PRESENTATION<br />
It is .the goal of the EPTA BULLETIN<br />
to be an organ %o.r the furthering of the<br />
goals of the <strong>European</strong> Pen tecos.ta1 Tlzeological<br />
<strong>Association</strong> (see "EPTA, " p. 6 ) , .to<br />
be an instrument of interchange, cooperation<br />
and informa.tion. It desires .to heighten<br />
the general awareness of .the ac,tivities<br />
sponsored by members aiid member ins titutions<br />
as well as ,the awareness of ,kheoloyical<br />
and historical work (both terms broadly<br />
understood) which comes f rorn .the <strong>Pentecostal</strong><br />
movement or which deals with that movement.<br />
Thus, as in .this number, an attempt<br />
will be made to provide news items, reviews<br />
'of current publications, historical or theological<br />
essays, and notices of recent publications.<br />
Natzurally, the scope and effectiveness<br />
of such an undertaking depends largely<br />
upon the coopera~kion and good will of the<br />
members !<br />
It is expected t11a.t the EPTA BULLETIN<br />
will be a regular quar.terly publication. Any<br />
material con.tribu.ted after a number has gone<br />
"to press, " w i l l be reserved for the fol.lowing<br />
issue.<br />
Any suggest ions made regarding c0n.ten.t s<br />
and format w i l l be seriously considered.<br />
One general rule: the EPTA BULLETIN will<br />
be "multi-lingual. " Con.tributions will be<br />
accepted in any <strong>European</strong> language--although<br />
English, French, German and Spanish are perhaps<br />
the most widely read.

The <strong>European</strong> <strong>Pentecostal</strong> <strong>Theological</strong>-<br />
<strong>Theological</strong> <strong>Association</strong> (EPTA) came into<br />
being 1.G March 1979 in a room provided by<br />
the Freie Christengemeinde , Vienna, Austria.<br />
Fifteen representatives of eleven <strong>Pentecostal</strong><br />
theological schools initiated an associakion<br />

of <strong>Pentecostal</strong> learning, ministerial training<br />
and theological literature, and that the i<br />

immediate purpose be .the fostering of exchange<br />

This volume, based on a disse.rta.tion<br />
written under the direc.tion of Prof. Dr.<br />
Pa1.t-z of the FrJ.edrick-Scliiller-Ilr1iversi.t~.t<br />
Jena, DDR, entails a scholar1.y presentation<br />
of the Gemeinsch aftsbewegung , its tlieological<br />
and social background as well as its early<br />
history to about 1920. The cen.tra1. issue for<br />
this period of the movement is the emergence<br />
of the Pen.tecosta1 movement. Thus ,the history<br />
of this pe,riod is irnportan't for understanding<br />
(and the self-unders.ta.ndinq) both the Gemeinschaf<br />
tsbewecjung and the Pen.tecos tal movement.<br />
It was the Gerneinschaf tsbewegung which provided<br />
the context in which the specific theological<br />
emphasis of ,t.he Pen~tecostal. movement<br />
could be formula~ted, find expression and<br />
adherents. It was this same Gemeinschaftsbcwegung<br />
which would strive to mairtain a<br />
separa,te identity as an adversary of the<br />
movement which was born from it.<br />
Lange accepts the analysis of L. Thimme<br />

The third chapter is devoted to the<br />
ili.troduction of the "higher I.ife concerns"<br />
.to Germany (nota -- bene .the American perfectionistic<br />
expec,takions) through th.e work of<br />
Th. Jellinghaus , C. H. Rappard, 0. Stocltnmyer ,<br />
J. Lepsius, S. Keller, - et. - al.<br />
Chapter four deals with the ins.titutionaliza-tion<br />
of that perspective in the Gnadau.<br />
Pentecost Conferences (from 1888) and the<br />
other conferences which sprang up with<br />
similar spiritual concerns. The relations<br />
with the state church are mentioned as are<br />
the internal discussions about biblical<br />
inspiration and sanctif ica.tion.<br />
The revivals i.n Wales, the U . S .A. (Topeka<br />
and Los Angeles) and Norway (T. 13. Barrat.t)<br />
immediately attracted .the atten.tion of the<br />
leaders of the Gemeinschaftshewegung provoking<br />
according to Lange, a "crisis. I' A meeting<br />
from 22-26 April 1907 at Brieg (Brieger<br />
Bibelwoche) discussed the revivals wLth 9.<br />
Paul reporting about his ,visit to observe<br />
the <strong>Pentecostal</strong> revival in Norway. In June<br />
B. Dallmeyer began to teach and lead others<br />
in.to the experience of "Spealcing in Tongues .I1<br />
This Rasseler Bewegung at:trac.ted .the hostile<br />
attention of both church and state. The<br />
meetings were forcibly stopped and Dallmeyer<br />
renounced the experience and the doctrine and<br />
became an active opponent (along with J.<br />
Rubanowiksch, 0. Schopf and T. I-Iaarbeclc) of<br />
the emerging <strong>Pentecostal</strong> movement which began<br />
its own consolidation under the leadership<br />
of J. Paul through the MGl.heim Pentecost<br />
Conference (from 1909) and the periodical<br />
~finqstgr6sse (I. 1 May 1909) .<br />
Septembelr 1909 saw ,the vituperative<br />
Berlin Declara.tion by ind:ividual-s of ,the<br />
Gemeinschaftsbewegung against .the Pen.kecos t-<br />
alists . Lange briefly clzronicles -the responses<br />
of .tlie Pen-tecostals , -the oppositi.on and the<br />
"neutral" groups, noting the decisively<br />
divisive nature of the document.<br />
The final cliap,ker of Lange's work deals<br />
with the decade after ,the declaration. Here<br />
the scope is limited s-tric-tly .to .the Gemeinschaf.tsbewegung<br />
. There are three impor.tan.t<br />
appendixes: (1) A chronicle of the Gnadauer<br />
Pf ingstkonferenzen giving dates, places,<br />
speakers, and the titles of the addresses and<br />
sermons ; (2) Pif-teen documen-ts produced by<br />
the Gemeinschaftsbewegung are reprinted; and<br />
(3) a lengthy (though unclassified) bibliography<br />
is given.<br />
Overall, the volume is an adequate<br />
chronicle of the everts a.t.tending ,the bir,tli<br />
of .the <strong>Pentecostal</strong>. movement in Germany. Apart<br />
from the ideological orientation, indicated<br />
already by -the .tl..tle, .the work is admirable
for its scope, organization and documentation.<br />
The presentation, however, c0nten.t~ itself<br />
with the "what" but makes no serious effort<br />
to articulate the "why. " It is precisely at<br />
this point that the volume falls short of<br />
what might be hoped for. Lange discusses,<br />
for example, the influence of R.P. Smi-th,<br />
W.E. Boardman, and others associated with the<br />
American I-loliness movemen.t but fails to<br />
understand that .the "perfectionism" in the<br />
Gemeinschaf tsbewegung , or wha-t he calls the<br />
"Gbcrspannte Heiligungslehren" of J. Paul,<br />
was inherent in the Anglo-Saxon theological<br />
synthesis adopted. Indeed a comparison with<br />
Paul's contemporaries such as H. A. Baldwin,<br />
P. Palmer, A. Mahan, E.E. Shellhammer and<br />
J. A. Dowie would have indicated ,to the author<br />
that J.Paul had much tempered the message<br />
as well as what was expected of the believer<br />
in response to that message. It is no<br />
accident that this same theological synthesis<br />
provided the intellectual and spiritual.<br />
context for the Pen-tecostal revivals in the<br />
U.S.A., France, Norway, Sweden, Chile ....<br />
