<strong>Kirdford</strong> NDP<br />
<strong>Development</strong> in the <strong>Plan</strong> Area and in determining planning applications. It is justified from the<br />
evidence base gathered in support of the <strong>Kirdford</strong> Parish NDP. Sustainable development meets<br />
the needs for housing, employment and recreation whilst protecting the environment.<br />

Policy SDNP.1 - <strong>Development</strong> in the <strong>Neighbourhood</strong> <strong>Plan</strong> Area that lies<br />
within the <strong>South</strong> <strong>Downs</strong> <strong>National</strong> Park<br />
Intention<br />
To ensure new development is in keeping with the context of the landscape and settlements of<br />
the <strong>South</strong> <strong>Downs</strong> <strong>National</strong> Park.<br />
Policy SDNP.1 - <strong>Development</strong> in the <strong>Neighbourhood</strong> <strong>Plan</strong> Area that lies within the<br />
<strong>South</strong> <strong>Downs</strong> <strong>National</strong> Park<br />
Any development in the <strong>Neighbourhood</strong> <strong>Plan</strong> Area that lies within the <strong>South</strong> <strong>Downs</strong> <strong>National</strong><br />
Park Area shall be in accordance with the policies of the NDP and with the <strong>South</strong> <strong>Downs</strong><br />
<strong>National</strong> Park <strong>Plan</strong>ning Authority’s fundamental roles to ensure that the two purposes of<br />
<strong>National</strong> Park designation are achieved. These purposes, set out in the Environment Act 1995,<br />
are to:<br />

• Conserve and enhance the natural beauty, wildlife and cultural heritage of the <strong>National</strong><br />
Park; and<br />
• Promote opportunities for the understanding and enjoyment of the <strong>National</strong> Park’s<br />
special qualities by the public.<br />
In pursuing these purposes, the Authority also has the duty to:<br />
• Seek to foster the economic and social wellbeing of local communities within the<br />
<strong>National</strong> Park.<br />
<strong>Development</strong> should also have regard to emerging <strong>National</strong> Park planning documents and<br />
strategies.<br />
Reasoned Justification<br />
Approximately 30% of the Parish of <strong>Kirdford</strong> is within the <strong>South</strong> <strong>Downs</strong> <strong>National</strong> Park. <strong>National</strong><br />
Parks are recognised as landscapes of exceptional beauty, which have been shaped by nature<br />
and the communities living in them. The <strong>South</strong> <strong>Downs</strong> Integrated Landscape Character<br />
Assessment (2011) provides information on the landscape character of the <strong>National</strong> Park.<br />
In accordance with the <strong>National</strong> <strong>Plan</strong>ning Policy Framework, development should be focused on<br />
small-scale proposals that are in a sustainable location and well designed. If there appears to be<br />
conflict between the two <strong>National</strong> Park purposes, greater weight should be given to the<br />
purpose of ‘conserving and enhancing’. Proposals will be supported which address the socioeconomic<br />
interests of communities within the Park, providing this does not conflict with the<br />
Park Purposes.<br />
The <strong>National</strong> Park Authority is expected to adopt a Management <strong>Plan</strong> in early 2014. The<br />
Management <strong>Plan</strong> is the overarching strategic document for the <strong>National</strong> Park and is intended
