to reach Naval Chart Depot (Mumbai) seven working days prior to the
commencement of seismic survey/operations.
(iii) In case of an extension of seismic survey by the vessel or drilling
operation, the concerned agency /E & P operator is to submit request to
IHQ MoD (Navy) /DNI & FODAG for promulgation of a fresh NAVAREA
Warning minimum seven days in advance. In such cases approval of
FODAG for fresh NAVAREA warning is to reach NCD (MB) minimum
three days in advance.
(c)
Warnings for deployment of scientific/research instruments.
(i) The requesting agencies like NIO, NIOT, and INCOIS are to
obtain clearance from IHQ MoD (Navy)/DNI as per MOD <strong>Guidelines</strong>
prior deployment.
(ii) Approval of DG Shipping should be obtained in case the area falls
within or close to the established shipping lanes.
(iii) If the area of operation lies in adjacent NAVAREA or near IMBL,
the necessary clearances from Ministry of External Affairs (MEA) is also
to be obtained by the originating agencies.
(iv) Status of buoys is to be forwarded on quarterly basis to the Chief
Hydrographer for updating of in force NAVAREA warnings.
(d) Warnings pertaining to SAR/Man Overboard/ Vessel capsizing etc.
The agency requesting for promulgation of NAVAREA warning e.g. MRCC,
Port authorities, VTMS are responsible to pass up to date information on the
status of SAR ops/Man overboard etc so as to cancel the NAVAREA warning
or issue a fresh NAVAREA warning/ Notice to Mariners. They are to provide the
time duration and cancellation details to the NAVAREA Coordinator. It is the
responsibility of the originators like DGLL, Port Authorities etc to provide status
of drifting buoys, derelict vessels and provide time frame for rectification of
defect and cancellation of NAVAREA Warning.
(e) The requesting agencies will monitor all safety messages and
NAVAREA Warnings well before and after the scheduled activity. They are to
ensure that the activity commences only after the NAVAREA Warning has been
issued/promulgated by the NAVAREA Coordinator/ the Chief Hydrographer. No
activity is to commence should the concerned warning not be promulgated in
time. In case of any accident arising out of non-compliance with the same, the
agency concerned will be held responsible for any damage and/or loss of life
