SECTION V.<br />

PROPOSAL EVALUATION AND CONTRACT AWARD PROCEDURES<br />

A. Selection Process<br />

This is a Quality Based Selection (QBS) project. There will be five separate competition pools,<br />

one award for each competition pool. <strong>DDC</strong> will rank proposals by technical merit, and<br />

negotiate fair and reasonable price with the highest-ranked firm for each competition pool. A<br />

<strong>DDC</strong> evaluation committee will review, evaluate and score all technical proposals for each<br />

pool in accordance with qualitative and quantitative criteria described below. This evaluation<br />

and scoring will determine the proposer’s score. <strong>DDC</strong> reserves the right to interview<br />

proposers and visit their offices for the purpose of clarifying their technical proposals, after<br />

which their scores may be re-evaluated. Proposers shall be ranked in accordance with their<br />

scores, and the highest ranked firms for each pool will be notified in writing to submit its Fee<br />

Proposal within ten business days of such notice.<br />

<strong>DDC</strong> will attempt to negotiate fair and reasonable prices with the top-ranked proposer in each<br />

competition pool. If negotiations are successful, the prices negotiated with each respective<br />

proposer will be included in that proposer’s contract. If negotiations are not successful, <strong>DDC</strong><br />

will enter into negotiations with the next highest ranked firm(s).<br />

Once a firm is identified as a winner for a competition pool, it will be removed from<br />

further consideration for the remaining contract awards. The review and award of<br />

contracts will follow the order listed below:<br />

B. Proposal Evaluation Criteria<br />

The proposal evaluation criteria are as follows:<br />

1. Experience of the Firm & Subconsultants: (Weight 40%)<br />

2. Personnel: Qualification and Experience (Weight 30%)<br />

3. Organizational Capability: (Weight 30%)<br />

C. Basis of Award<br />

<strong>DDC</strong> will award contracts to the responsible proposers whose proposals are determined to be<br />

the highest quality and most advantageous to the City, taking into consideration the overall<br />

quality of the proposal as measured against factors or criteria as are set forth in the Request<br />

for Proposals and successful negotiation of an appropriate fee. Such fee negotiation shall<br />

commence upon written notification and shall conclude not more than thirty days after receipt<br />

of the Fee Proposal.<br />
