Cameron: It’s time <strong>to</strong> share power with the people<br />

“I’ve enjoyed read<strong>in</strong>g the report.<br />

I’ve been heartened by how much of it I agree with.<br />

And, even where I don’t, there’s a def<strong>in</strong>ite sense of want<strong>in</strong>g <strong>to</strong> achieve the same<br />

objectives by slightly different routes.<br />

What I’d like <strong>to</strong> do <strong>to</strong>day is <strong>to</strong> set out what I th<strong>in</strong>k the problems are with the current<br />

system.<br />

I want <strong>to</strong> shoot down some of the myths that could lead us down bl<strong>in</strong>d alleys.<br />

And, then, I’ll start <strong>to</strong> set out some of the th<strong>in</strong>gs that would improve the way we do<br />

politics <strong>in</strong> this country.<br />

Everyone <strong>in</strong> this hall knows that public faith <strong>in</strong> our political <strong>in</strong>stitutions is dra<strong>in</strong><strong>in</strong>g away<br />

and be<strong>in</strong>g replaced by a progressive and debilitat<strong>in</strong>g alienation.<br />

I wish I could say that this is also a universally accepted truth among politicians.<br />

But, <strong>in</strong>credibly, there are still some people <strong>in</strong> Parliament who don’t really get it.<br />

Of course, they accept that th<strong>in</strong>gs aren’t great but there’s also a sense that it’s just a<br />

pass<strong>in</strong>g phase or a product of public annoyance with a particular government.<br />

That’s part of the Westm<strong>in</strong>ster disease.<br />

You’d be amazed at the complacency that pervades the corridors of power.<br />

Put simply, despite pay<strong>in</strong>g lip service <strong>to</strong> the need <strong>to</strong> re-eng<strong>age</strong> the public, the political<br />

class is <strong>in</strong> denial.<br />

I believe it’s time <strong>to</strong> wake up.<br />

Accord<strong>in</strong>g <strong>to</strong> MORI, the proportion of people trust<strong>in</strong>g politicians <strong>to</strong> put the needs of the<br />

country before the needs of party halved between 1974 and 1999.<br />

Trust <strong>in</strong> Parliament fell from 54% <strong>in</strong> 1983 <strong>to</strong> 14% <strong>in</strong> 2000.<br />

Trust <strong>in</strong> the Civil Service has fallen from 46% <strong>to</strong> 17%.<br />

Vot<strong>in</strong>g is the driv<strong>in</strong>g force of our parliamentary democracy.<br />

Yet fewer and fewer people bother <strong>to</strong> vote…<br />

…and even when they do, they th<strong>in</strong>k it hardly makes any difference.
