3 Mrs. Gleason moved to approve the regular and closed session minutes of June 16,<br />

2009. Mr. Kirkton seconded the motion. Roll call vote indicated:<br />

4 Ms. Stearns opened the floor to the public for comments. The following individuals<br />

spoke on behalf of Ron Czarnecki, who was suspended from his baseball coaching<br />

position at Oak Forest High School: Gary Johnson (Midlothian), Jim Hall (Lockport),<br />

Tim Smith (District 220), Al Leslie (Oak Forest), Michael Marciano (Palos Heights),<br />

Peggy Leslie (Oak Forest), Joe Czarnecki (Oak Forest), Jim Scharnhorst (Oak Forest),<br />

Jerry Muller (Oak Forest), Debbie McEvoy (Oak Forest), Tim Kristin (Oak Forest),<br />

Ralph Provenzano (Oak Forest), Gary Foster (Tinley Park), James Sutera (Oak Lawn),<br />

Jay Czarnecki (Vernon Hills), Jim Smyth (Oak Forest), and Matthew Zubek (Oak<br />

Forest). In addition, Attorney Larry Thompson (Lockport) spoke regarding a FOIA<br />

request he filed, his request to be placed on the Board meeting agenda, and in<br />

support of Mr. Czarnecki. Mr. Kendall stated personnel matters cannot be<br />

discussed in an open forum and thanked all who spoke for their concern,<br />

compassion, and thoughts. There being no further public comments, Ms. Stearns<br />

closed the floor.<br />

Since the last Board meeting information was requested regarding a personnel<br />

matter with coach Ron Czarnecki.<br />

Superintendent’s Report<br />

Mr. Kendall spoke regarding an agenda item for the recommendation of approval of<br />

the Joint Faculty Association’s new contract. He commended Mr. John Kane, Ms.<br />

Laurel Dieskow and other members of the JFA negotiating team as well as District<br />

Administrators Mr. Tom O’Malley and Ms. Evisha Ford for working diligently and<br />

collaboratively in these tough economic times to provide District <strong>228</strong> JFA members<br />

and the Board of Education with a fair and financially responsible contract for the<br />

next three years.<br />

2 Mrs. Gleason reported that she felt privileged to sit on the scholarship committee<br />

for Representative Will Davis and noted that out of eight scholarships, four were<br />

awarded to District <strong>228</strong> students.<br />

Mr. Browne stated he attended the Village of Hazel Crest’s recent Board meeting<br />

where District <strong>228</strong> received approximately $203,000 in TIF funds from the Palmer<br />

Lake area. Mr. Browne also asked for a moment of silence for Larry Crotty, the<br />

husband of Senator Maggie Crotty, who recently lost his battle with cancer.<br />

3 Mrs. Gleason reported that the Finance Committee met on July 14 to discuss<br />

monthly financial items, the CDS 2009‐10 tentative budget, Plasco Trac software for<br />

a pilot at Hillcrest High School as well as the need for a 4/5’s teacher for Delta Day<br />

School, the need to add an LEA position for out of district annual reviews for IEP<br />

students, and the salary consideration for non‐union staff.<br />

Mr. Browne reported that the Policy Committee met on July 13 and reviewed PRESS<br />

recommendations, which is our subscription to the Illinois Association of School<br />

Board’s policy recommendation service.<br />

Mrs. Gleason reported that the Personnel Committee met on July 14 to discuss<br />

certificated staff employment, a resignation, and a request for one section of an<br />

Economics/Government class to reduce class size. Also discussed was a request for<br />

an IEP facilitator/Local Education Agency Representative to assist psychologists with<br />

IEP meetings, a request for four sections for the Delta Day program, support staff<br />

resignations, and a termination.<br />

4 Mr. O’Malley presented item 8.1 including Bills, Addendum to Bills, Payroll, and<br />

CDS Bills. Mrs. Gleason moved to approve item 8.1. Mr. Turner seconded the<br />

program as a pilot at Hillcrest High School. Mrs. Gleason moved to approve item<br />

Dr. Williams presented item 8.4 – One Section of Economics/Government at Oak<br />

Forest High School to reduce class sizes. Mr. Turner moved to approve item 8.4.<br />

Mr. Kendall presented item 8.7 – 2009‐10 SCOPE Dues in the amount of $2,120<br />

with no increase from the 2008‐09 school year. SCOPE acts as a liaison by providing<br />

schools with legislative information, provides legislators and the Governor with<br />

educational information, and works to identify school problems and seek solutions.<br />

seconded the motion. Ms. Stearns asked if the intention is to have this person work<br />

on out of district issues so internal staff can focus the internal issues. Mr. Kendall<br />

Dr. Mendenhall presented item 8.9 – Delta Day School Teacher. Mrs. Gleason<br />

moved to approve item 8.9. Mr. Browne seconded the motion. Mrs. Gleason noted<br />

out of $84,000 more than half is covered by stimulus money. Mr. Browne<br />

applauded the administration for creating the Delta Day Program to help students<br />

who come in after 10‐day enrollment. Mr. Browne also asked parents to be sure<br />

their children are enrolled in school and start school on the first official day of<br />

O’Malley and the JFA for their hard work to complete this process. Mr. O’Malley<br />

thanked all members of the JFA negotiating committee and the district negotiating<br />

committee and stated if our financial/economic situation were different, this<br />

agreement could have been completed earlier. Roll call vote indicated:<br />
