Increased funding for the Burnside Library is one of the key features of the 2011/12 Annual Business Plan and Budget $37.5 million budget adopted for 2011/12 Continued from page 1. Highlights of the 2011/12 Annual Business Plan include: • $1.6 million for road resurfacing; • $1.3 million for footpath upgrades or repairs; • $1.1 million for road kerbing and gutter renewal; • $1.3 million for stormwater drainage works; • $507,000 for traffic management study and improvement projects; • $416,000 for the purchase of new Library stock (including State Government contribution); • $301,000 towards improvements in the Community Transport Program, with the replacement of two ageing community buses and the introduction of a car based service; • $220,000 for irrigation upgrades on the road reserves of Alexandra Avenue and Prescott Terrace; • $197,000 towards the Brown Hill and Keswick Creek Stormwater Project; and • $85,000 towards maintenance at the Chelsea Cinema. For the past few years the City of Burnside has had an operating deficit, meaning that each year we are spending more money than we are generating in income. However, Council has a Long-Term Financial Plan that sees this figure reduced over time without the need for a reduction in the amount or quality of services or facilities we provide. Council has budgeted for a total operating deficit in 2011/12 of $1.35 million, which is a reduction of $209,408 compared to the budgeted figure from 2010/11. Each year the City of Burnside receives approximately 84% of its income through the collection of rates. The remainder primarily comes from government grants or subsidies and user charges. For 2011/12, the City of Burnside has determined an average rate increase of 6%. Council continues to provide assistance or options for residents who may experience financial difficulties. These include payment plans, government concessions, rate rebates, rate capping, hardship provisions and postponement of rates. Almost 400 responses were received on Council’s Draft Budget during two rounds of community consultation. Feedback was received via two public meetings, written submissions, the Online Community Panel and the Budget Allocator. The City of Burnside was the first Council in South Australia to use the Budget Allocator, an online community engagement program that enables users to select which projects they would like to see undertaken within an allocated budget. Council would like to thank all of those who participated in the budget process.
