Initiative of <strong>the</strong> Government of Thailand:<br />
K<strong>in</strong>g Rama IX <strong>Museum</strong> Project, one of<br />
<strong>the</strong> 99 commemorative project’s s on <strong>the</strong><br />
occasion of <strong>the</strong> 80 th anniversary of HM<br />
K<strong>in</strong>g Bhumibol.<br />
• The National Science <strong>Museum</strong> of Thailand <strong>in</strong>corporated APWM as<br />
<strong>the</strong> 5th <strong>in</strong>stitution <strong>in</strong> <strong>the</strong> development plan, next <strong>to</strong> <strong>the</strong> K<strong>in</strong>g Rama IX<br />
Reservoir.<br />
• The Japan <strong>Water</strong> Forum (JWF) and <strong>the</strong> National Science <strong>Museum</strong><br />
of Thailand (NSM) signed a Memorandum of Understand<strong>in</strong>g for <strong>the</strong><br />
establishment of <strong>the</strong> <strong>Asia</strong>-<strong>Pacific</strong> <strong>Water</strong> <strong>Museum</strong> <strong>in</strong> June 2007.

HE <strong>the</strong> Ambassador of Thailand <strong>to</strong> Japan,<br />
APWF Secretariat and UNESCO:<br />
“Based on an <strong>in</strong>terdiscipl<strong>in</strong>ary approach, <strong>the</strong> <strong>Asia</strong>-<strong>Pacific</strong> <strong>Water</strong> <strong>Museum</strong><br />
will present scientific, his<strong>to</strong>rical and cultural <strong>in</strong>formation related <strong>to</strong> water.<br />
The <strong>Museum</strong> will serve as a regional platform that can make a valuable<br />
contribution <strong>to</strong> susta<strong>in</strong>able water management by educat<strong>in</strong>g <strong>the</strong> public<br />
about <strong>the</strong> complex human-water <strong>in</strong>terrelationship <strong>in</strong> <strong>Asia</strong> and <strong>the</strong> <strong>Pacific</strong>.”<br />
The <strong>Asia</strong>-<strong>Pacific</strong> <strong>Water</strong> <strong>Museum</strong> Project was launched at <strong>the</strong><br />
<strong>Asia</strong>-<strong>Pacific</strong> <strong>Water</strong> Summit as a concrete <strong>in</strong>itiative with<strong>in</strong> <strong>the</strong> Key<br />
Result Area 1: Develop<strong>in</strong>g knowledge and lessons of <strong>the</strong> <strong>Asia</strong>-<br />
<strong>Pacific</strong> <strong>Water</strong> Forum.
Strategic Objectives of <strong>the</strong> <strong>Asia</strong>-<strong>Pacific</strong> <strong>Water</strong> <strong>Museum</strong><br />
(Proposals only, consultation and partnership-build<strong>in</strong>g necessary for confirmation.)<br />
Knowledge shar<strong>in</strong>g and more efficient capacity-build<strong>in</strong>g are<br />
essential <strong>to</strong> improv<strong>in</strong>g <strong>the</strong> world’s s water situation.<br />
International Objectives:<br />
- Contribute <strong>to</strong> MDGs;<br />
- promot<strong>in</strong>g understand<strong>in</strong>g<br />
and awareness of <strong>the</strong><br />
importance of water through:<br />
exhibitions, educational<br />
activities, public<br />
programmes, symposia,<br />
meet<strong>in</strong>gs, and <strong>in</strong>formation.<br />
National Objectives:<br />
- Provide visi<strong>to</strong>rs, notably<br />
young people, with a unique<br />
experience and an opportunity<br />
<strong>to</strong> improve <strong>the</strong>ir understand<strong>in</strong>g<br />
of issues related <strong>to</strong> water<br />
management and <strong>the</strong> need for<br />
<strong>in</strong>dividual and collective action<br />
and ethics.<br />

Regional Objectives:<br />
- Act as a regional <strong>in</strong>formation<br />
hub for water-related issues and<br />
activities;<br />
- Raise awareness of <strong>the</strong><br />
<strong>in</strong>terconnectedness of water<br />
issues <strong>in</strong> <strong>the</strong> <strong>Asia</strong>-<strong>Pacific</strong> region<br />
across national boundaries and<br />
show how <strong>the</strong>se issues are<br />
related <strong>to</strong> each o<strong>the</strong>r;<br />
- Streng<strong>the</strong>n <strong>the</strong> network of<br />
water-related museums <strong>in</strong> <strong>the</strong><br />
<strong>Asia</strong>-<strong>Pacific</strong> region;<br />
- Serve as a forum for regional<br />
water networks, such as <strong>the</strong><br />
Mekong Commission;<br />
- Contribute <strong>to</strong> regional efforts <strong>to</strong><br />
achieve MDGs.
UNESCO <strong>in</strong>puts <strong>to</strong>wards APWM<br />
UNESCO established a work<strong>in</strong>g group of units <strong>in</strong> charge of <strong>the</strong> development elopment of museums,<br />
water management, water, ecology and science education, tangible and <strong>in</strong>tangible heritage<br />
<strong>to</strong> provide a consolidated <strong>in</strong>put <strong>to</strong> <strong>the</strong> <strong>Asia</strong>-<strong>Pacific</strong><br />
<strong>Water</strong> <strong>Museum</strong> Project.<br />
• UNESCO is able <strong>to</strong> offer major <strong>in</strong>puts <strong>to</strong> <strong>the</strong> project, hav<strong>in</strong>g both long-<br />
stand<strong>in</strong>g expertise and worldwide networks on water sciences and<br />
hydrology, and expertise on <strong>the</strong> his<strong>to</strong>rical and contemporary cultural<br />
ural<br />
role played by water.<br />
• Technical assistance <strong>in</strong> conceptualization, help<strong>in</strong>g <strong>to</strong> support a<br />
regional plann<strong>in</strong>g process lead<strong>in</strong>g <strong>to</strong> a susta<strong>in</strong>able, world-class<br />
<strong>in</strong>stitution, , i.e., assist <strong>the</strong> national work<strong>in</strong>g group <strong>in</strong> conceptualiz<strong>in</strong>g<br />
APWM as<br />
- a science centre with strong educational aims,<br />
- an <strong>in</strong>stitution where genu<strong>in</strong>e dialogue between members of <strong>the</strong><br />
public can take place on <strong>to</strong>pics related <strong>to</strong> water and culture and<br />
where participation and <strong>in</strong>teraction are encouraged.

Qanats, created by <strong>the</strong> ancient Persians some 2,800<br />
years ago, are still provid<strong>in</strong>g water <strong>to</strong> 60% of <strong>the</strong><br />
irrigated land <strong>in</strong> Iran and spread around <strong>the</strong> globe.<br />

The rice terraces of Ifugao, , Philipp<strong>in</strong>e Cordilleras, have<br />
helped <strong>to</strong> create a beautiful landscape express<strong>in</strong>g<br />
harmony with <strong>the</strong> environment for some 2,000 years.<br />

Spirit of <strong>Water</strong>: 2003 Exhibition <strong>in</strong> Kyo<strong>to</strong>, Japan /<br />
s<strong>in</strong>ce 2009 permanently <strong>in</strong> Rabat, Morocco;<br />
Virtual <strong>Water</strong> <strong>Museum</strong> (planned)
International Work<strong>in</strong>g Group<br />
• Representatives from <strong>the</strong> Thai National Science <strong>Museum</strong>, <strong>the</strong><br />
Japan <strong>Water</strong> Forum and UNESCO will form <strong>the</strong> core of an<br />
<strong>in</strong>ternational work<strong>in</strong>g group that will <strong>in</strong>vite <strong>the</strong> participation of<br />
<strong>in</strong>ternational and regional organizations work<strong>in</strong>g <strong>in</strong> fields relat<strong>in</strong>g <strong>to</strong><br />
water, as well as of museums and o<strong>the</strong>r cultural <strong>in</strong>stitutions work<strong>in</strong>g<br />
<strong>in</strong> <strong>the</strong> field of water and culture.
The first phase of collaboration between<br />
NSM, JWF, UNESCO focuses on:<br />
(UNESCO’s s suggestions)<br />
• shar<strong>in</strong>g <strong>the</strong> organizations’ knowledge and experience <strong>in</strong><br />
<strong>the</strong> <strong>Museum</strong> plann<strong>in</strong>g process, <strong>to</strong><br />
• shape <strong>the</strong> vision of <strong>the</strong> <strong>Museum</strong> and fur<strong>the</strong>r def<strong>in</strong>e its<br />
mission,<br />
• identify its staff<strong>in</strong>g and budgetary needs, develop a<br />
collections policy and exhibitions strategy, and create<br />
an educational and public-service agenda.<br />
• The plann<strong>in</strong>g process will <strong>in</strong>volve consultation among<br />
regional experts, key partner agencies and <strong>in</strong>ternational<br />
technical experts. Only a strategy of this sort will be able<br />
<strong>to</strong> ensure <strong>the</strong> <strong>Museum</strong>’s long-term success.

• Communicate about water museums <strong>in</strong> <strong>the</strong> region with <strong>the</strong><br />
International Work<strong>in</strong>g Group;<br />
• share experiences and concepts;<br />
• Envisage contribut<strong>in</strong>g <strong>to</strong> regional expert meet<strong>in</strong>gs;<br />
• Integrate <strong>the</strong> <strong>Asia</strong>-<strong>Pacific</strong> <strong>Water</strong> <strong>Museum</strong> <strong>in</strong> <strong>the</strong> <strong>Asia</strong>-<strong>Pacific</strong> <strong>Water</strong><br />
Forum’s Network of Regional <strong>Water</strong> Knowledge Hubs.
