The sheet 

is composed of ten US$ 0.44 denominated 

stamps with the UN logo. The tab of the 

stamps features a zodiac symbol of the Year 

of the Rabbit. The background design on 

the sheet features the cycle of the 12 zodiac 

animal signs. 

The Year of the Rabbit event sheet will
