Focus area 2 Aboriginal and Torres Strait Islander community-controlled services for children and families Major activities in 2012 This year, SNAICC completed research to identify elements of genuine “good practice partnerships” between Aboriginal and Torres Strait Islander community-controlled organisations and mainstream service providers. SNAICC published a major report which explored issues raised by the following questions: • what do genuine partnerships require at different stages of partnership development, operation and management • what resources and practical support are required to enable genuine partnerships • what are practical approaches that contribute to successful partnerships The report profiles the experience of nine different partnerships, detailing the principles underpinning successful partnerships and the practices that are supporting genuine partnership development in children and family services for Aboriginal and Torres Strait Islander people. SNAICC conducted workshops on partnerships at the Honouring the Child, Honouring Equity Conference at the University of Melbourne in November 2011 (which also featured a keynote address by SNAICC National Executive member Lisa Coulson), and at the Change for Our Children AbSec conference in December 2011. SNAICC also made a poster presentation at the 2012 Australian Institute of Family Studies (AIFS) Conference and wrote an article highlighting good practice published in the Autumn 2012 edition of Reflections magazine. A major piece of work this year focused on increasing understanding of how communitycontrolled early childhood education and care services can and do deliver better outcomes for Aboriginal and Torres Strait Islander children. A background paper by Dr Clare Tilbury of Griffith University, Improved Outcomes for Aboriginal and Torres Strait Islander Children and Families in Early Childhood Education and Care Services: Learning from Good Practice (April 2012) informed a SNAICC research project to explore how services are implementing the Early Years Learning Framework (EYLF) to improve outcomes for Aboriginal and Torres Strait Islander children. The research was based on consultations with 14 community-controlled ECEC services and six Indigenous Professional Support Units (IPSUs) across Australia. SNAICC published the findings in a report titled Learning from Good Practice: Implementing the Early Years Learning Framework for Aboriginal and Torres Strait Islander Children. The report highlights that natural alignment with existing practice and philosophies has assisted many services to successfully engage with the framework. In particular, the services interviewed demonstrated strength and innovative approaches in delivering key outcomes such as nurturing children’s cultural identity, with all services firmly believing that culture must underpin all that they do. Services also focused strongly on a holistic view of wellbeing that incorporates all aspects of a child’s development, including the wellbeing of the child’s family and community. Services looked to form empowering and resilient partnerships with families and communities, a key EYLF principle. The holistic approach has many benefits for children, helping to build a stronger community and parents who can support their 26 SNAICC Annual Report 2012
