consumers are connected will be difficult to implement. It is submitted that there has<br />

been no detailed study undertaken to assess voltage wise losses. Technical and<br />

commercial losses are yet to be segregated and quantified voltage wise. The<br />

voltage-wise cost of supply identified based on the annual accounts, assuming<br />

certain percentage of voltage-wise losses without proper load flow studies cannot be<br />

taken into consideration for the calculation of FPPPA proportionately based on the<br />

voltage level.<br />

Commission’s View: The objection and the response are noted.<br />

25. Inspection of consumer premises<br />

Objection: Some of the stakeholders have complained that it appears everyone who<br />

holds identity card of the licensee or of GUVNL is entitled to inspect premises of<br />

consumers irrespective of his position or qualification and advice raising bill. <strong>GERC</strong><br />

may clarify who can inspect and who can raise bills like some SERCs have done to<br />

limit illegal extraction.<br />

Response of the Licensee: The licensee submitted that Government of <strong>Gujarat</strong> has<br />

vide Order dated 5 th June 2004 designated officers of the <strong>Company</strong> for exercising<br />

powers of Assessing Officer under Section 126 within the area specified and<br />

exercising the power under sub-section 135 within the area specified.<br />

Commission’s View: The licensee should ensure that the inspection of the<br />

consumer premises is done only by the designated officers.<br />

26. Electronic meters<br />

Objection: Some of the stakeholders have stated the performance of electronic<br />

meters is not satisfactory. The software in the meters is not only what is put in<br />

specifications but a lot more is conveyed orally.<br />

Response of the Licensee: The licensee stated that the meter supplier supplies<br />

meter as per A/T Conditions, issued following provisions of relevant IS. Further, no<br />

oral specification is conveyed to any of the supplier.<br />
