If a death looks as if it may have been due <strong>to</strong> bird flu, then tests will be sent off <strong>to</strong> a labora<strong>to</strong>ry <strong>in</strong> the U.K..<br />

The Environment Department is moni<strong>to</strong>r<strong>in</strong>g cases of bird flu <strong>in</strong> Europe. If cases of bird flu occur <strong>in</strong> Northern<br />

France or the U.K., all U.K. domestic birds will be required <strong>to</strong> be kept <strong>in</strong>side.<br />

If we get cases of bird flu <strong>in</strong> Jersey an exclusion zone follow<strong>in</strong>g veter<strong>in</strong>ary procedures will be set up and live birds<br />

with<strong>in</strong> the same flock will be killed.<br />

The Environment Department will give advice <strong>to</strong> poultry workers and the Health and Social Services Department<br />

will give advice <strong>to</strong> the public if a case occurs <strong>in</strong> Jersey.<br />

Chloe Mat<strong>to</strong>ck, of Jersey College for Girls, asked the follow<strong>in</strong>g question of the Assistant M<strong>in</strong>ister for<br />

Education, Sport and Culture –<br />

What sort of parental contribution is go<strong>in</strong>g <strong>to</strong> have <strong>to</strong> be made for 2007 entry undergraduates from Jersey<br />

The Assistant M<strong>in</strong>ister for Education, Sport and Culture replied <strong>in</strong> the follow<strong>in</strong>g terms –<br />

The current system of grant aid for young people enter<strong>in</strong>g Higher Education is based on a partnership between the<br />

<strong>States</strong> and parents. Parental Contribution is determ<strong>in</strong>ed by family <strong>in</strong>come. Faced with <strong>in</strong>creas<strong>in</strong>g costs of Higher<br />

Education and <strong>in</strong>creas<strong>in</strong>g numbers of young people from the Island wish<strong>in</strong>g <strong>to</strong> enter Higher Education however,<br />

the M<strong>in</strong>ister of Education, Sport and Culture has commissioned a complete review of Higher Education fund<strong>in</strong>g.<br />

This review will explore ways <strong>in</strong> which the burden of cost can be fairly shared between the <strong>States</strong>, the parents and<br />

Students who are the ultimate beneficiary of Higher Education. Until the outcomes of that review are known, the<br />

M<strong>in</strong>ister is unable <strong>to</strong> give precise <strong>in</strong>formation about parental contributions beyond 2006.<br />

Megan De Ste Croix of Jersey College for Girls, asked the follow<strong>in</strong>g question of the Health and Social<br />

Services M<strong>in</strong>ister –<br />

How does the distribution of money <strong>to</strong> places such as Brook compare with that <strong>to</strong> health education <strong>in</strong><br />

general<br />

The Health and Social Services M<strong>in</strong>ister replied <strong>in</strong> the follow<strong>in</strong>g terms –<br />

<strong>States</strong> fund<strong>in</strong>g for health education and health promotion regard<strong>in</strong>g s----l health comes from a variety of budgets<br />

for example, Health and Social Services, Education Sport and Culture and Home Affairs. In relation <strong>to</strong> Health and<br />

Social Services our Health Promotion Department does not presently have a dedicated post for s---l health work.<br />

However, the Health Promotion Department co-ord<strong>in</strong>ates the Personal, Social and Health Education (PSHE)<br />

Certification and Healthy Schools Programme. A significant proportion of the PSHE certification focuses on s--<br />

and relationship education (SRE) and the Healthy Schools Programme also has SRE as a component.<br />

Both the Healthy Schools Programme and Personal, Social and Health Education certification work <strong>in</strong>volves the<br />

plann<strong>in</strong>g and delivery of tra<strong>in</strong><strong>in</strong>g <strong>to</strong> teachers as well as one-<strong>to</strong>-one support for teachers and youth workers<br />

regard<strong>in</strong>g s-- and relationship education. In 2005 this required approximately a one and a half day a week<br />

commitment from the Health Promotion Officer lead<strong>in</strong>g on work regard<strong>in</strong>g young people’s health. This equates <strong>to</strong><br />

circa £14,880 per annum.<br />

The <strong>to</strong>tal cost of the Healthy Schools Programme (part of which relates <strong>to</strong> s----l health) <strong>to</strong> the Health Promotion<br />

Department <strong>in</strong> 2005 was £1,500 + adm<strong>in</strong>istration costs.<br />

The <strong>to</strong>tal cost for Personal, Social and Health Education certification (part of which relates <strong>to</strong> s ----l health) <strong>to</strong><br />

Health Promotion Department <strong>in</strong> 2005 was £2,200 + adm<strong>in</strong>istration costs.<br />

By comparison <strong>in</strong> 2005 the Health and Social Services Department contributed £233,400 <strong>to</strong> the fund<strong>in</strong>g of Jersey<br />

Brook.
