I remember taking <strong>Florida</strong> Constitutional <strong>Law</strong> from Pr<strong>of</strong>essor L. Harold<br />

<strong>Levin</strong>son (who later taught at Vanderbilt) at UF <strong>Law</strong> in 1969. He had put together<br />

his own materials for the course, and was kind enough to include my 1969 <strong>Law</strong><br />

Review Note in Volume 21 on the property tax provisions <strong>of</strong> the new <strong>Florida</strong><br />

Constitution <strong>of</strong> 1968. (The <strong>Florida</strong> Supreme Court cited this as controlling authority<br />

in 2006!)<br />

I was aware <strong>of</strong> the new state constitution because, as a legislative aide for<br />

then-<strong>Florida</strong> Rep. Bob Graham during the summer <strong>of</strong> 1967 before coming to<br />

law school, I had participated in the Legislatureʼs successful efforts to revise the<br />

1885 Constitution.<br />

In that class, Pr<strong>of</strong>essor <strong>Levin</strong>son had us read several out-<strong>of</strong>-state decisions,<br />

which indicated to me for the first time that state constitutional law could be<br />

studied from a comparative perspective, with one stateʼs interpretations <strong>of</strong> a similar<br />

provision <strong>of</strong> its constitution providing useful guidance for another state facing the<br />

same question. This insight has influenced my work on state constitutional law in<br />

teaching, lecturing and writing during my 27 years at Rutgers <strong>Law</strong> School.<br />

CAREER HIGHLIGHTS<br />

• As a Legal Services lawyer, served<br />

as the reporter for the <strong>Florida</strong> <strong>Law</strong><br />

Revision Council in 1972-73 to draft<br />

the <strong>Florida</strong> Residential Landlord and<br />

Tenant Act, Chapter 83, Part II, <strong>Florida</strong><br />

Statutes, and won Grissom v. Dade<br />

County, 293 So. 2d 59 (Fla. 1974) to<br />

provide for free publication <strong>of</strong> notice or<br />

courthouse posting in a wide range <strong>of</strong><br />

litigation by indigent plaintiffs<br />

• Legal adviser to the Minister <strong>of</strong> Justice<br />

<strong>of</strong> Afghanistan, in Kabul, 1974-1976<br />

• State Constitutional <strong>Law</strong>: Cases and<br />

Materials, 4th Ed. 2006, used at a<br />

number <strong>of</strong> law schools and is only<br />

casebook on state constitutional law<br />

with a national perspective<br />
