Objective 3: identify sites for community development<br />

3.1 Include an item in the Action <strong>Plan</strong> requiring the Parish Council to develop a site layout plan<br />

for multiple use of land to the rear of School Court, in partnership with development partners.<br />

Provide a policy to enable such mixed land use.<br />

3.2 Include an item in the Action <strong>Plan</strong> to consult with the owner of the Old Creamery site and<br />

develop a plan to refurbish and redevelop the Creamery building and rest of the site as an<br />

industrial nursery hub.<br />

3.3 Provide a policy in the <strong>Plan</strong> to set aside the land below The Foresters Arms as Green Open<br />

Space, suitable for future community use only.<br />

3.4 Provide a site-specific policy in the <strong>Plan</strong> for the land above the Growers site. Include an item<br />

in the Action <strong>Plan</strong> to consult with the Parish Council and District Council on defining the local<br />

housing need and development criteria for the identified site. Also seek a development partner<br />

to work with the Parish Council and landowner in order to deliver appropriate and phased<br />

development of the site.<br />

3.5 Provide a land use policy in the <strong>Plan</strong> for the land at Brookside. Include an action in the Action<br />

<strong>Plan</strong> to consult with the Parish Council and District Council on defining the local housing need<br />

and development criteria for the identified site, and seek a development partner to work with<br />

the Parish Council and landowner, in order to bring forward such development.<br />

3.6 Provide a site-specific policy in the <strong>Plan</strong> and action in the Action <strong>Plan</strong> to consult with the site<br />

owner, Parish and District Council. Also, to seek a commercial partner to develop a range of<br />

retail lock-up units including for use as Arts & Craft Studios in order to establish a commercial<br />

hub by <strong>Kirdford</strong> Village Store.<br />

Issue: Education and Training<br />

As part of the process of developing this <strong>Plan</strong>, all local schools were consulted and details<br />

obtained of existing pupil numbers and anticipated future requirements. The Community<br />

survey was also referred to, and indicated that just below 10% of the population is or shortly<br />

will be of school age. The responses received from schools indicate that whilst Primary schools<br />

in the area utilised by residents are at capacity, staff do not foresee any serious problems in<br />

coping with anticipated numbers in the next couple of years. The same would seem to apply<br />

with pre-school facilities. However at secondary level it would appear some shortages of places<br />

are likely. The two prime secondary schools in the area are The Weald School, Billingshurst, and<br />

Midhurst Rother College, Midhurst. The Weald is especially likely to be under pressure in the<br />

future given the anticipated expansion of housing in Billingshurst, as currently planned by<br />
