B. Implementation Matrix<br />
The following Implementation Matrix details the strategic<br />
recommendations found in the Master Plan. The following tables<br />
prioritize this information; describe the tools, policies, and actions<br />
required to implement these goals; and establish priorities and<br />
implementation timing for each strategic recommendation.<br />
Each matrix is organized as follows:<br />
1. Strategic Issue<br />
2. Policies and Actions<br />
3. Major Implementation Tools<br />
4. Priority<br />
5. Implementation Timing<br />
The Strategic Issues are organized by the following areas:<br />
Transportation; Drainage, Water, and Sewer Systems; Community<br />
Facility Needs; Housing; Agricultural and Natural Resources;<br />
Economic Development; and Regional Growth and Cooperation.<br />
Each issue is then broken down into a series <strong>of</strong> policies and actions.<br />
The Implementation Tools describe the types <strong>of</strong> tools needed to<br />
implement the recommended policies and actions. Major<br />
Implementation Tools include:<br />
Development Regulations: Updated regulations adopted to<br />
ensure consistent and successful implementation such as<br />
comprehensive zoning and subdivision regulations;<br />
Development Tools: New or revised planning and<br />
development tools that address specific issues or areas <strong>of</strong><br />
concern such as overlay zones, traditional neighborhood<br />
developments (TNDs), urban design requirements, impact<br />
fees, etc;<br />
<strong>Village</strong> <strong>of</strong> <strong>Folsom</strong>, <strong>LA</strong><br />
Comprehensive Master Plan<br />
<strong>Village</strong> Planning and Zoning Commission<br />
Recommendations and <strong>Village</strong> Board <strong>of</strong> Aldermen Policies:<br />
<strong>Village</strong> Planning and Zoning Commission needs to make<br />
recommendation to the Board <strong>of</strong> Aldermen, which needs to<br />
make policy decisions to enact existing or new ordinances,<br />
programs, and/or services;<br />
Capital Improvement Programs: Improvements need to be<br />
included in a Capital Improvement Program;<br />
Budget Process and Funding: Additional funding by the City<br />
and/or other sources including grants is needed to<br />
implement;<br />
Program Development and Implementation: New<br />
programs need to be developed and absorbed into the<br />
City’s service structure;<br />
Area Plans and Strategic Issue Plans: Geographic area<br />
studies or studies <strong>of</strong> strategic issues are needed to be<br />
develop specific recommendations that can then be<br />
implemented through one <strong>of</strong> more <strong>of</strong> the Implementation<br />
Tools;<br />
Facility Plans: Plans for City facilities, such as parks or<br />
libraries are required; and<br />
Coordination: Recommendations that need to be<br />
coordinated with Parish, Regional, and State departments<br />
and responsible actors.<br />
Enforcement: Enforcement <strong>of</strong> existing codes and<br />
regulations by responsible <strong>Village</strong> actors.<br />
Each matrix assigns a priority level to each policy and action from 1<br />
(highest) to 3 (lowest). The criteria for selecting these priority levels<br />
are:<br />
Is the policy or action a precedent for further actions<br />
Does the policy or action address critical <strong>Village</strong> needs<br />
