C. DRAINAGE, WATER, SEWER SYSTEMS<br />

In order to be more prepared for anticipated growth in <strong>Folsom</strong> and<br />

in the un-incorporated areas surrounding the <strong>Village</strong>, this section<br />

will explore specific municipal services and infrastructure upgrades.<br />

There are three main areas that the <strong>Village</strong> needs to examine: the<br />

municipal water system, the municipal sewer system, and the<br />

municipal drainage system. All <strong>of</strong> these systems directly impact<br />

the potential for growth and expansion <strong>of</strong> <strong>Folsom</strong>. In a rural area<br />

<strong>of</strong> the parish upgrading and expansion <strong>of</strong> these systems provides<br />

critical revenue opportunities for the <strong>Village</strong> and can also function<br />

as growth management controls that help to guide development to<br />

appropriate areas.<br />

Water System General Characteristics:<br />

System Description:<br />

The <strong>Folsom</strong> water system not only serves customers inside the<br />

<strong>Village</strong>, but also customers outside <strong>of</strong> the <strong>Village</strong> limits in<br />

unincorporated St. Tammany Parish. In un-incorporated areas <strong>of</strong><br />

the Parish water is supplied by water wells, but these wells can be<br />

costly to dig and maintain.<br />

Currently, the system has more than enough capacity and pressure<br />

to support the system improvements listed below.<br />

Goal: To have sound and stable municipal drainage,<br />

water, and sewer systems that have the capacity to<br />

provide high quality service to all residents and businesses<br />

in the current <strong>Folsom</strong> municipal limits while also providing<br />

services to the surrounding growth areas.<br />

Over the past 10 years a number <strong>of</strong> new subdivisions have been<br />

constructed both inside and outside <strong>of</strong> <strong>Folsom</strong>. Many new<br />

subdivisions developers target areas that have the capacity to<br />

connect to municipal infrastructure systems. The expansion <strong>of</strong><br />

<strong>Folsom</strong> municipal infrastructure will help to attract new residential<br />

and commercial development to the <strong>Village</strong> and surrounding areas<br />

where these services can be utilized. Additionally, maintenance<br />

and expansion <strong>of</strong> these systems serves the purpose <strong>of</strong> helping to<br />

maintain the health, safety, and welfare <strong>of</strong> the community.<br />

The sections below address the <strong>Folsom</strong> water, sewer, and drainage<br />

systems. These recommendations were developed in consultation<br />

with <strong>Folsom</strong> elected <strong>of</strong>ficials, <strong>Folsom</strong> citizens, <strong>Folsom</strong> Public<br />

Works, the <strong>Village</strong> Inspector, the <strong>Village</strong> Engineer, Parish <strong>of</strong>ficials,<br />

infrastructure planning experts.<br />
