The <strong>City</strong> <strong>of</strong> <strong>Burnside</strong>’s <strong>Playspace</strong> at<br />

Hazelwood Park has a new name,<br />

<strong>Wombat</strong> <strong>Waterhole</strong>, which was selected<br />

as part <strong>of</strong> a naming competition last year.<br />

Nine year old Sophie <strong>of</strong> Beaumont was<br />

successful in coming up with the name<br />

out <strong>of</strong> 57 entries.<br />

<strong>City</strong> <strong>of</strong> <strong>Burnside</strong> Mayor, David Parkin,<br />

said Council was looking for a fun and<br />

innovative name that reflected the<br />

characteristics <strong>of</strong> the playspace and its<br />

surrounds.<br />

“I’m pleased to announce <strong>Wombat</strong><br />

<strong>Waterhole</strong> as the name <strong>of</strong> the<br />

Hazelwood Park <strong>Playspace</strong>.<br />

On behalf <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> I<br />

would like to congratulate Sophie on her<br />

successful entry and thank all <strong>of</strong> those<br />

who entered,” said Mayor Parkin.<br />

Sophie will receive a $50 gift voucher<br />

and will be asked to jointly open<br />

<strong>Wombat</strong> <strong>Waterhole</strong> with the Mayor at<br />

an <strong>of</strong>ficial ceremony in the next few<br />

months.<br />

The $600,000 playspace, which opened<br />

in September 2010, <strong>of</strong>fers a range <strong>of</strong><br />

equipment suitable for children <strong>of</strong> all<br />

ages and abilities.<br />

It features two slides, one <strong>of</strong> which is a<br />

dual slide, a dry river bed watercourse<br />

featuring lush native garden beds, dual<br />

flying fox, spinners, a Liberty Swing<br />

donated by Variety SA, a five metre tall<br />

rope climbing net and a four way swing.<br />

The project, built in consultation with<br />

the local community, schools and<br />

organisations, was funded by the <strong>City</strong><br />

<strong>of</strong> <strong>Burnside</strong>, in addition to a Federal<br />

grant <strong>of</strong> $220,000 from the Regional and<br />

Local Community Infrastructure Program<br />

and a State grant <strong>of</strong> $165,000 from<br />

the Department <strong>of</strong> Planning and Local<br />

Government.<br />

$37.5 million budget adopted for 2011/12<br />

A focus on improved tree maintenance<br />

and management, additional funding<br />

for core infrastructure services such<br />

as roads, footpaths, waste, plus more<br />

funding for community services and<br />

facilities are key outcomes <strong>of</strong> Council’s<br />

2011/12 Annual Business Plan and<br />

Budget.<br />

Council adopted the Plan at a meeting<br />

on Tuesday, 28 June 2011.<br />

The Annual Business Plan anticipates<br />

a total expenditure in 2011/12 <strong>of</strong> $37.5<br />

million, which includes funding <strong>of</strong> almost<br />

$9.8 million on capital and infrastructure<br />

asset projects.<br />

Mayor’s report<br />

The new financial year brings a new<br />

Annual Business Plan and Budget.<br />

Thank you to the many citizens<br />

who participated in the community<br />

consultation process associated with<br />

the framing <strong>of</strong> the Budget. The projects<br />

proposed for 2011/12 will bring benefits<br />

over a broad spectrum <strong>of</strong> locations and<br />

activities.<br />

74 projects or programs were scheduled<br />

to be undertaken last year in the<br />

2010/11 Annual Business Plan. 57 are<br />

complete and a further 8 well underway<br />

but not yet complete. Work on the 9<br />

projects not yet commenced will occur<br />

in 2011/12. This is a good achievement<br />

by Council staff in a busy year.<br />

The Minister for State/Local<br />

Government Relations, the Honorable<br />

Russell Wortley, announced that he<br />

will conclude the Independent Inquiry<br />

into activities <strong>of</strong> the previous <strong>Burnside</strong><br />

Council. Your Council is disappointed<br />

that <strong>Burnside</strong> residents will not get<br />

so see some form <strong>of</strong> a report on this<br />

matter. Nevertheless, we will work with<br />

the Local Government Association and<br />

the Minister to identify and remedy<br />

shortcomings in the Local Government<br />

Act exposed during the term <strong>of</strong> the<br />

previous Council to ensure that lessons<br />

learned during this unfortunate episode<br />

are not lost.<br />

None <strong>of</strong> this recent history has any<br />

bearing on your present Council,<br />

which has moved on. It is working<br />

cooperatively and effectively for the<br />

<strong>Burnside</strong> community.<br />

Council recently appointed four<br />

new Independent Members to our<br />

Development Assessment Panel, which<br />

makes decisions on development<br />

applications in accordance with the<br />

requirements <strong>of</strong> the Development Act.<br />

Three Elected Members make up the<br />

balance <strong>of</strong> the seven member Panel.<br />

There were many high quality applicants<br />

and nine were short listed for interview.<br />

Thank you to the former Independent<br />

Members Mike Canny, Peter Dungey,<br />

Don Donaldson and John Hunt for their<br />

considered and intelligent contributions<br />

over the past two years.<br />

Council recently decided to increase<br />

the Independent Members <strong>of</strong> our Audit<br />

Committee from one to two. We also<br />

had a very strong field from which to<br />

select for this Committee. I thank retiring<br />

Independent Member Laurie Koslovic<br />

for his guidance during his term <strong>of</strong> <strong>of</strong>fice.<br />

I have been surprised and pr<strong>of</strong>oundly<br />

impressed by the calibre and number<br />

<strong>of</strong> experienced pr<strong>of</strong>essionals prepared<br />

to <strong>of</strong>fer the benefit <strong>of</strong> their skills and<br />

experience to the <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> as<br />

Independent Members <strong>of</strong> Committees.<br />

I have been equally impressed by the<br />

large and diverse programs run by<br />

<strong>Burnside</strong> that are totally dependent on<br />

volunteers. Community spirit is alive<br />

and thriving in <strong>Burnside</strong>.<br />

New Audit Committee Members appointed<br />

Council welcomes newly appointed<br />

Independent Members Peter Agars and<br />

Lisa Scinto to the Audit Committee.<br />

With strong backgrounds in financial<br />

reporting, internal controls and auditing,<br />

they will assist the Elected Member<br />

representatives in providing guidance<br />

and review in relation to Council financial<br />

and risk matters, and as a group, provide<br />

recommendations for adoption by<br />

Council.<br />

Elected Member representatives include<br />

Mayor David Parkin, Councillor Mark<br />

Osterstock (Chair) and Councillor<br />

Michael Capogreco.<br />

The Audit Committee meets bi-monthly<br />

on the first Tuesday <strong>of</strong> that month in the<br />

Mayor’s Parlour at 6 pm.<br />

The next Audit Committee meeting will<br />

be held on Tuesday, 6 September 2011.<br />

Council thanks retiring Independent<br />

Member Laurie Koslovic who served on<br />

the Committee for the past four years.<br />

New DAP Members<br />

The <strong>Burnside</strong> Council has appointed<br />

a new Presiding Member and three<br />

Independent Members for the next<br />

two years to the <strong>City</strong>’s Development<br />

Assessment Panel (DAP).<br />

Those successful were Paul Leadbeter,<br />

who becomes the new Presiding<br />

Member, and Stephanie Johnston,<br />

Bruce Harry and Andrew Hillier who<br />

become Committee Members.<br />

The interview panel believed the skills<br />

and experience <strong>of</strong> Leadbeter (Lawyer),<br />

Johnston (Planner), Harry (Heritage<br />

architect) and Hillier (Engineer) would<br />

be the most desirable mix for their role<br />

on the DAP.<br />

They join the <strong>Burnside</strong> Council Elected<br />

Member representatives <strong>of</strong> Councillor<br />

Helga Lemon, Councillor Grant Piggott<br />

and Councillor Robert Hasenohr.<br />

Council also thanked the services <strong>of</strong><br />

former Independent Members Mike<br />

Canny, Peter Dungey, Don Donaldson<br />

and John Hunt for their contributions<br />

over the past two years and assisting<br />

in a smooth transition since the<br />

November Council elections.<br />

The DAP makes decisions on<br />

development applications in<br />

accordance with the requirements <strong>of</strong><br />

the Development Act and provides<br />

advice to Council on trends, issues<br />

and other matters relating to planning<br />

or development that have become<br />

apparent during the assessment <strong>of</strong><br />

development applications.<br />

Come to the Seniors’ Expo<br />

The latest information and advice on<br />

the support, services and activities for<br />

seniors will be available at the <strong>City</strong> <strong>of</strong><br />

<strong>Burnside</strong>’s 2011 Seniors’ Expo.<br />

The <strong>Burnside</strong> Seniors’ Expo will be<br />

held on Wednesday, 5 October 2011<br />

from 10 am until 1 pm at the <strong>Burnside</strong><br />

Ballroom.<br />

The event will be held as part <strong>of</strong> the<br />

Every Generation Festival, which<br />

encourages all generations to come<br />

together and celebrate positive ageing<br />

and the achievements <strong>of</strong> older people.<br />

It also aims to encourage older<br />

people to actively participate in their<br />

community, enabling them to enhance<br />

their lifestyles.<br />

Over 20 organisations will be at the<br />

event to <strong>of</strong>fer information on health and<br />

wellbeing, lifestyle and retirement.<br />

Business Plan include:<br />

• $1.6 million for road resurfacing;<br />

• $1.3 million for footpath upgrades or<br />

repairs;<br />

• $1.1 million for road kerbing and<br />

gutter renewal;<br />

• $1.3 million for stormwater drainage<br />

works;<br />

• $507,000 for traffic management<br />

study and improvement projects;<br />

• $416,000 for the purchase <strong>of</strong> new<br />

Library stock (including State<br />

Government contribution);<br />

• $301,000 towards improvements in<br />

the Community Transport Program,<br />

with the replacement <strong>of</strong> two<br />

ageing community buses and the<br />

introduction <strong>of</strong> a car based service;<br />

• $220,000 for irrigation upgrades<br />

on the road reserves <strong>of</strong> Alexandra<br />

Avenue and Prescott Terrace;<br />

• $197,000 towards the Brown Hill and<br />

Keswick Creek Stormwater Project;<br />

and<br />

• $85,000 towards maintenance at the<br />

Chelsea Cinema.<br />

For the past few years the <strong>City</strong> <strong>of</strong><br />

<strong>Burnside</strong> has had an operating deficit,<br />

meaning that each year we are<br />

spending more money than we are<br />

generating in income.<br />

However, Council has a Long-Term<br />

Financial Plan that sees this figure<br />

reduced over time without the need for<br />

a reduction in the amount or quality <strong>of</strong><br />

services or facilities we provide.<br />

Council has budgeted for a total<br />

operating deficit in 2011/12 <strong>of</strong> $1.35<br />

million, which is a reduction <strong>of</strong><br />

$209,408 compared to the budgeted<br />

figure from 2010/11.<br />

Each year the <strong>City</strong> <strong>of</strong> <strong>Burnside</strong><br />

receives approximately 84% <strong>of</strong> its<br />

income through the collection <strong>of</strong> rates.<br />

The remainder primarily comes from<br />

government grants or subsidies and<br />

user charges.<br />

For 2011/12, the <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> has<br />

determined an average rate increase<br />

<strong>of</strong> 6%.<br />

Council continues to provide<br />

assistance or options for residents who<br />

may experience financial difficulties.<br />

These include payment plans,<br />

government concessions, rate rebates,<br />

rate capping, hardship provisions and<br />

postponement <strong>of</strong> rates.<br />

Almost 400 responses were received<br />

on Council’s Draft Budget during two<br />

rounds <strong>of</strong> community consultation.<br />

Feedback was received via two public<br />

meetings, written submissions, the<br />

Online Community Panel and the<br />

Budget Allocator.<br />

The <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> was the first<br />

Council in South Australia to use the<br />

Budget Allocator, an online community<br />

engagement program that enables<br />

users to select which projects they<br />

would like to see undertaken within an<br />

allocated budget.<br />

Council would like to thank all <strong>of</strong> those<br />

who participated in the budget process.<br />

Members <strong>of</strong> the Men’s Shed have recently been working on two outdoor benches for Milpara Nursing Home<br />

<strong>Burnside</strong> hosts inaugural SA Men’s Shed conference<br />

Sheds have been a traditional place for<br />

Australian men to take time out or work<br />

on projects. It’s a safe, relaxed and fun<br />

environment – and this hasn’t changed.<br />

Sheds have expanded from the back<br />

yard and are now community hubs<br />

bringing men together with an aim to<br />

combat isolation.<br />

There are over 70 community Men’s<br />

Sheds in South Australia, providing<br />

a fun and supportive place for social<br />

interaction where men can actively<br />

participate in community projects.<br />

They also help men to forge new<br />

relationships, increase self-confidence<br />

and independence and maintain an<br />

active mind and body.<br />

The <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> recently hosted the<br />

inaugural South Australian Men’s Shed<br />

Conference on 23 May 2011, which was<br />

opened by Mayor David Parkin.<br />

Approximately 40 representatives from<br />

across the State gathered to highlight<br />

the importance <strong>of</strong> Men’s Sheds and the<br />

valuable role they play in the community.<br />

It was also an opportunity to celebrate<br />

the achievements made through the<br />

program and learn about the different<br />

projects the Sheds are undertaking.<br />

The Eastern Region Men’s Shed<br />

supports isolated older men over the<br />

age <strong>of</strong> 65 living independently in the<br />

Cities <strong>of</strong> <strong>Burnside</strong>, Norwood Payneham<br />

and St Peters and Campbelltown.<br />

The Shed is busy with power tools,<br />

conversation and laughter while men<br />

work on a number <strong>of</strong> community, group<br />

and individual projects.<br />

Some <strong>of</strong> the projects the groups have<br />

worked on include:<br />

• making possum and bird boxes for<br />

<strong>Burnside</strong>’s Biodiversity Unit and<br />

Fauna Care and Rescue;<br />

• making special cabinets, pellenberg<br />

boxes, movement boards and<br />

educational toys for disability<br />

organisations;<br />

• fixing toys for the <strong>Burnside</strong> Toy<br />

Library; and<br />

• building new toys to donate to<br />

charitable organisations.<br />

There’s no pressure to work on projects;<br />

men can simply come along to chat.<br />

The Eastern Region Men’s Shed runs<br />

four groups a week and is funded by<br />

Home and Community Care (HACC)<br />

and managed under the auspices <strong>of</strong> the<br />

<strong>City</strong> <strong>of</strong> <strong>Burnside</strong>. Two additional groups<br />

will be implemented this financial year<br />

as part <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Burnside</strong>’s 2011/12<br />

Annual Business Plan and Budget.<br />

residents covering topics such as<br />

Puppet shows educate on waste reduction<br />

A new initiative by the Eastern Region<br />

Alliance (ERA) is teaching children from<br />

local schools the importance <strong>of</strong> waste<br />

management and reduction by hosting<br />

puppet shows.<br />

Over 1,200 primary school children<br />

from 21 schools in the eastern region<br />

participated in the ‘Don’t Waste It’<br />

educational puppet shows performed<br />

by one <strong>of</strong> South Australia’s leading<br />

puppeteers, Sue Harris Puppets.<br />

Launched in June 2011 as part <strong>of</strong><br />

National Environment Day, the shows<br />

are a fun and interactive way to raise<br />

awareness <strong>of</strong> environmental issues and<br />

to encourage people to become proactive<br />

in caring for their environment.<br />

Don’t forget to register your dog<br />

Under State Government legislation all<br />

dogs over the age <strong>of</strong> three months must<br />

be registered with their local Council.<br />

It is the responsibility <strong>of</strong> the owner to<br />

ensure that their dog(s) are registered.<br />

Council sent out renewal notices in<br />

early July, and payment is due by<br />

31 August 2011. If you are a dog owner<br />

and haven’t received a notice, please<br />

call the Council on 8366 4239.<br />

Dog Registration fees in 2011/12 are<br />

$55. However, a significant range <strong>of</strong><br />

rebates apply for dogs that are desexed,<br />

microchipped and trained. Pensioner<br />

discounts are also available. All <strong>of</strong> these<br />

rebates lower the price considerably.<br />
