<strong>Texas</strong> Education Agency, <strong>Evaluation</strong> <strong>of</strong> Communities in Schools (<strong>CIS</strong>) <strong>of</strong> <strong>Texas</strong><br />

well together when prioritizing service needs for students and schools. Almost all campus/case<br />

managers surveyed indicated that they conduct needs assessments for both whole-school and<br />

case-managed services at their schools (98.5 and 98.9%, respectively). Slightly more than<br />

three-quarters (76%) <strong>of</strong> the campus/case managers report conducting whole-school needs<br />

assessments at least once a year. Information from the needs assessments is reportedly used<br />

to prepare an annual campus plan, clearly stating the objectives for the school year and the<br />

programs/services that will be provided (either directly by <strong>CIS</strong> or coordinated/brokered through<br />

<strong>CIS</strong>) to the school and its students. Students are referred to the program by teachers, guidance<br />

counselors, parents, and even classmates. Once referred, an individualized student plan is<br />

developed for each case-managed student to track progress and ensure needs were being<br />

adequately and effectively addressed. The monitoring <strong>of</strong> these plans (campus and student) was<br />

described as both formal and informal. Most <strong>of</strong> the formal monitoring and assessment involved<br />

collecting and tracking data required by <strong>CIS</strong>TMS for the State Office. Additionally, most affiliates<br />

had monthly, if not more frequent, requests for data from each campus to allow for the<br />

monitoring <strong>of</strong> the number <strong>of</strong> students being served, the types <strong>of</strong> services provided, the amount<br />

or dosage <strong>of</strong> services being provided, and the demographics <strong>of</strong> the students being served.<br />

2. Who is Served by <strong>CIS</strong><br />

Using the most comprehensive data from <strong>CIS</strong>TMS, we are provided with a snapshot <strong>of</strong> who is <br />

served by <strong>CIS</strong> on an annual basis. Table 9 provides demographic information for <strong>CIS</strong> case-<br />

managed students across 711 schools reporting in 2005-06 and 741 schools reporting in 2006-<br />

07. The data suggest that, on average, the number <strong>of</strong> case-managed students per school was<br />

126 in 2005-06 and 117 in 2006-07. These figures are consistent with information regarding the<br />

size <strong>of</strong> individual caseloads provided by campus/case managers during the case study site<br />

visits.<br />
