criteria for the assessment of the effectiveness of<br />

any rules and procedures referred to <str<strong>on</strong>g>in</str<strong>on</strong>g> Article 27 of<br />

the Protocol. Article 27 requires the COP to adopt a<br />

process with respect to the appropriate elaborati<strong>on</strong><br />

of <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al rules and procedures <str<strong>on</strong>g>in</str<strong>on</strong>g> the field<br />

of liability and redress for damage result<str<strong>on</strong>g>in</str<strong>on</strong>g>g from<br />

transboundary movements of LMOs, analys<str<strong>on</strong>g>in</str<strong>on</strong>g>g and<br />

tak<str<strong>on</strong>g>in</str<strong>on</strong>g>g due account of the <strong>on</strong>-go<str<strong>on</strong>g>in</str<strong>on</strong>g>g processes <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al law <strong>on</strong> these matters, and to endeavour<br />

to complete this process with<str<strong>on</strong>g>in</str<strong>on</strong>g> four years. The<br />

Work<str<strong>on</strong>g>in</str<strong>on</strong>g>g Group also c<strong>on</strong>sidered a synthesis of views<br />

and proposed text <strong>on</strong> the approaches, opti<strong>on</strong>s and<br />

issues from the annex to the report of the first meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

of the Work<str<strong>on</strong>g>in</str<strong>on</strong>g>g Group. In particular, the Work<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

Group developed different opti<strong>on</strong>s for operati<strong>on</strong>al<br />

text <strong>on</strong> scope, damage and causati<strong>on</strong>.<br />

Cooperati<strong>on</strong> <strong>on</strong> Biosafety<br />

Dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>2006</str<strong>on</strong>g> the Secretariat <str<strong>on</strong>g>in</str<strong>on</strong>g>tensified its collaborative<br />

efforts, <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g efforts to ga<str<strong>on</strong>g>in</str<strong>on</strong>g> World<br />

Trade Organizati<strong>on</strong> (WTO) observer status <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />

Sanitary and Phytosanitary Measures Agreement<br />

(SPS) and the Technical Barriers to Trade (TBT)<br />

committees, and enhanc<str<strong>on</strong>g>in</str<strong>on</strong>g>g synergies with other<br />

processes and <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives.<br />

The Secretariat also c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ued to strengthen<br />

its work<str<strong>on</strong>g>in</str<strong>on</strong>g>g relati<strong>on</strong>ship with the Internati<strong>on</strong>al<br />

Plant Protecti<strong>on</strong> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> (IPPC), and <str<strong>on</strong>g>in</str<strong>on</strong>g> October<br />

<str<strong>on</strong>g>2006</str<strong>on</strong>g> the Secretariat <str<strong>on</strong>g>in</str<strong>on</strong>g>itiated a process to enhance<br />

cooperati<strong>on</strong> with the United Nati<strong>on</strong>s Industrial Development<br />

Organizati<strong>on</strong> (UNIDO). A new expanded<br />

Memorandum of Cooperati<strong>on</strong> was prepared, replac<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

the <strong>on</strong>e signed <str<strong>on</strong>g>in</str<strong>on</strong>g> 2001. Under the new MoC, the<br />

two organizati<strong>on</strong>s will cooperate <str<strong>on</strong>g>in</str<strong>on</strong>g> strengthen<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

the capacity of develop<str<strong>on</strong>g>in</str<strong>on</strong>g>g countries with regard to<br />

the implementati<strong>on</strong> of the Protocol and promot<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

biosafety <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> exchange.<br />

Dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>2006</str<strong>on</strong>g>, support for the Protocol c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ued<br />

to grow. The number of Parties to the Protocol grew<br />

by n<str<strong>on</strong>g>in</str<strong>on</strong>g>e per cent from the previous year and the Protocol<br />

entered <str<strong>on</strong>g>in</str<strong>on</strong>g>to force <str<strong>on</strong>g>in</str<strong>on</strong>g> 14 additi<strong>on</strong>al countries.<br />

By the end of the year the number of Parties to the<br />

Protocol was 136, with six countries submitt<str<strong>on</strong>g>in</str<strong>on</strong>g>g letters<br />

to the Secretariat stat<str<strong>on</strong>g>in</str<strong>on</strong>g>g their political commitment<br />

towards becom<str<strong>on</strong>g>in</str<strong>on</strong>g>g Parties to the Protocol.<br />

Fact<br />

Article 8(j) of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g><br />

states that benefits aris<str<strong>on</strong>g>in</str<strong>on</strong>g>g from<br />

the applicati<strong>on</strong> of traditi<strong>on</strong>al<br />

knowledge, <str<strong>on</strong>g>in</str<strong>on</strong>g>novati<strong>on</strong>s and<br />

practices should be shared<br />

equitably with the <str<strong>on</strong>g>in</str<strong>on</strong>g>digenous and<br />

local communities c<strong>on</strong>cerned.<br />
