This report features <strong>the</strong> accomplishments <strong>of</strong> <strong>the</strong> Group for <strong>the</strong> month <strong>of</strong><br />
June 2010 based on <strong>the</strong> Program Thrust <strong>of</strong> <strong>the</strong> Chief, PNP and <strong>the</strong> 3-Point<br />
Agenda <strong>of</strong> <strong>the</strong> Director, <strong>CIDG</strong>.<br />
It centered primarily on its campaign against OCGs/CGs,<br />
Arrest/Neutralization <strong>of</strong> Most Wanted Persons and <strong>the</strong> investigation/resolution <strong>of</strong><br />
high pr<strong>of</strong>ile crimes. Aside from <strong>the</strong>se, <strong>the</strong> Group focused on <strong>the</strong> implementation<br />
<strong>of</strong> its Flagship Projects and o<strong>the</strong>r Special Anti-Criminality campaigns. Fur<strong>the</strong>r, it<br />
also shows <strong>the</strong> o<strong>the</strong>r Administrative, Investigation, Intelligence and PCR<br />
accomplishments.<br />
Thus, we present to you a detailed report on <strong>the</strong> Group’s<br />
accomplishments that embodied <strong>the</strong> fitness, character and reputation <strong>of</strong> <strong>the</strong><br />
<strong>CIDG</strong> as <strong>the</strong> best <strong>National</strong> Operational Support Unit <strong>of</strong> <strong>the</strong> PNP.<br />
THE GROUP’S 3-POINT AGENDA:<br />
1. ARREST OF SUSPECTS INVOLVED IN ROBBERY OF A SHELL<br />
GASOLINE STATION IN ILAGAN, ISABELA<br />

Significant accomplishments under <strong>CIDG</strong>OPLAN “Salikop”:<br />
• On June 8, 2010, elements <strong>of</strong> Isabela CIDT-2RCIDU <strong>of</strong> this<br />
Group toge<strong>the</strong>r with Ilagan <strong>Police</strong> Station conducted hot pursuit operation against<br />
suspects involved in <strong>the</strong> robbery <strong>of</strong> Shell Gasoline Station located in Brgy.<br />
Alibagu, Ilagan, Isabela, which resulted in <strong>the</strong> arrest <strong>of</strong> three (3) suspects at <strong>the</strong><br />
compound <strong>of</strong> Manggahan Grill Videoke Bar, Brgy. Alibagu, Isabela; namely:<br />
- Oscar CABALDO y Espinosa, 32 years old;<br />
- Jerry MANDAC y Anselmo, 20 years old; and<br />
- Alvin SADORRA y Garcia, 21 years old.<br />
• Investigation conducted disclosed that prior to <strong>the</strong> incident,<br />
suspects on board a colored black motorized tricycle bearing Plate No. BU-7750<br />
owned by Constante RAMOS passed by at <strong>the</strong> said gasoline station several<br />
times. After a few minutes, suspects wearing black and green jackets and whose<br />
faces were covered with t-shirts arrived coming from <strong>the</strong> back <strong>of</strong> Shell shop
<strong>of</strong>fice. Armed with cal .38 revolver, struck <strong>the</strong> head <strong>of</strong> Richard Resureccion, <strong>the</strong><br />
fore court attendant and <strong>the</strong>n pointed <strong>the</strong> gun to MayethSiagan, <strong>the</strong> fore court<br />
cashier. Suspects carted away <strong>the</strong> cash collection amounting to Php 4,779.00<br />
from <strong>the</strong> cashier booth and immediately fled to unknown direction.<br />
• A case for Robbery was filed against <strong>the</strong> arrested suspects<br />
before <strong>the</strong> NPS, DOJ, Provincial Prosecutor’s Office, Ilagan, Isabela docketed<br />
under NPS No. II-04-INQ-10F-00067.<br />
2. ARREST OF SUSPECTS INVOLVED IN THE DISTRIBUTION OF<br />
FAKE/COUNTERFEIT DRIVER’S LICENSE<br />
• On June 8, 2010, elements <strong>of</strong> AFFCD <strong>of</strong> this Group<br />
implemented Search Warrant Nos. 10-15978 to 10-15980 issued by Hon. Ma.<br />
Theresa Dolores C. Gomez-Estoesta, 1 st Vice-Executive Judge, NCJR, RTC,<br />
Manila at <strong>the</strong> residence/premises <strong>of</strong> CesarioENDAYA, et. al. located at<br />
Mapagmahal Street, Brgy.Pinyahan, Quezon City.<br />
• The operation resulted in <strong>the</strong> seizure/confiscation <strong>of</strong> <strong>the</strong><br />
following pieces <strong>of</strong> evidence used in <strong>the</strong> production <strong>of</strong> fake LTO driver’s license,<br />
stickers, <strong>of</strong>ficial receiptsand certification <strong>of</strong> registration for motor vehicle:<br />
- Eight (8) pieces PUJ sticker;<br />
- Two (2) pieces private sticker;<br />
- Two (2) pieces LTO Official Receipt;<br />
- Two (2) pieces Pr<strong>of</strong>essional Driver’s License card;<br />
- One (1) pieceLTO ID card;<br />
- Six hundred (600) pieces cut paper intended to be<br />
used for LTO forms;<br />
- Five hundred (500) pieces blank LTO forms;<br />
- Three (3) pieces computer monitor;<br />
- Three (3) pieces computer printer;<br />
- One (1) piece Laminating machine;<br />
- Two (2) pieces scanner;<br />
- Two (2) pieces roll paper used in LTO ID;<br />
- One (1) piece Ledger (list <strong>of</strong> customer);<br />
- Two (2) pieces CPU Computer; and<br />
- One (1) piece ID cutter.<br />
• Likewise, <strong>the</strong> following suspects were arrested who were<br />
involved in said activity, namely:<br />
- CesarioENDAYA y Chavez Jr., 55 years old;<br />
- Adrian ENDAYA y Tiansing;<br />
- Gean Carlo SERENO y Aguinaldo; and<br />
- Mark Lester ENDAYA y Tiansing.<br />
• Cases for violation <strong>of</strong> Article 172 (Falsification by Private<br />
Individuals and Use <strong>of</strong> Falsified Documents) and Article 176 <strong>of</strong> <strong>the</strong> RPC<br />
(Manufacturing and Possession <strong>of</strong> Instrument for Falsification) were filed against<br />
<strong>the</strong> arrested suspectsbefore Hon. Janet Abergos-Samar, Judge<strong>of</strong> RTC Branch<br />
32, Quezon Citydocketed under CC No.151505-06.<br />

3. NEUTRALIZATION OF “ARADANAS” GUN RUNNING AND<br />
DRUG TRAFFICKING SYNDICATE IN DAVAO CITY<br />
• On June 4, 2010, elements <strong>of</strong> Davao City CIDT-11RCIDU <strong>of</strong><br />
this Group intercepted and flagged-down gunrunning and drug trafficking group<br />
on boarda Toyota Hi-Ace Van with Plate No. LGA-680 at Matina Public Market,<br />
Davao City that resulted in <strong>the</strong> arrest <strong>of</strong> <strong>the</strong> following suspects, namely:<br />
- Michael Vincent ARADANAS y Avancena, 41<br />
years old, alleged leader <strong>of</strong> <strong>the</strong> group;<br />
- Reynaldo CHAN y Maribojo JR @ Toto, 25 years<br />
old;<br />
- Ralph MANGUBAT y Jubilan, 28 years old; and<br />
- Marvin RAMOS y Aradanas, 21 years old.<br />
• The following pieces <strong>of</strong> evidence were confiscated from <strong>the</strong><br />
suspects inside <strong>the</strong> vehicle:<br />
- Three (3) pieces fake Php 1,000.00 bills;<br />
- One (1) cal. 38 revolver without SN;<br />
- Five (5) rounds live ammos for cal. 38;<br />
- One (1) sachet containing white crystalline<br />
substance believed to be Shabu;<br />
- One (1) unit Nokia cellphone;<br />
- One (1) Hand grenade M72;<br />
- One (1)plastic tube;<br />
- One (1) test tube;<br />
- One (1) 1 needle;<br />
- Three (3) “used” aluminum foils;<br />
• Likewise, <strong>the</strong> following pieces <strong>of</strong> evidence were confiscated<br />
inside <strong>the</strong> rented room <strong>of</strong> Michael ARADANAS:<br />
- Eight (8) rounds live ammos for cal. 22;<br />
- Twenty (20) rounds live ammos for cal. 45;<br />
- Two (2) empty cartons <strong>of</strong> cal. 45;<br />
- One (1) Impulse sealer;<br />
- One (1) water pipe tooter;<br />
- Two (2) sachets containing brown powder<br />
substance believed to be a concentrated<br />
Marijuana;<br />
- Three (3) sachets containing white crystalline<br />
substance believed to be Shabu; and<br />
- Three (3) magazines for cal. 45.<br />
• Follow-up operation was conducted at Flores Subdivision,<br />
Bangkal, Davao City, which resulted in <strong>the</strong> confiscation <strong>of</strong> two (2) sachets<br />
containing white crystalline substance believed to be Shabu on each arrested<br />
suspects, namely:<br />
- Edgar DELA CRUZ y Demafeliz, 47 years old; and<br />
- Ibrahim AYADA y Manonggal, 35 years old.<br />
• After <strong>the</strong> two (2) were arrested <strong>the</strong>y immediately divulged a<br />
certain “Jeanneth”, <strong>the</strong> alleged main source <strong>of</strong> illegal drugs who was later known<br />

as JozamebetCaneloCALLIEDO. Indeed, <strong>the</strong> information yielded positive result<br />
as Ms. CALLIEDO in plain view handed over MOL five (5) grams <strong>of</strong> white<br />
crystalline substance believed to be Methamphetamine Hydrochloride to Mr.<br />
Ibrahim AYADA,during <strong>the</strong> conduct <strong>of</strong> ano<strong>the</strong>r follow-up operation atEmarTimes<br />
Beach, Ecoland, Davao City that put <strong>the</strong> subject under arrest.<br />
• Cases for violation <strong>of</strong> Omnibus Election Code, PD 1866 as<br />
amended by RA 8294 and RA 9516 docketed under IS No. XI-02-INQ-10F-505<br />
and RA 9165 docketed under IS No. XI-02-INQ-10F-504werefiled against <strong>the</strong><br />
arrested suspects before <strong>the</strong> City Prosecutor’s Office, Davao City.<br />

• On June 17, 2010, elements <strong>of</strong> Tarlac CIDT-3RCIDU <strong>of</strong> this<br />
Group arrested Rodolfo ANDAYA y Peralta @ Roding, 37 years old at Brgy.<br />
Salomague, Paniqui, Tarlac by virtue <strong>of</strong> <strong>the</strong> following warrants <strong>of</strong> arrest:<br />
- Bench Warrant <strong>of</strong> Arrest in CC Nos. 7587, 7588,<br />
7589, 7590, 7598, 7599, 7600, 7601, and 7602<br />
with recommended bail <strong>of</strong> Php30,000.00 each<br />
case issued by Hon. Mona Lisa V. Tiongson-<br />
Tabora, Judge <strong>of</strong> RTC Branch 26, San Fernando<br />
City, La Union dated November 15, 2007;<br />

particularly those perpetrated by motorcycle riding in tandem in different parts <strong>of</strong><br />
Luzon.He is listed as No. 8 Most Wanted Person in <strong>the</strong> Municipality <strong>of</strong> Paniqui,<br />
Tarlac.<br />
3. ARREST OF NO. 13 MWP IN PILAR, BATAAN<br />
• On June 4, 2010, elements <strong>of</strong> Bataan CIDT-3RCIDU <strong>of</strong> this<br />
Group implemented Order <strong>of</strong> Arrest in CC No. 9085 issued by Hon. Rodolfo S.<br />
Gatdula, Judge <strong>of</strong> MTCC, Balanga City for violation <strong>of</strong> PD 1866 as amended by<br />
RA 8294, which resulted in <strong>the</strong> arrest <strong>of</strong> Larry ENRIQUEZ y Lonson, 35 years<br />
old, along Brgy. Bliss, Limay, Bataan.<br />
• Suspect is listed as No. 13 Most Wanted Person in <strong>the</strong><br />
Municipality <strong>of</strong> Pilar, Bataan. Subject was arrested by Bataan CIDT sometime in<br />
May 2005 in connection with <strong>the</strong> alleged abduction <strong>of</strong> a minor named Jacqueline<br />
Recosana. During <strong>the</strong> said arrest, ENRIQUEZ engaged in a shoot-out with <strong>the</strong><br />
arresting <strong>CIDG</strong> elements but was subdued after he was shot on his shoulder.<br />
The abducted victim did not file her complaint for fear <strong>of</strong> reprisal. In his case for<br />
illegal possession <strong>of</strong> firearms case was able to post bail but left <strong>the</strong> country for<br />
Los Angeles, USA, hence, a 2 nd warrant <strong>of</strong> arrest was issued.<br />
4. ARREST OF MWP IN NCR<br />
• On June 2, 2010, elements <strong>of</strong> SMMCIDT-NCRCIDU <strong>of</strong> this<br />
Group implemented Warrant <strong>of</strong> Arrest in CC No. Q-00-91769 issued by Hon.<br />
Rogelio N. Pizarro, Judge <strong>of</strong> RTC Branch 222, Quezon City for <strong>the</strong> crime <strong>of</strong><br />
Robbery, which resulted in <strong>the</strong> arrest <strong>of</strong> Tito LUGNASIN @ Diego<br />
Grabato/Jimmy, 34 years old at Metropolis Mall, Alabang, Muntinlupa City.<br />

• Suspect is listed as Most Wanted Person in NCR with a<br />
monetary reward <strong>of</strong> Php70,000.00 under authority <strong>of</strong> DILG MC No. 2002-39.<br />
5. ARREST OF NO. 7 MWP IN SAN LORENZO RUIZ<br />
CAMARINES NORTE<br />
• On June 1, 2010, elements <strong>of</strong> Camarines Norte CIDT-<br />
5RCIDU <strong>of</strong> this Group toge<strong>the</strong>r with San Lorenzo MPS implemented Warrant <strong>of</strong><br />
Arrest in CC No. 14208 issued by Hon. Roberto Escaro, Judge <strong>of</strong> RTC Branch<br />
38, Daet, Camarines Norte for violation <strong>of</strong> PD 705 as amended by RA7161,<br />
which resulted in <strong>the</strong> arrest <strong>of</strong> SabladitoBIÑAS y Napoles @ Bading, 44 years old<br />
at SitioPanudan, Brgy. Maisog, San Lorenzo Ruiz, Camarines Norte. Suspect is<br />
listed as No. 7 Most Wanted Person in <strong>the</strong> Municipality <strong>of</strong> San Lorenzo Ruiz,<br />
Camarines Norte.<br />
INVESTIGATION OF HEINOUS AND<br />
SENSATIONAL CASES:<br />
For <strong>the</strong> period in review, <strong>the</strong> different operating units <strong>of</strong> <strong>the</strong> Group took<br />
cognizance <strong>of</strong> 230 cases, 84 or 36.52% <strong>of</strong> which are Index Crimes while 146 or<br />
63.48% are Non-Index Crimes. Two hundred twenty-five (225) cases were filed<br />
in court, while five (5) are under investigation. The Group has a Case Solution<br />
Efficiency(CSE) <strong>of</strong> 97.82%.<br />
On <strong>the</strong> investigation <strong>of</strong> heinous crimes, <strong>the</strong> Group investigated twenty-five<br />
(25)heinous crimes, twenty-three (23) <strong>of</strong> which were filed and solved, while two<br />
(2) cases are still under investigation, registering a CrimeSolution Efficiency<br />
(CSE) <strong>of</strong> 92.00%.Likewise, on <strong>the</strong> investigation <strong>of</strong> sensational cases, fourteen<br />
(14) cases were investigated, twelve (12) <strong>of</strong> which were filed/solved while two<br />
(2)are still under investigation, registering a CSE<strong>of</strong> 85.71%.<br />

Murder, which resulted in <strong>the</strong> arrest <strong>of</strong> RoniloBAYOT y Canoy @ Jun-Jun, 26<br />
years old at Bukidnon Provincial Medical Center, Brgy. Casisang, Malaybalay<br />
City, Bukidnon.<br />
• Suspect is <strong>the</strong> Acting Commanding Officer <strong>of</strong><br />
SangaysaPartidosaPlatun (SPP-6), Guerilla Front Committee 6 (FC-6), NCMRC<br />
and was implicated on <strong>the</strong> CTs attack/ambushagainst <strong>the</strong> composite Platoon <strong>of</strong><br />
8 th IB <strong>of</strong> <strong>the</strong> <strong>Philippine</strong> Army at SitioBulalacao, Brgy. Concepcion, Valencia City<br />
last December 15 to 16, 2009 that resulted in <strong>the</strong> death <strong>of</strong> three (3) and<br />
wounding <strong>of</strong> five (5) elements <strong>of</strong> <strong>the</strong> government. He was also <strong>the</strong> former<br />
Chairman <strong>of</strong> AnakpawisPartylist, Quezon Chapter.<br />

GROUP IN BAUANG, LA UNION<br />
• On June 10, 2010 at about 9:00 P.M., elements <strong>of</strong> La Union<br />
CIDT-1RCIDU <strong>of</strong> this Group toge<strong>the</strong>r with Provincial Highway Patrol Team <strong>of</strong> La<br />
Union PPO proceeded to <strong>the</strong> business establishment <strong>of</strong> Vice-Mayor<br />
BonifacioMalinao and took custody <strong>of</strong> <strong>the</strong> arrested suspected carnappers<br />
identified as <strong>the</strong> following:<br />
- SamsonLomibao GONZALES @ Manny<br />
TUAZON/FerdinandMisonDELA CRUZ; and<br />
- Ramon ManioRIGATILLO @ Rogelio Reyes<br />
ATENCIO<br />
• The operation stemmed by a telephone call received by La<br />
Union CIDT Office at about 8:30 P.M. <strong>of</strong> same day from Vice-Mayor<br />
BonifacioMalinao <strong>of</strong> Paringao, Bauang, La Union informing that two (2)<br />
suspicious male persons enticed him to trade-in a Toyota Innova with Plate No.<br />
ZKU-208 colored black with model 2007 to his Isuzu XUV1 model 2002.<br />
Suspicious over <strong>the</strong> bargain being too advantageous for him and that <strong>the</strong><br />
documents presented appeared to be spurious, Vice-Mayor Malinao decided to<br />
hold <strong>the</strong>m while awaiting <strong>the</strong> arrival <strong>of</strong> investigators from La Union CIDT.<br />
• When interviewed, suspects presented an open Deed <strong>of</strong><br />
Sale <strong>of</strong> <strong>the</strong> MV appearing to be executed by Mrs. Nenita L. Atencio, <strong>the</strong><br />
registered owner, original copy <strong>of</strong> Certificate <strong>of</strong> Registration No. 9568348-6 dated<br />
September 3, 2007 and <strong>the</strong> Official Receipt No. 723144026. However, when Mrs.<br />
Atencio was contacted thru telephone, she denied having executed an Open<br />
Deed <strong>of</strong> Sale and affirmed that <strong>the</strong> original documents <strong>of</strong> <strong>the</strong> MV was still under<br />
<strong>the</strong> custody <strong>of</strong> Toyota Financing Services where <strong>the</strong> MV was mortgaged and<br />
fur<strong>the</strong>r affirmed that <strong>the</strong> MV was already reported as carted/taken without <strong>the</strong>ir<br />
consent by suspect FerdinandMisonDELA CRUZ.<br />
• Relatedly, verification made with <strong>the</strong> Regional Highway<br />
Patrol Unit 1 (RHPU 1) found out that <strong>the</strong> aforementioned MV was reported to<br />
1RCIDU Office by one DaniloCorpuz (thru Special Power <strong>of</strong> Attorney) as<br />
carted/taken (Qualified Theft) by FerdinandMisonDELA CRUZ (identified thru<br />
presented driver’s license) when subject used to test drive <strong>the</strong> MV. Fur<strong>the</strong>rmore,<br />
macro-etching examination conducted by PNP CLS 1 showed that <strong>the</strong> MV is not<br />
tampered.<br />
• Information relayed by RHPU 1 revealed that <strong>the</strong> “Olaez”<br />
Group is engaged in carnapping/swindling with Ferdinand “Bong” OLAEZ as<br />

leader/financier <strong>of</strong> <strong>the</strong> group and Francisco “Francis” RIGATILLO, also as<br />
financier that operates in regions 1, 2, 3 and NCR.<br />
• Cases for Estafa and Falsification <strong>of</strong> Public Documents were<br />
filed against <strong>the</strong> arrested suspects and one (1) Jane Doe before <strong>the</strong> Provincial<br />
Prosecutor’s Office, Bauang, La Union docketed as Inquest Case No. I-02B-INQ-<br />
010F-000. Subject accused were subsequently turned-over to <strong>the</strong> BJMP,<br />
Bauang, La Union per Inquest Resolution penned by 2 nd Assistant Provincial<br />

• On June 13, 2010 at about 9:00 A.M., a telephone call was<br />
received by personnel <strong>of</strong> Cavite CIDT-4ARCIDU <strong>of</strong> this Group from Mr. Eric<br />
Dastas, ABS-CBN reporter, informing that an 8-wheeler truck with Plate No.<br />
PRV-314 loaded with cooking oil was hijacked by five (5) unidentified malefactors<br />
along A.H. Lacson Avenue,Sampaloc, Manila. Victims Romeo Busa, <strong>the</strong> truck<br />
driver and Jonel Mariano, truck helper were dropped along Niog Road, Bacoor,<br />
Cavite at around 3:00 A.M. on same date both hogtied and whoseheads and<br />
mouth wrapped.<br />
• Immediately upon receipt <strong>of</strong> information, Cavite CIDT formed<br />
two (2) teams and conducted monitoring and possible police operation around<br />
<strong>the</strong> AOR for <strong>the</strong> possible recovery <strong>of</strong> said truck. However, after about four (4)<br />
hours <strong>of</strong> patrolling around strategic areas, said truck was nowhere to found,<br />
hence, yielded negative result.<br />

• Likewise, <strong>the</strong> following were confiscated in <strong>the</strong> premises <strong>of</strong><br />
- One (1) small transparent plastic sachet<br />
containing white crystalline substance/residue <strong>of</strong><br />
shabu weighing MOL 0.1 gram including its<br />
container; and<br />
- Assorted drug paraphernalia.<br />
• During <strong>the</strong> operation, HariemREDINAS and Alberto<br />
ABAYON eluded arrest from <strong>the</strong> operatives, however, upon <strong>the</strong> hot pursuit<br />
operation conducted, REDINAS was arrested at said barangay, while ABAYON<br />
eluded arrest. Similarly, search warrants against APOLINARIO, ANONUEVO and<br />
DELFIN were turned negative.<br />
• Separate cases for violation <strong>of</strong> RA 9165 (Comprehensive<br />
Dangerous Drugs Act <strong>of</strong> 2002) docketed under NPS No. V-09-INV-10F-00901<br />
against REDINAS and NPS No. V-09-INV-10F-00902 against ABAYAONwere<br />
filed before <strong>the</strong> Provincial Prosecutor’s Office, Daet, Camarines Norte.<br />

2. BUY-BUST OPERATION AT BRGY. TANZANGLUMA<br />
IMUS, CAVITE<br />
• On June 1, 2010, elements <strong>of</strong> Cavite CIDT-4ARCIDU <strong>of</strong> this<br />
Group toge<strong>the</strong>r with Cavite PPO in coordination with PDEA PRO-CALABARZON<br />
conducted buy-bust operation at Brgy. TanzangLuma, Imus, Cavite that resulted<br />
in <strong>the</strong> arrest <strong>of</strong> Arnold ALIMA y Villejo, 22 years old and <strong>the</strong> confiscation <strong>of</strong> four<br />
(4) pieces <strong>of</strong> big sealed transparent plastic bag containing <strong>of</strong> MOLone (1)<br />
kilogram <strong>of</strong> suspected cocainewith DDB value <strong>of</strong>Php 2.6 Million.<br />
• During <strong>the</strong> conduct <strong>of</strong> operation, o<strong>the</strong>r suspects @ Nancy<br />
and @ Garcia an alleged member <strong>of</strong> PDEA, sensing <strong>the</strong> presence <strong>of</strong> operating<br />
units eluded arrest on board a Honda Civic colored black bearing Plate No. NAN-<br />
24 towards Dasmariñas City. Operating teams gave chase but <strong>the</strong> suspects<br />
managed to escape from pursuing police operatives.<br />
• Arrested suspect was apprised <strong>of</strong> his constitutional rights,<br />
brought to PIB, Cavite PPO for investigation and proper disposition and<br />
documentation, while confiscated evidence was submitted to <strong>the</strong> Cavite Crime<br />
Laboratory for chemical analysis.<br />
• On June 2, 2010 at around 4:40 A.M., a suicide incident<br />
transpired at <strong>the</strong> PIB Extension Office Detention Cell, Cavite PPO, Camp Gen.<br />
Pantaleon Garcia, Imus, Cavite. Initial investigation disclosed that <strong>the</strong> duty jailer<br />
PO2 Lyndon Mindo discovered <strong>the</strong> suicide when he woke-up to answer <strong>the</strong> call<br />
<strong>of</strong> nature. Victim committed suicide with <strong>the</strong> use <strong>of</strong> a noose made from his jeans<br />
wrapped around his neck and tied at <strong>the</strong> iron bar <strong>of</strong> <strong>the</strong> said locked-up cell.<br />
Victim was rushed to Our Lady <strong>of</strong> Pilar Hospital, Imus, Cavite for medical<br />
treatment but later died at about 5:35 A.M. <strong>of</strong> same date.<br />

• On June 16, 2010, elements <strong>of</strong> Aparri CIDT-2RCIDU <strong>of</strong> this<br />
Group provided assistance relative to <strong>the</strong> complaint <strong>of</strong> Mrs. ElvieBelarmino-<br />
Sabbun <strong>of</strong> Brgy. Plaza, Aparri, Cagayan with her 16-year old daughter, Michelle<br />
Joy BelarminoCapil, who was allegedly rape by her biological fa<strong>the</strong>r,<br />
NarcisoCAPIL on January 17, 2010 at Brgy, Calangitan, Capaz, Tarlac.<br />
• The said case was brought and referred to Mrs. Corazon M.<br />
Cabauatan, MSWDO, Aparri, Cagayan for appropriate action. With <strong>the</strong> help<br />

which resulted in <strong>the</strong> arrest <strong>of</strong> Hazel DELA CRUZ y Santos, who was caught<br />
dancing nude in front <strong>of</strong> customers. Also arrested during <strong>the</strong> operation were three<br />
(3) o<strong>the</strong>r GROs for failure to present <strong>the</strong>ir license or health permit from concern<br />

• The operation stemmed from <strong>the</strong> information given by a<br />
concerned citizen that GROs are performing lewd shows said establishment. The<br />

conducted entrapment operation at Unit 201 Krisha Building, Gorordo Avenue,<br />
Cebu City, which resulted in <strong>the</strong> arrest <strong>of</strong> Romero ENEGO y Diola, 46 years old<br />
after receiving Php 500.00 marked money placed on top <strong>of</strong> <strong>the</strong> boodle money<br />
from <strong>the</strong> victims/complainants.<br />
• The operations stemmed from <strong>the</strong> complaints <strong>of</strong> Mia Anne<br />
M. Gomez and four (4) o<strong>the</strong>rs who filed <strong>the</strong>ir complaints before <strong>the</strong> 7RCIDU<br />
Office for alleged illegal recruitment. Investigation conducted revealed that above<br />
suspect had already taken money from <strong>the</strong> complainants as payment for<br />
placement, visa assistance and processing fees. However, upon verification<br />
made at POEA Office, ENEGOwas found not authorized to recruit applicants for<br />
employment abroad as what he promised. Fur<strong>the</strong>r, suspect demanded from one<br />
<strong>of</strong> <strong>the</strong> complainants additional paymentsin <strong>the</strong> amount <strong>of</strong> Php 24,000.00 and <strong>the</strong>y<br />

1. INTERCEPTION OF A TANKER TRUCK LOADED<br />
WITH 22,000 LITERS OF USED BUNKER OIL<br />
• On June 16, 2010, elements <strong>of</strong> STG “Maverick” flagged<br />
down and took into custody a tanker truck with Plate No. WKH-429 loaded with<br />
22,000 liters <strong>of</strong> used bunker oil at <strong>the</strong> vicinity <strong>of</strong> Fish PortNavotas, Metro Manila.<br />
Said used bunker oil was from <strong>the</strong> Power Barge docked at <strong>the</strong> Fish Portin<br />
Navotas and <strong>the</strong> tanker truck was later found-out to be owned by one Ester<br />
Atienza <strong>of</strong> Blue Ocean General Merchandise. However, <strong>the</strong> truck driver Alex<br />
CUARESMA y Fuentes, 44 years old and truck helper CatalinoMANALO y<br />
Abraham, 36 years old were turned-over to <strong>the</strong> company secretary and<br />
employees <strong>of</strong> Blue Ocean General Merchandise.<br />
• The operation stemmed from <strong>the</strong> complaint and request for<br />
assistance <strong>of</strong> <strong>the</strong> <strong>Philippine</strong> <strong>National</strong> Bank (PNB) regarding <strong>the</strong> alleged <strong>the</strong>ft <strong>of</strong><br />
used bunker oil from a Power Barge docked at <strong>the</strong> Fish Port in Navotas allegedly<br />
perpetrated by personnel <strong>of</strong> East Asia Diesel Power Corporation and its buyers.<br />
Reportedly, <strong>the</strong> said power barge was under Court Litigation with pending case<br />
at MalabonRTC between PNB and East Asia Diesel Power Corporation wherein<br />
<strong>the</strong> said property containing 22,000,00 liters <strong>of</strong> used bunker oil was ordered<br />
freeze by <strong>the</strong> court.<br />
• The team from STG “Maverick” conducted surveillance and<br />
were able to photograph on <strong>the</strong> actual <strong>the</strong>ft being perpetrated by some <strong>of</strong> <strong>the</strong><br />
personnel <strong>of</strong> power barge toge<strong>the</strong>r with and in conspiracy <strong>of</strong> <strong>the</strong> buyers who stole<br />
<strong>the</strong> used bunker oil contained in <strong>the</strong> power barge without <strong>the</strong> knowledge <strong>of</strong> <strong>the</strong><br />
PNP and <strong>the</strong> court.<br />
• The case was held in abeyance pending fur<strong>the</strong>r investigation<br />
and <strong>the</strong> secretary <strong>of</strong> <strong>the</strong> Blue Ocean General Merchandise was advised to<br />
present all pertinent documents/government permits to prove <strong>the</strong> legitimacy <strong>of</strong><br />
<strong>the</strong>ir business in transporting and selling used bunker oil.<br />

Dagat-Dagatan, Malabon City which resulted to <strong>the</strong> confiscation <strong>of</strong> four (4) filled<br />
plastic container <strong>of</strong> petroleum products being unloaded by a tricycle driver for<br />
delivery in a makeshift retail store <strong>of</strong> said place.<br />
• The operation stemmed from <strong>the</strong> information received that a<br />
certain JhonaIBARDOLASA <strong>of</strong> Block 48, Pampano Street, Malabon Cityillegally<br />
distributing and selling <strong>of</strong> petroleum products to a prospective buyers especially<br />
tricycle drivers in <strong>the</strong> area <strong>of</strong> Dagat-Dagatan, Malabon City.<br />

penalizing certain prohibited acts inimical to <strong>the</strong> public interest and national<br />

IN URDANETA CITY, PANGASINAN<br />
• On June 10, 2010, elements <strong>of</strong> Pangasinan CIDT-1RCIDU<br />
<strong>of</strong> this Group conducted operation on <strong>the</strong> illegal fuel trading at Brgy. Camantiles,<br />
Urdaneta City, Pangasinan, which resulted in <strong>the</strong> confiscation <strong>of</strong> one (1) drum<br />
and four (4) containers <strong>of</strong> Premium Gasoline with unknown quantity <strong>of</strong> liters. The<br />
alleged owner/maintainer identified as ViolynAGBUYA was not around during <strong>the</strong><br />
conduct <strong>of</strong> operation.<br />
• A case for violation <strong>of</strong> BP 33 was filed against<br />
ViolynAGBUYA before <strong>the</strong> City Prosecutor’s Office, Urdaneta City, Pangasinan<br />
docketed under NPS No. I-II-INV-10F-000261.<br />

Activities:<br />
1. ARREST OFSUSPECTS FOR VIOLATIONS OF RA 3720AND<br />
ILLEGAL PRACTICE OF MEDICINE IN SAN MONTE, BULACAN<br />
• On June 22, 2020, elements <strong>of</strong> Bulacan CIDT-3RCIDU <strong>of</strong><br />
this Group toge<strong>the</strong>r with personnel from BFAD and staff <strong>of</strong> ABS-CBN TV<br />
Program “XXX” conducted entrapment operation at Brgy. Gaya-Gaya, City <strong>of</strong><br />

San Monte, Bulacan which resulted in <strong>the</strong> arrest <strong>of</strong> Reynaldo YAMBAO y Gilles,<br />
39 years old, while performing medical services, prescribing and selling twelve<br />
(12) resealable plastic sachets, each containing fifteen (15) unlabeled<br />
transparent medicine in capsules form (brownish and greenish in color) in <strong>the</strong><br />
amount <strong>of</strong> Php 1,600.00 to personnel <strong>of</strong> BulacanCIDT who act as a poseurpatient.<br />
• Mr. NicanorYAMBAO, 65 years old, fa<strong>the</strong>r <strong>of</strong> Reynaldo, who<br />
arrived during <strong>the</strong> operation was also arrested after surrendering two (2)<br />
resealable plastic sachets, each containing fifteen (15) unlabeled transparent<br />
medicine in capsule <strong>of</strong> <strong>the</strong> same medicine sold by his son to <strong>the</strong> operating team.<br />
• Accordingly, <strong>the</strong> operation stemmed from <strong>the</strong> complaint <strong>of</strong><br />
DaniloTecson, fa<strong>the</strong>r <strong>of</strong> Nicole Tecson <strong>of</strong> Brgy. Tigpalas, San Miguel, Bulacan,<br />
regarding <strong>the</strong> death <strong>of</strong> Nicole who died on March 15, 2010 after seeking<br />
treatment from <strong>the</strong> said respondents for a broken bone on his left leg and was<br />
given unlabeled/unknown medicines in capsule form and taken by <strong>the</strong> victim for<br />
more than one (1) month.<br />
• Arrested suspects were apprised <strong>of</strong> <strong>the</strong>ir constitutional rights<br />
and were later brought to BulacanCIDT Office toge<strong>the</strong>r with <strong>the</strong> confiscated<br />
pieces <strong>of</strong> evidence for documentation and proper disposition. Fur<strong>the</strong>r, samples <strong>of</strong><br />
said medicine when submitted to BFAD for examination were found to be toxic<br />
when taken for a prolonged period <strong>of</strong> time.<br />
• Cases for violation <strong>of</strong> RA 3720 (Food, Drug and Cosmetic<br />
Act), violation <strong>of</strong> Cosmetic Act and Illegal Practice <strong>of</strong> Medicine were filed against<br />
<strong>the</strong> arrested suspects before <strong>the</strong> City Prosecutor’s Office, City <strong>of</strong> San Jose del<br />
Monte, Bulacan and a separate case for Reckless Imprudence Resulting to<br />
Homicide was filed before <strong>the</strong> Provincial Prosecutor’s Office, City <strong>of</strong> Malolos,<br />
Bulacan docketed under NPS No. III-04-INV-10F-01439.<br />
2. ARREST OF SUSPECTS INVOLVED IN<br />
BUTCHERING OF DOG FOR MEAT<br />
• On June 21, 2010, elements <strong>of</strong> Cavite CIDT-4ARCIDU <strong>of</strong><br />
this Group conducted entrapment operation at <strong>the</strong> area <strong>of</strong> Salinas, Bacoor,<br />
Cavite in relation to <strong>the</strong> complaint <strong>of</strong> one Greg SalidoQuimpo <strong>of</strong> Animal Kingdom<br />
Foundation located at Dinsay, Vargas and Cuguloa Law Office, 11 th Floor, Heart<br />
Tower Valero Street, Salcedo Village, Makati City.<br />
• The operation resulted in <strong>the</strong> arrest <strong>of</strong> Joey<br />
CasamisSALANDANAN, 30 years oldand Lester Dela Cruz VIDAL, 21 years<br />
oldwhile in <strong>the</strong> act <strong>of</strong> buying dogs from a poseur sellerwhich are later<br />
butcheredfor dog meat dishes and soldin San Pedro, Laguna. The suspects paid<br />
Php100.00 to <strong>the</strong> poseur seller per dog.<br />
• Cases for violation <strong>of</strong> RA 8485 (Animal Welfare Act) and RA<br />
9482 (Anti-Rabies Act) <strong>of</strong> <strong>the</strong> RPC were filed against <strong>the</strong> arrested suspects<br />
before <strong>the</strong> Provincial Prosecutor’s Office, Imus, Cavite docketed under IS No. IV-<br />
03-INQ-10F-2675.<br />
3. RESCUE OF ENDANGERED BIRDS IN<br />

PUERTO PRINCESA CITY, PALAWAN<br />
• On June 16, 2010, elements <strong>of</strong> Palawan CIDT-4BRCIDU <strong>of</strong><br />
this Group toge<strong>the</strong>r with Palawan Council for Sustainable Development (PCSD),<br />
RIDMD, PNP Health Service and Puerto Princesa City <strong>Police</strong> Office conducted<br />
buy-bust operation at Brgy. Concepcion, Puerto Princesa City, Palawan which<br />
resulted in <strong>the</strong> rescue <strong>of</strong> sixty-seven (67) pieces <strong>of</strong> Tokay Gecko or locally known<br />
as “Tuko” and <strong>the</strong> arrest <strong>of</strong> <strong>the</strong> following suspects after receiving Php 1,000.00<br />
marked money:<br />
- Mario TIMBANCAYA SR y Aungon; 47 years old;<br />
- Mario TIMBANCAYA JR y Aungon; 25 years old;<br />
and<br />
- ZaldyDALABAJAN y Dagomboy, 29 years old.<br />
• All recovered birds were brought to PCSD Office and<br />
subsequently turned over to Palawan Wildlife Refuge and Rescue Center<br />
(PWRRC) for custody and safekeeping, while arrested suspects were brought to<br />
Palawan CIDT Office for documentation and proper disposition.<br />
• A case for violation <strong>of</strong> RA 9147 (Wildlife Act) was filed<br />
against <strong>the</strong> arrested suspects before <strong>the</strong> City Prosecutor’s Office, Puerto<br />
Princesa City, Palawan docketed under CC No. 19490.<br />
4. ARREST OF SUSPECT INVOLVED IN THE<br />
FALSIFICATION OF ATM CARD<br />
• On June 9, 2010, elements <strong>of</strong> AFCCD <strong>of</strong> this Group toge<strong>the</strong>r<br />
with Sterling Bank <strong>of</strong> Asia personnel conducted entrapment operation at Sterling<br />
Bank <strong>of</strong> Asia branch located at Masangkay Street, Binondo, Manila, which<br />
resulted in <strong>the</strong> arrest <strong>of</strong> Rolando VILLAMAYOR y Belga, 51 years old, married<br />
and a resident <strong>of</strong> No. 77 B. Mendoza Street, San Francisco Del Monte, Quezon<br />
City after receiving <strong>the</strong> ATM card he fraudulently applied for.<br />
• The operation conducted stemmed from <strong>the</strong> request <strong>of</strong><br />
Sterling Bank <strong>of</strong> Asia Security Department headed by retired<br />
PDDG.JEWELCANSON, located at Masangkay Street, Binondo, Manila for<br />
alleged falsification <strong>of</strong> commercial documents and for using fictitious name <strong>of</strong><br />
applicant for savings account.<br />
• According to <strong>the</strong> report from Sterling Banks <strong>of</strong>ficials, <strong>the</strong><br />
suspect applied for a savings account at <strong>the</strong> above mentioned bank using<br />
spurious documents under <strong>the</strong> name <strong>of</strong> Erwin ALEJO y Cruz, with residence<br />
address at No. 1620 JeorgeBocobo Street, Malate, Manila. After a thorough<br />
evaluation <strong>of</strong> suspect’s documents, <strong>the</strong> application was approved and <strong>the</strong>n told to<br />
return to claim his ATM card.<br />
• Cases for violation <strong>of</strong> Article 172 and Article 178 with CC No.<br />
385769-71 under Hon. Crispin B. Bravo, Judge <strong>of</strong> MTC Branch 16 and RA 8484<br />
with CCNo. 276671 under Hon. Reynaldo G.Ros, Judge <strong>of</strong> MTC Branch 33,<br />
Manila were filed against <strong>the</strong> arrested suspect.<br />

PERSONNEL MANAGEMENT<br />
As <strong>of</strong> June 30, 2010, <strong>the</strong> Group has an actual strength <strong>of</strong> 1,248;<br />
registering a 64.86%, fill-up out <strong>of</strong> a 1,924 authorized strength. Of this number,<br />
267 are <strong>Police</strong> Commissioned Officers (PCOs), 888 are <strong>Police</strong> Non-<br />
Commissioned Officers (PNCOs) and 93 are Non-Uniformed Personnel (NUP).<br />
Likewise, 7.97% <strong>of</strong> <strong>the</strong> uniformed personnel are assigned at H<strong>CIDG</strong> while<br />
92.03% at <strong>the</strong> Regional Criminal Investigation and Detection Units and Special<br />
Operating Divisions. Based on <strong>the</strong> authorized strength <strong>of</strong> 1,924, <strong>CIDG</strong> has a<br />
percentage fill-up <strong>of</strong> 86.13% for PCOs, 59.60% for PNCOs and 75.0% for NUP.<br />
With <strong>the</strong> end view <strong>of</strong> enhancing <strong>the</strong> accountability and responsibility <strong>of</strong> all<br />
Regional Chiefs, Division Chiefs and Special operating units, H<strong>CIDG</strong>undertook<br />
<strong>the</strong> following courses <strong>of</strong> action:<br />

To improve <strong>the</strong> efficiency and performance <strong>of</strong> personnel and to check for<br />
any violation <strong>of</strong> <strong>Police</strong> regulations and <strong>Police</strong> Operational Procedures, <strong>the</strong><br />
following reforms were introduced:<br />
a. Maintenance and proper dissemination to all personnel <strong>of</strong><br />
this Group, <strong>the</strong> directives, LOIs, memoranda and circulars issued by <strong>the</strong> higher<br />
headquarters; and<br />
b. Conduct <strong>of</strong> Monthly Ranks Inspection, PI & E, Physical<br />
Fitness Test and Sports Development <strong>of</strong> all personnel <strong>of</strong> <strong>the</strong> Group.<br />
INTELLIGENCE ACCOMPLISHMENTS:<br />

The Group conducted seven (7)Security Survey Inspections (SSI’s),<br />
recorded eighty-six (86) Summaries <strong>of</strong> Information (SOI’s), provided one (1) VIP<br />
security operation and intelligence coverage and prepared three (3)COPLAN’s<br />
against Organized Crime Groups, Criminal Gangs and Most Wanted Persons.<br />
On <strong>the</strong> implementation <strong>of</strong> OPLAN MAGIC EYE II, <strong>the</strong> Group identified and<br />
investigated one hundred thirty-five (135) PNP misfits.<br />
The Group also prepared fifty-seven (57) periodic intelligence reports<br />
(WIR/MIR) and intelligence summaries. Nineteen (19) cases involving foreign<br />
nationals were also investigated, twenty (20)intelligence<br />
conferences/meetings/seminars were attended.<br />

ASSESSMENT AND CONCLUSION<br />
From <strong>the</strong> foregoing data, <strong>the</strong> <strong>CIDG</strong>’s accomplishment for <strong>the</strong> month <strong>of</strong><br />
June 2010 has so far met <strong>the</strong> expected target in terms <strong>of</strong> <strong>the</strong> number <strong>of</strong><br />
operations conducted, persons arrested and cases filed in court.<br />
Majority <strong>of</strong> <strong>the</strong> flagship projects implemented by <strong>the</strong> Group have gained<br />
significant increase in its accomplishment because <strong>of</strong> <strong>the</strong> enhanced<br />
sustainability <strong>of</strong> <strong>the</strong> programs and resources. Noticeably, <strong>the</strong> arrest <strong>of</strong> two (2)<br />
most wanted persons categorized in national level, which proves that our<br />
regional units are exerting <strong>the</strong>ir best efforts to run after TMWPs.<br />
Our operations against illegal drugs had likewise resulted in a noticeable<br />
amount or value <strong>of</strong> illegal drugs seized and <strong>the</strong> relentless operations against<br />
illegal gambling that targeted financiers and operators is considerably high<br />
compared to <strong>the</strong> previous months.<br />
The Group’s efforts in running against Private Armed Groups (PAGs),<br />
criminal syndicates and o<strong>the</strong>r crime groups as well as <strong>the</strong> crackdown on loose<br />
firearms, have continued as <strong>the</strong>se policies are among <strong>the</strong> top priorities <strong>of</strong> <strong>the</strong><br />
PNP at <strong>the</strong> start and during and after <strong>the</strong> elections.<br />
