by the first ever visit by a GEF CEO to the headquarters<br />
of the Secretariat <str<strong>on</strong>g>in</str<strong>on</strong>g> M<strong>on</strong>treal <str<strong>on</strong>g>in</str<strong>on</strong>g> November<br />
<str<strong>on</strong>g>2006</str<strong>on</strong>g>. The GEF has a crucial role to play <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />
implementati<strong>on</strong> of the Curitiba accords, and such<br />
support is essential to build up<strong>on</strong> the momentum<br />
of these meet<str<strong>on</strong>g>in</str<strong>on</strong>g>gs and help Parties redouble their<br />
efforts for achiev<str<strong>on</strong>g>in</str<strong>on</strong>g>g the 2010 Target.<br />
The n<str<strong>on</strong>g>in</str<strong>on</strong>g>th meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g of the C<strong>on</strong>ference of the<br />
Parties and the fourth meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g of the Cartagena<br />
Protocol <strong>on</strong> Biosafety <str<strong>on</strong>g>in</str<strong>on</strong>g> May 2008 will therefore<br />
be of crucial importance to the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> and its<br />
Protocol, especially s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce they take place less than<br />
two years before the agreed deadl<str<strong>on</strong>g>in</str<strong>on</strong>g>e for the 2010<br />
Target and the Curitiba agreement <strong>on</strong> the Internati<strong>on</strong>al<br />
Regime <strong>on</strong> Access and Benefit-Shar<str<strong>on</strong>g>in</str<strong>on</strong>g>g, as<br />
well as the celebrati<strong>on</strong> of the Internati<strong>on</strong>al <str<strong>on</strong>g>Year</str<strong>on</strong>g> <strong>on</strong><br />
Biodiversity.<br />
Germany, as the host of these two strategic<br />
meet<str<strong>on</strong>g>in</str<strong>on</strong>g>gs, c<strong>on</strong>vened an <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al workshop <strong>on</strong><br />
the CBD held <str<strong>on</strong>g>in</str<strong>on</strong>g> Potsdam <strong>on</strong> 13-14 December <str<strong>on</strong>g>2006</str<strong>on</strong>g>.<br />
A number of <str<strong>on</strong>g>in</str<strong>on</strong>g>novative recommendati<strong>on</strong>s were<br />
adopted by the experts aimed at mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g the B<strong>on</strong>n<br />
meet<str<strong>on</strong>g>in</str<strong>on</strong>g>gs a landmark event <str<strong>on</strong>g>in</str<strong>on</strong>g> the life of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>.<br />
Importantly, a Biodiversity Agenda has been<br />
adopted by the triple European Uni<strong>on</strong> Presidency of<br />
Germany, Portugal and Slovenia. It is also reward<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
to note that Japan has offered to host COP 10,<br />
to be held <str<strong>on</strong>g>in</str<strong>on</strong>g> 2010.<br />
Biodiversity loss affects us all, and engag<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
the global community to move forward and <str<strong>on</strong>g>in</str<strong>on</strong>g>tensify<br />
its efforts <strong>on</strong> biodiversity-related issues is essential.<br />
The mere presence of the CBD reflects a c<strong>on</strong>sensus<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g> the world that biological diversity is <str<strong>on</strong>g>in</str<strong>on</strong>g> fact a<br />
shared c<strong>on</strong>cern of humanity. The greatest challenge<br />
now lies <str<strong>on</strong>g>in</str<strong>on</strong>g> the implementati<strong>on</strong> of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g><br />
and mov<str<strong>on</strong>g>in</str<strong>on</strong>g>g the biodiversity agenda forward. The<br />
CBD rema<str<strong>on</strong>g>in</str<strong>on</strong>g>s the best means by which to combat<br />
biodiversity loss, yet the usefulness and power of<br />
law and policy—be it nati<strong>on</strong>al legislati<strong>on</strong> or <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al<br />
treaty—is <strong>on</strong>ly as great as its potential for<br />
implementati<strong>on</strong> and enforcement.<br />
