PRESIDENT’S REPORT hank turner
I was saddened but not surprised by the
news 15 peace officers died in the United
States in the first 26 days of 2011, which
means we are on pace to
match the 162 that died in
2010, with 11 of those in
California.
The attacks on law
enforcement hit a
high when last Sunday
afternoon, a gunman
walked into a Detroit
Police Station and shot
four police officers. The
attacks continued through
Monday afternoon, when a
total of 11 peace officers were shot around
the country. That’s right, 11 cops were shot
in less than 24 hours.
While crime is at a historic low, one
troubling trend showed an increase of 37
percent last year—peace officers who died
in the line of duty. Another crime that has
not declined over the last decade is attacks
on peace officers with an average of about
58,500 attacks in each of the last ten years.
None of us are shocked when we hear that
the average peace officer lives to be about
66, while the average person lives to be 78.
Our job, on average, takes off 12 years of
our life. While these are statistics to think
about for some; to others it is a reality we
face in our jails, our schools, on our streets
and in our communities.
We held the director installation luncheon
on Thursday, Jan. 27. It was well attended
by our membership and by our supporters
in government. We hope to bring people
together without a political agenda to
show our commitment to public safety. I
hope all of our members know our elected
officials were not there to support me or the
directors, but rather to recognize the daily
sacrifice made by the men and women of
our department.
I want to congratulate Tim Petrachek,
Steve Purvis, and Tammy Bennetts for
being re-elected to the board. I also want
to congratulate Dave DiCarlo, not because
he finished in fourth, but because Ernie
Carrillo tendered his resignation effective
Jan. 24, meaning Dave DiCarlo will be our
newest board member. Dave will finish out
the last year of Ernie’s term.
I want to take a moment and recognize
Director Ernie Carrillo. After a long career
at the marshal’s office, where he served on
their association board,
Ernie joined the sheriff’s
department during the
2001 merger. Ernie was
first elected to the board
of directors in 2003 and
served eight years, for a
total of three terms. He
served as the president
of the DSA from 2007 to
2010. While Ernie and
I did not always see eye
to eye on the issues that
faced us, I can tell you he
worked hard to represent our membership.
He firmly believed the true voice of the
membership was in their votes. He was
a voice for a number of deputies who did
not feel they had one. He sacrificed a great
deal of time away from his family in the
thankless and frustrating role as president
of this organization. On behalf of our board
and our members, I want to thank Ernie
Carrillo for his service and dedication over
these last eight years.
We are heading into uncharted waters in
the next few years. The motto for San Diego
County is “the noblest motive is the public
good” but some would have you believe
it is “overpaid with taxpayer money.”
Some stoke the fires of anti-government
sentiment, not realizing the long term
implications of their actions. The California
State Budget is a mess and will probably
have a negative impact on the county
financially. The county retirement board
approved new contribution rates, so every
deputy will be contributing more towards
their retirement, regardless of what happens
in contract negotiations. As we enter these
difficult times, all we can do is hope that
reason and common sense prevail.
We have to remember a difference in
opinion is not the end of a dialogue, but
really the beginning. While there are 3
million residents in San Diego County, only
2,200 can call themselves a Deputy Sheriff.
Make that 16 killed in the first 29 days of
2011 as I just learned a Correctional Officer
Jayme Biendl was strangled by an inmate
during an escape attempt at a Washington
State Prison.
