and decision making. One way in which this will be catered for is through the<br />

establishment of community-based advisory committees to advise the CEO and<br />

management. In addition, <strong>Kliptown</strong> residents will be capacitated, wherever possible,<br />

to take on key management positions within the Open Air Museum. This requires a<br />

capacity building, skills transfer and mentoring programme.<br />

Forms of skill development that will be needed for capacity building within the Open<br />

Air Museum and tourism functions will be in the areas of:<br />

o Project Management;<br />

o Organisational <strong>Development</strong>;<br />

o Programme Management;<br />

o Conflict resolution;<br />

o Negotiating Skills.<br />

10.2 Enterprise Support<br />

Local participation in small business opportunities related to tourism is another key element of<br />

Responsible Tourism, ensuring local economic benefit and minimising the leakage of tourism<br />

income from the community. In addition, the Open Air Museum has identified a number of<br />

enterprises that are directly related to the experience of the Museum (i.e. craft shop, farm<br />

stall, community restaurant, etc.) and that will, in time, be handed over to community<br />

entrepreneurs.<br />

However, while a relatively large number of <strong>Kliptown</strong> residents are currently involved in small<br />

or micro enterprises, the majority of these are survivalist and/or in sectors different to tourism<br />

(predominantly retail). There is an identified need for more varied types of businesses in<br />

<strong>Kliptown</strong> and tourism could potentially present an opportunity for the creation of a more<br />

diverse small business sector whilst acting as a catalyst for the emergence of a cultural<br />

industries sector. An Enterprise Support Programme is therefore required to support local<br />

participation in tourism-related enterprise opportunities.<br />

The Programme, outlined in the attached Tourism Strategy Report, includes partnerships with<br />

support providers; identification of market-related business opportunities; guidance and<br />

referral for entrepreneurs; and awareness and skills programmes for emerging and existing<br />

entrepreneurs. Delivery of the enterprise support programme will depend on the setting up of<br />

a strong working relationship between the Open Air Museum and the <strong>Business</strong> Support<br />

Centre proposed in the Economic <strong>Development</strong> Framework [Urban Econ, 2004]. Support for<br />

heritage and tourism related enterprises will be provided through a Small <strong>Business</strong> Training<br />

and <strong>Development</strong> Programme and through a Small <strong>Business</strong> Support Function set up within<br />

the institution of the Open Air Museum.<br />
