2. PURPOSE AND AIMS<br />

5. This document seeks to ensure that <strong>the</strong> right trees are planted in <strong>the</strong> right places. Its<br />

purpose can be summarised in <strong>the</strong> following statement:<br />

To ensure that, for <strong>the</strong> benefit of both current <strong>and</strong> future generations, <strong>Westminster</strong>’s<br />

tree stock is planted, <strong>and</strong> when appropriate replaced, in accordance with<br />

contemporary arboricultural best practice, <strong>and</strong> with careful consideration of its<br />

relationship with townscape, amenity , biodiversity <strong>and</strong> historic character.<br />

6. This document is primarily designed to assist those involved in <strong>the</strong> introduction <strong>and</strong><br />

management of trees in <strong>the</strong> public realm, including:<br />

• <strong>City</strong> of <strong>Westminster</strong> as planning, highway, housing <strong>and</strong> parks authority;<br />

• Transport for London (TfL) as highway authority for <strong>the</strong> major routes through <strong>the</strong><br />

city;<br />

• Royal Parks as owner <strong>and</strong> parks authority; <strong>and</strong><br />

• third parties (including major estates) dealing with trees within development<br />

schemes or which are part public realm improvements.<br />

7. This document sits alongside <strong>the</strong> existing Supplementary Planning Guidance (SPG)<br />

‘<strong>Trees</strong> <strong>and</strong> O<strong>the</strong>r Planting on Development Sites’ <strong>and</strong> toge<strong>the</strong>r <strong>the</strong> two documents form<br />

<strong>Westminster</strong>’s overall Tree Strategy. The former SPG deals primarily with tree planting in<br />

relation to development <strong>and</strong>, whilst <strong>the</strong>re is some minor overlap between <strong>the</strong> two, ‘<strong>Trees</strong><br />

<strong>and</strong> O<strong>the</strong>r Planting on Development Sites’ has a clear emphasis on <strong>the</strong> private context.
