Strategic Action <strong>Plan</strong>s apply to specific themed or subject-based components <strong>of</strong> the<br />

OCP. It is anticipated that they will generally have a shorter time frame than the 20-<br />

year horizon <strong>of</strong> the OCP. As implementation strategies, these plans are expected to<br />

focus on identifying feasible, cost effective programs or actions that implement OCP<br />

goals and objectives, which may include identifying capital projects. As with sub-area<br />

plans, Strategic Action <strong>Plan</strong>s are expected to be consistent with the community vision<br />

and goals expressed in the OCP. Strategic Action <strong>Plan</strong>s to be undertaken to support the<br />

Importantly, the <strong>District</strong> OCP is adopted by bylaw while sub-area Centres Implementation<br />

<strong>Plan</strong>s, Neighbourhood Infill <strong>Plan</strong>s and Strategic Action <strong>Plan</strong>s are approved as policy<br />

documents by Council resolution. Where further policy work identifies a need or benefit<br />

to change OCP directions expressed in this plan, including changes to the land use<br />

map, the OCP may be amended to ensure it remains a relevant and effective legislative<br />

tool to achieve the community’s sustainability goals.<br />

12.3.2 Transitioning from Local Area <strong>Plan</strong>s (LAPs)<br />

After the last <strong>District</strong>-wide OCP was adopted in 1990, nine Local Area <strong>Plan</strong>s (LAPs)<br />

were prepared as geographically based, sub-area plans to provide more detailed<br />

information regarding land use and density, transportation, servicing and parkland<br />

requirements, housing and amenity provisions. Some LAPs were also accompanied<br />

by specific design and environmental guidelines. These LAPs were completed<br />

incrementally over a 16-year period:<br />
