<strong>Speakers</strong> <strong>Biography</strong>: <strong>Japan</strong> <strong>Business</strong> <strong>Forum</strong><strong>@Singapore</strong> <strong>International</strong> Water Week 2009Mr. Chua Taik HimDeputy Chief Executive Officer, <strong>International</strong> Enterprise SingaporeMr Chua Taik Him is currently the Deputy Chief Executive Officer in <strong>International</strong>Enterprise Singapore (IE Singapore). Prior to joining IE Singapore, he was theAssistant Managing Director in charge of Enterprise Development and AsiaPacific Operations in the Singapore Economic Development Board (EDB). Healso held appointments as director of Industry Development Division, director of<strong>International</strong> <strong>Business</strong> Development Division and assistant managing director in charge ofEnterprise Ecosystems & Planning. He obtained his B Engineering (Electronics) from theUniversity of Tokyo <strong>Japan</strong> in 1977 under the Singapore Government’s Public Service CommissionOverseas Merit Scholarship and MBA from the University of Toronto, Canada in 1983 under theUniversity of Toronto Master Scholarship. Mr Chua is also a graduate of Harvard <strong>Business</strong> School1999 Advanced Management Programme (AMP). Prior to joining the EDB, he worked as aSystems Engineer in Mindef and a Corporate Planner in Telecommunication Authority ofSingapore. He was based in the Singapore Embassy in Tokyo from 1984 to 1992 as EconomicCounsellor. He was awarded the Public Administration Award (Silver) in 1993 and PublicAdministration Award (Gold) in 2007.Dr. Kotaro TakemuraSecretary General, <strong>Japan</strong> Water <strong>Forum</strong> and Water Security Council of<strong>Japan</strong>Dr. Takemura joined the Ministry of Construction in 1970. He took the position ofDirector-General, Kinki Regional Construction Bureau and of Director-General,River Bureau, Ministry of Land, Infrastructure and Transport. He has been thePresident of the Foundation for Riverfront Improvement and Restoration since2004 and Secretary General of the <strong>Japan</strong> Water <strong>Forum</strong> since June, 2006.Dr. Yoshiaki NakamuraDirector, Ministry of Trade, Economy and IndustryDr. Nakamura obtained his Master of Engineering at the Graduate School ofWaseda University in 1987 and he then joined the Ministry of <strong>International</strong> Tradeand Industry (MITI). He also obtained his Master of Science at StanfordUniversity in 1996 and his Ph.D. at Tokyo Institute of Technology in 2001. Heserved as Director of the Kanto Bureau, METI (Ministry of Economy, Trade andIndustry) from 2002, as Director of the Environmental Industries Office at METIfrom 2004, and as Senior Coordinator for Advanced Cargo Transport Systems Promoter at theMinistry of Land, Infrastructure and Transport (MLIT). He has served as Director ofEnvironmental Protection Guidance Office at METI since 2007.


Mr. Takashi Hongo, Special Advisor and Head of EnvironmentFinance Engineering Department, <strong>Japan</strong> Bank for <strong>International</strong>CooperationMr. Hongo joined the Export-Import Bank of <strong>Japan</strong> and has taken thecurrent position since 2006. He has been helping develop new frontiers,such as carbon trading market in <strong>Japan</strong> including Carbon Credit TradingPlatform, Nikkei-JBIC Carbon Price Quotation, and Market Approach Adaptation in addition toengaging in financing operations for GHG emission reduction projects. He proposed ‘EnergyEfficiency Target and Environment Finance’ for promoting low carbon investment. He contributesnumbers of committees and task forces in Climate Change and energy field.Dr. Masaru KuriharaChairman of Consultative Committee, Global Water Recycle SystemAssociation <strong>Japan</strong> / Executive Advisor, Toray Industries, Inc.Dr. Kurihara is Advisor to Toray Industries, Inc. He graduated from GunmaUniversity, Technical Department, Applied Chemistry in 1963 and obtained hisdoctor degree of dissertation at the University of Tokyo in 1970. He Joined TorayIndustries, Inc and was registered as a research fellow in 1992. He assumes theposition of senior director and has been the advisor since 2006. He presently also serves asDirector of <strong>International</strong> Desalination Association (IDA), President of Asia Pacific DesalinationAssociation (APDA), President of <strong>Japan</strong> Desalination Association (JDA) and Managing Director of<strong>Japan</strong>, Membrane Separation Association (APDA).Mr. Yoshichika Terasawa, Managing Director of JETRO SingaporeMr. Terasawa joined JETRO in 1973. He was assigned at overseas offices inChicago and Toronto and has been at the present position since September2006. At JETRO Headquarters in Tokyo, he took the position of Director-General,Trade Fair Department and has been involving many international exhibitionsand world expositions both <strong>Japan</strong> and abroad including the Secretary-General of<strong>Japan</strong> Pavilion, Hannover Expo 2000, Germany. He served for severalcommittees as an expert in the international exhibitions, design, and MICE events including theExpert Committee Member on the Grand Egyptian Museum.
