Policy DS.2 – Encouraging quality design<br />

All new development in the <strong>Plan</strong> Area will be required to meet the appropriate<br />

standards of design, construction, layout and local distinctiveness as set out within<br />

the <strong>Kirdford</strong> Village Design Statement and the principles set out as an informative to<br />

Policy SD.1 of this <strong>Plan</strong> wherever relevant.<br />

Proposals throughout the <strong>Plan</strong> Area should be domestic in scale and sensitive to their<br />

rural setting. They should adopt design, materials and landscaping in keeping with<br />

the local vernacular unless an acceptably high standard of alternate or contemporary<br />

design can be demonstrated, enabling the development to accord with the aim of this<br />

policy as well as policies elsewhere within this <strong>Plan</strong>.<br />

Reasoned Justification<br />

In developing its Village Design Statement, the community recorded the architectural<br />

vernacular of the built environment and referenced typical existing elemental design details<br />

and materials. It also recognised the ability of and criteria for ‘modern’ insertions of<br />

sympathetic scale, harmonising materials, planting and respect for context and energy<br />

conservation – such design guidance being applicable to housing and commercial buildings.<br />

Policy DS.3 – Provision of Off-road Parking<br />

Intention<br />

The NDP identified that provision of inadequate off-road parking in previous development<br />

results in severe problems of access and pedestrian safety, especially in a dark village setting.<br />

This policy seeks to guide applicants and those managing planning applications, to ensure that<br />

adequate provision is made in development proposals.<br />

Policy DS.3 – Provision of Off-road Parking<br />

Wherever possible, development proposals should include provision for adequate offroad<br />

vehicle parking spaces to facilitate unimpeded road access for other road users,<br />

including motor vehicles and pedestrians.<br />

Proposals that do not demonstrate adequate off-road parking will not be supported in<br />

instances where the Local <strong>Plan</strong>ning Authority identify that additional on-street<br />

parking will be detrimental to highways safety or impede access for public transport,<br />

emergency vehicles or any other service vehicles. This policy applies to all proposals<br />

within the SPA as well as the wider <strong>Plan</strong> area.<br />

Reasoned Justification<br />

The reduction of Public Transport provision in the rural area has resulted in residents being<br />

more dependent on private vehicle transport. Such dependency requires appropriate parking<br />

provision in developments both within the settlement area and equally in the wider Parish<br />

areas, where narrow lanes do not facilitate off-road parking without causing a safety hazard to<br />

other road users. Whilst development proposals should address the need for a reduction in<br />

reliance on the use of private vehicles wherever possible, in such circumstance where this is not<br />

viable appropriate on site provision to suit individual property shall be provided.<br />
