However. the development of the subordinate headquarters<br />
organization was based on the premise that 1t<br />
should be primarily operational in nature. This consideration<br />
plus the fact that personnel were in critically<br />
short supply made it necessary that manning be aimed<br />
primarily toward the accomplishment of <strong>NORAD</strong> operational<br />
control functions. U. S. personnel assigned to the<br />

Distribution among the Servic\!s of officer spaces<br />

Army was given command of two regi.)ns: tl:le 28th, Hamilton<br />
AFB, California; and the 33rd, Richards-Gebaur AFB,<br />
Missouri. The other five regions~~re placed under Air<br />
Force commanders.<br />
Because of the severe shortag~ of general officers,<br />
<strong>NORAD</strong> worked out a compli~ated, CUll-role, manpower-saving<br />
