Scope of Bid and Source of Funds<br />
1.1 Scope of Bid<br />

Bidders must quote for the complete scope of work. Any bid covering partial scope of<br />
work will be rejected as non-responsive, pursuant to Clause IB.24.<br />
1.2 Source of Funds<br />
The Employer has applied for / received a loan/credit from _______________<br />

in the various currencies towards the cost of the ___________________ and it is<br />

intended that part of the proceeds of this loan / credit will be applied to eligible<br />
payments under the Contract for which these Bidding Documents are issued.<br />
IB.2<br />
Eligible Bidders<br />
2.1 Bidding is open to all firms and persons meeting the following requirements:<br />
a) duly licensed by the Pakistan Engineering Council (PEC) in the appropriate<br />
category relevant to the value of the Works.<br />
b) from eligible countries of _______________ listed in Appendix `A‟<br />

to Instructions to Bidders.<br />
c) duly enlisted/prequalified with the Employer (if applicable).<br />
IB.3<br />
Eligible Goods and Services<br />
3.1 All Goods and ancillary Services to be supplied under this Contract shall have<br />
their origin in eligible countries listed in Appendix „A‟ to Instructions to Bidders and<br />
all expenditures made under the Contract will be limited to such Goods and Services.<br />
3.2 For purpose of this Clause, “origin” means the place where the Goods are mined,<br />
grown or produced or from where the ancillary services are supplied. Goods are<br />
produced when, through manufacturing, processing or substantial and major<br />
assembling of components, a commercially recognized product results that is<br />
