FOREWORD<br />

The <strong>Manchester</strong> <strong>Institute</strong> <strong>of</strong> <strong>Innovation</strong> <strong>Research</strong> (MIoIR) is proud to present its annual<br />

report 2011. This report can only attempt to present the reader with a flavour <strong>of</strong> the<br />

variety and depth <strong>of</strong> activities in research, engagement, executive education and teaching<br />

conducted by staff at the <strong>Institute</strong>. It does, however, clearly show that we have had<br />

another successful year: we have increased our research income and further improved our<br />

research output; we have intensified our highly internationalised doctoral research<br />

programme and further broadened our executive education; and we have engaged with<br />

policy makers, firms and other stakeholders in a mutually beneficial manner, based on our<br />

approach which combines critical distance with responsiveness towards the changing<br />

needs and expectations <strong>of</strong> stakeholders. This report only lists our activities but also<br />

summarises our major lines <strong>of</strong> research activity and illustrates our achievement in research<br />

and engagement in 2011.<br />

MIoIR is the largest research institute within the <strong>Manchester</strong> Business School and the<br />

Faculty <strong>of</strong> Humanities. It is also recognised as a University <strong>Institute</strong> <strong>of</strong> The University <strong>of</strong><br />

<strong>Manchester</strong>. We are once again grateful for the support we have received from all levels in<br />

the University and for the encouragement and involvement <strong>of</strong> countless external partners<br />

in the North West, the UK, Europe and, indeed, from around the globe.<br />

Above all, our achievements in 2011 are based on the efforts <strong>of</strong> our research and support<br />

staff who are highly motivated, forward thinking and who consistently strive to maintain<br />

the standards <strong>of</strong> the <strong>Institute</strong> at the highest level. Our biggest thanks, therefore, must go to<br />

all the <strong>Institute</strong> staff.<br />

We hope the report not only informs readers about our activities, but further encourages<br />

1. Introduction and Summary<br />

In 2011, the <strong>Institute</strong> has successfully increased its income and further improved and<br />

expanded its output. This increase in research income is partly due to an increase in income<br />

from the <strong>Research</strong> Councils. We have secured a range <strong>of</strong> new projects including four<br />

significant ESRC funded projects (IPR in the Knowledge Intensive Business Sector;<br />

<strong>Innovation</strong> strategies <strong>of</strong> SMEs in the green goods sector; Consumer Responses to Eco-<br />

<strong>Innovation</strong>s; Effects <strong>of</strong> foreign acquisition <strong>of</strong> science based firms), and a NESTA funded<br />

project to compile and comment on existing evidence on innovation policy measures. The<br />

number <strong>of</strong> live projects grew from 39 to 58 in any one year for the period 2007-11.<br />

On the output side, the number <strong>of</strong> papers in high level impact journals has grown<br />

substantially. Our publication pr<strong>of</strong>ile and a shift towards more research council sponsored<br />

grants highlights our strategic focus on quality output. Simultaneously, we have maintained<br />

the high level <strong>of</strong> engagement in contract research for major stakeholders, completing 37<br />

<strong>of</strong>ficial reports in 2011 and starting a range <strong>of</strong> new projects with international stakeholders<br />

(UNESCO and the Czech Government, among others). The year 2011 has also seen the<br />

completion <strong>of</strong> a set <strong>of</strong> highly visible projects, not least in the area <strong>of</strong> Foresight where<br />

<strong>Manchester</strong> has cemented its leading role in the national and international arena for STIrelated<br />

foresight. We have intensified our contribution to academic and stakeholder<br />

conferences substantially; MIoIR staff participated in 141 conferences in 2011. MIoIR staff<br />

have also initiated a new transnational collaboration structure with colleagues from Beijing<br />

and Georgia Tech which promises to be the seed for longer term and broadening<br />

international collaboration (<strong>Innovation</strong> Co-Lab).<br />

The research theme summaries in this report and the data compilation in the back <strong>of</strong> the<br />

report give details on the range <strong>of</strong> activities.<br />

Our executive education courses have been popular, even more so than those in 2009:<br />

seventy two executives from twenty seven countries participated in four courses in 2011<br />

and there are developments underway to further broaden this activity. We have hosted<br />

twenty two academic visitors from all parts <strong>of</strong> the world in our increasingly popular MIoIR<br />

visitor programme. In the context <strong>of</strong> our PhD strategy to create world-class framework<br />

conditions for young researchers, we have also organised an Early Career Stage <strong>Research</strong>er<br />

conference, co-funded by the network EU-SPRI.<br />

We are happy to report that in 2011 we added two high calibre academics to our staff,<br />

Pr<strong>of</strong>. Edward Feser who is now Eddie Davies Pr<strong>of</strong>essor <strong>of</strong> Enterprise & <strong>Innovation</strong> at the<br />

<strong>Institute</strong> and Head <strong>of</strong> Division <strong>of</strong> <strong>Innovation</strong>, Management and Policy (previously University<br />

<strong>of</strong> Illinois); and Pr<strong>of</strong>. Bruce Tether, who returned from Imperial College London to further<br />

strengthen our team, with a focus on areas <strong>of</strong> creativity, design and skills.<br />

In January 2011 Pr<strong>of</strong>essor Jakob Edler took over the role <strong>of</strong> Executive Director <strong>of</strong> the<br />

<strong>Institute</strong>, supported by a team <strong>of</strong> four Directors (Jonathan Aylen, Dr. Paul Cunningham, Dr.<br />

Silvia Massini and Pr<strong>of</strong>. Philip Shapira). The Directors are supported by the <strong>Research</strong><br />

Coordinator Deborah Cox and a team <strong>of</strong> four administrative staff (Liz Barker, Lisa Gledhill,<br />

Wendy Walker and Siobhan Drugan). The new team established and implemented a<br />

strategic development plan within the reporting year based on a strategy paper developed<br />

in late 2010, with a focus on HR management (full CDR process, full mentoring process,<br />

support schemes, further integration <strong>of</strong> Doctoral <strong>Research</strong>ers) and the establishment <strong>of</strong> an<br />

external Advisory Board, with a first full session at the beginning <strong>of</strong> 2012.<br />

Finally, the <strong>Institute</strong> is proud that, in 2011, Pr<strong>of</strong>. Luke Georghiou was elected to the<br />

Academia Europae (Academy <strong>of</strong> Europe), one <strong>of</strong> the world’s most prestigious academic<br />

bodies which has 38 Nobel Laureates amongst its members.<br />

2. Our <strong>Research</strong><br />

Theme 1: Advances in <strong>Innovation</strong> Management and Strategy<br />

(lead Silvia Massini, Philip Shapira, Andrew James)<br />

In the latter part <strong>of</strong> 2011, Theme 1 ‘Technology Strategy and <strong>Innovation</strong> Management’ was<br />

reconfigured into the new theme <strong>of</strong> ‘Advances in <strong>Innovation</strong> Management and Strategy<br />

(AIMS)’. This change came about as a result <strong>of</strong> <strong>Institute</strong> thematic discussions and specific<br />

reflections on next steps for Theme 1. Additionally, there was a change in leadership <strong>of</strong><br />

Theme 1, with Andrew James taking over (from Silvia Massini and Philip Shapira) as the<br />

coordinator <strong>of</strong> the new AIMS Theme 1, effective December 2011.<br />

Theme 1 continues to be positioned as a broad cross-cutting domain at MIoIR addressing<br />

the strategic management <strong>of</strong> innovation and technology. It concerns all strategic activities<br />

undertaken to generate and utilise innovation in the market place, including organisational<br />

changes and innovation, which may accompany the implementation <strong>of</strong> such activities and<br />

strategies. During 2011, activities undertaken by Theme 1 staff continued to explore<br />

multiple and varied levels and aspects <strong>of</strong> innovation management, including the micro<br />

processes <strong>of</strong> managing knowledge and technological innovation within organisations, at<br />

project, team, firm, and institutional levels; the interface management <strong>of</strong> knowledge and<br />

research; relationships between knowledge acquisition, internal and external firm<br />

relationships, innovation, and business and economic outcomes; the spatial dimension <strong>of</strong><br />

industrial innovation management at local and global levels; and sector, cluster and<br />

enterprise-level studies, such as research on defence and security technologies, and<br />

emerging areas such as nanotechnology.<br />

Theme 1 membership comprises a core <strong>of</strong> about 10 MIoIR staff. More than 30 publications<br />

by Theme 1 members appeared in 2011, with additional publications accepted or<br />

forthcoming. Highlights <strong>of</strong> 2011 include papers published in Group & Organization<br />

Management, Industrial and Corporate Change, Industry and <strong>Innovation</strong>, Journal <strong>of</strong><br />

Nanoscience and Nanotechnology, Journal <strong>of</strong> Technology Transfer, Organization Science,<br />

R&D Management, <strong>Research</strong> Evaluation, <strong>Research</strong> Policy, <strong>Research</strong>-Technology<br />

Management, Science and Technology, Scientometrics, Technology Analysis & Strategic<br />

Management, <strong>Research</strong> Policy, <strong>Research</strong> Evaluation. A series <strong>of</strong> other outputs appeared as<br />

book chapters, working papers and policy reports. Many <strong>of</strong> the publications cross our<br />

research theme boundaries especially with themes 2, 3 and 5. Additionally, papers were<br />

presented at a number <strong>of</strong> conferences, including the Academy <strong>of</strong> International Business,<br />

the Academy <strong>of</strong> Management, the Atlanta Conference on Science and <strong>Innovation</strong> Policy,<br />

DRUID, EURAM, the Global Tech Mining Conference, the R&D Management Conference,<br />

and the Society for the Study <strong>of</strong> Nanotechnology and Emerging Technologies. Several<br />

Theme 1 members are involved in the <strong>Innovation</strong> Co-Lab (see highlight). Theme 1 members<br />

also engaged with many other organizations in 2011, including the UK Defence Science &<br />

Technology Laboratory (DSTL) and the US National Academies.<br />

Highlight: <strong>Innovation</strong> Co-Lab – a leading-edge international collaboration<br />

The <strong>Innovation</strong> Co-Lab was launched in early March 2011, a strategic partnership between MIoIR,<br />

the School <strong>of</strong> Public Policy and Enterprise <strong>Innovation</strong> <strong>Institute</strong> at Georgia Tech (USA), and the School<br />

<strong>of</strong> Management and Economics at Beijing <strong>Institute</strong> <strong>of</strong> Technology (BIT, China). Initial sponsorship<br />

was provided by the British Council. Colleagues from three private-sector affiliates are also currently<br />

associated with the Co-Lab. The Co-Lab <strong>of</strong>fers a collaborative framework for extending mutual<br />

research capabilities in science, technology and innovation domains, with a focus on trajectories<br />

and implications <strong>of</strong> emerging technologies. Activities include virtual and on-site research<br />

collaboration, academic exchanges, joint student training, collaborative bids for sponsorship, and<br />

active dissemination <strong>of</strong> methods and findings. <strong>Research</strong> has focused on nanotechnology (including<br />

research developments and commercial pathways in three areas: dye-sensitized solar cells,<br />

biosensors, and graphene) and on “green goods” technologies (with a new ESRC-sponsored Co-Lab<br />

project underway to examine growth strategies <strong>of</strong> innovative green goods sector companies in the<br />

UK, China and USA. Regular e-lab (video conference) and workshop exchange activities are features<br />

<strong>of</strong> the Co-Lab, with training modules for young researchers held in 2011 on advanced methods <strong>of</strong><br />

data mining and web scraping. The Co-Lab is sponsoring an International Conference on Innovative<br />

Methods for <strong>Innovation</strong> Management and Policy in Beijing, 21-24 May 2012<br />

(http://www.aaaa.org.cn/im2012/), including a short-course program in Beijing led by MIoIR staff.<br />

The Co-Lab Directors are Pr<strong>of</strong>. Philip Shapira (MIoIR), Dr. Jan Youtie (Georgia Tech), and Pr<strong>of</strong>.<br />

Donghua Zhu (BIT). MIoIR members <strong>of</strong> the Co-Lab in 2011 include Ozcan Saritas, Sally Randles, Elvira<br />

Uyarra, Kieron Flanagan, Denis Loveridge, Abdullah Gök, and Evgeny Klochikhin.<br />

Going forward, the newly-designated AIMS theme will build on a strong base <strong>of</strong> work in<br />

Theme 1 and across MIoIR. This includes our long tradition <strong>of</strong> work on resource based and<br />

evolutionary theories <strong>of</strong> the firm and their application to our understanding <strong>of</strong> fundamental<br />

questions about the nature <strong>of</strong> organisations, the management <strong>of</strong> the innovation processes<br />

and the character <strong>of</strong> strategy. AIMS will focus on emerging research themes associated<br />

with the innovation process, its management, organisational and strategic dimension<br />

within firms and other organisations. Our interest is on the whole innovation process from<br />

idea generation through to commercialisation as well as the interface between innovation<br />

strategy and business strategy. AIMS seeks to advance understanding and practice not only<br />

in technological innovation but also innovation in business models and organisational<br />

structures and processes as well as the context conditions that influence the innovation<br />

process. A primary objective <strong>of</strong> AIMS is to provide a forum for MIoIR staff to discuss areas<br />

<strong>of</strong> common research interest and a platform for engagement with practitioners from firms<br />

and other organisations. In particular, AIMS will seek to enhance engagement with the<br />

practitioner community through links to Daresbury, other University unit (e.g. the<br />

<strong>Manchester</strong> Enterprise Centre and the University <strong>of</strong> <strong>Manchester</strong> Aerospace <strong>Research</strong><br />

<strong>Institute</strong>), external intermediaries, and individual companies.<br />

Theme 2: <strong>Innovation</strong> and services<br />

(lead: Ian Miles)<br />

Understanding innovation in service organisations, and service innovation – these are two<br />

distinct things - is a matter <strong>of</strong> growing practical importance and scholarly significance.<br />

MIoIR researchers have pioneered these areas <strong>of</strong> research, and continue to play a leading<br />

role in them. In 2011 the group lost Jeremy Howells, who left for a position at the<br />

University <strong>of</strong> Southampton; but we are happy to welcome the return <strong>of</strong> Bruce Tether, after<br />

a spell at Imperial College. At Imperial, Bruce as been working on topics <strong>of</strong> design services<br />

and service design, that are <strong>of</strong> considerable interest to MIoIR, and also on the process <strong>of</strong><br />

“servicisation” or “servitisation” (which we have also drawn attention to, and studied in<br />

some recent analyses). Bruce remains part <strong>of</strong> the UK~IRC, a research centre involving<br />

Cambridge University and Imperial College London, within which he leads the project on<br />

‘services innovation and innovative performance at the sector level’. This project involves<br />

work at the micro, meso and macro levels, and in particular has involved the development<br />

<strong>of</strong> panel datasets on the evolution <strong>of</strong> Knowledge-Intensive, and Pr<strong>of</strong>essional Business<br />

Service Firms, and the determinants <strong>of</strong> performance amongst these firms.<br />

In addition to research studies, we are supporting MSc and PhD research on them. A great<br />

deal <strong>of</strong> MIoIR work, though featuring under different headings and themes, actually<br />

concerns service activities, and the team also plays a substantial role in, and cooperates<br />

with researchers from other parts <strong>of</strong>, MBS' <strong>Manchester</strong> Centre for Service <strong>Research</strong>, with<br />

whom several joint publications (including a journal special issue and a book) have been<br />

produced in 2011.<br />

Whereas in 2010, MIoIR researchers were prominent in preparing overviews <strong>of</strong> the service<br />

innovation field through chapters contributed to Handbooks and related collections, in<br />

2011 books and journal articles were more prominent. The books include a collection <strong>of</strong><br />

case studies derived from a successful conference hosted in <strong>Manchester</strong> and a set <strong>of</strong><br />

studies focusing on Knowledge-Intensive Service Activities (KISA - see the box). Several<br />

journal articles also concern KISA, Knowledge-Intensive Business Services (KIBS) and Service<br />

Systems (KISS). One particular set <strong>of</strong> issues, which Massini and Miozzo especially examine,<br />

concerns outsourcing, <strong>of</strong>fshoring, and related issues <strong>of</strong> management and human resources.<br />

A relative newcomer to the group, Dr Panos Desyllas, has a background that includes<br />

research on new business models adopted by services that are making use <strong>of</strong> the huge<br />

information resources generated through new technologies (in particular, insurance<br />

companies employing GPS records). He has commenced an ESRC project (with Pr<strong>of</strong>essors<br />

Miozzo and Miles) which will further explore the topic <strong>of</strong> innovation and intellectual<br />

property protection in KIBS.<br />

Major journals in which this theme published in 2011 include Group & Organization<br />

Management (on <strong>of</strong>f-shoring), New Technology, Work and Employment (on IT services),<br />

International Journal <strong>of</strong> Services Technology and Management (knowledge intensive<br />

service systems), Technovation (Services in manufacturing firms), Industrial and Corporate ,<br />

Change (outsourcing in service firms), and book chapters with major publishers. In addition,<br />

articles are already accepted for 2012 in key journals such as <strong>Research</strong> Policy (new<br />

infrastructure development), Regional Studies (outsourcing, <strong>of</strong>fshoring), and Long Range<br />

Planning (organisation <strong>of</strong> service MNEs).<br />

Theme 3: Science, Technology and <strong>Innovation</strong> Policy and Evaluation<br />

(lead Kieron Flanagan)<br />

<strong>Manchester</strong> has been a leading centre for teaching and research on science, technology<br />

and innovation policy for more than forty years. In a world increasingly characterised by<br />

complex patterns <strong>of</strong> ‘multi-level governance’ our work in this area today is focused not only<br />

on the national but also on the international and sub-national dimensions <strong>of</strong> science,<br />

technology and innovation policy.<br />

We remain a member <strong>of</strong> each <strong>of</strong> the key networks for both fundamental and strategic<br />

research and innovation policy studies in Europe. For fundamental research we are founder<br />

members <strong>of</strong> the European Forum for Studies into Policies for <strong>Research</strong> and <strong>Innovation</strong> (Eu-<br />

SPRI, the successor to the PRIME Network <strong>of</strong> Excellence funded under FP6). We also remain<br />

leading members <strong>of</strong> the Inno-Policy Trendchart network <strong>of</strong> DG Enterprise and the<br />

ERAWatch network <strong>of</strong> DG RTD, which provide monitoring and analysis on research and<br />

innovation policy trends across and beyond Europe. Finally, we remain a leading member<br />

<strong>of</strong> the European Techno-economic Policy Support Network, a long-standing partnership<br />

which collectively provides studies to a number <strong>of</strong> European institutions.<br />

Our work in the area <strong>of</strong> science and technology policy concentrates not only on policy for<br />

the production <strong>of</strong> knowledge but more broadly on exploring the governance and dynamics<br />

<strong>of</strong> the various elements <strong>of</strong> the system <strong>of</strong> institutions and actors producing, disseminating<br />

and using knowledge and innovations. Much <strong>of</strong> our work revolves around monitoring and<br />

exploring trends in knowledge dynamics and broader trends in governance which may<br />

shape science, technology and innovation policies, instruments and institutions. A stream<br />

<strong>of</strong> work explores the uses and limitations <strong>of</strong> indicators and performance measurement<br />

systems in the broad area <strong>of</strong> science, technology and innovation, and other work is focused<br />

on developing new indicators and approaches towards measuring or characterising policyrelevant<br />

phenomena and dynamics.<br />

A defining feature <strong>of</strong> the <strong>Institute</strong> is that we work on innovation policy in the broadest<br />

possible sense, mapping out a new agenda for innovation policy studies into the 21 st<br />

century. In this regard, we are working closely with the ESRC/TSB/NESTA funded national<br />

<strong>Innovation</strong> <strong>Research</strong> Centre (IRC) through a major £600,000 project to explore the impact<br />

on innovation in firms and their supply chains <strong>of</strong> procurement by government departments<br />

and public bodies. A parallel and closely-connected project exploring the sustainability<br />

impacts <strong>of</strong> procurement is funded under the Sustainable Consumption <strong>Institute</strong>’s ‘flagship<br />

projects’ initiative.<br />

<strong>Manchester</strong> is also a leader in the development <strong>of</strong> ‘strategic intelligence’ useful to policymakers.<br />

For over twenty years we have been well-known for work on the evaluation <strong>of</strong><br />

science, technology and innovation policies, programmes and institutions. Today most <strong>of</strong><br />

our evaluation work is at the higher level – advising on novel methods and approaches,<br />

looking across evaluation findings to explore “what works” (so-called meta-evaluation) and<br />

extending evaluation upwards to the ‘whole system’ level. However we also continue to<br />

extend evaluation to new levels <strong>of</strong> governance for STI policy, with a continuing research<br />

interest in the evaluation <strong>of</strong> sub-national innovation policies and mirrored by continued<br />

engagement with regional and city-regional activities within the UK, the North West and<br />

<strong>Manchester</strong>. Much <strong>of</strong> our evaluation work has explored the dynamics <strong>of</strong> collaborative R&D,<br />

giving us an unparalleled empirical understanding <strong>of</strong> the nature <strong>of</strong> collaborative research<br />

both between public R&D actors and across the public-private divide. This work has been<br />

complemented by more than a decade <strong>of</strong> high-pr<strong>of</strong>ile research into the dynamics <strong>of</strong><br />

academic-industry links.<br />

This theme should be a horizontal, cross-cutting one, with links into each <strong>of</strong> the other<br />

research themes <strong>of</strong> the <strong>Institute</strong> and indeed this is reflected in the research interests and<br />

activities <strong>of</strong> those active in this theme (for instance critical work on the relevance <strong>of</strong><br />

analytical notions <strong>of</strong> ‘systems <strong>of</strong> innovation’ to public policy thinking). All <strong>of</strong> the work in all<br />

<strong>of</strong> our themes is potentially policy-relevant, exploring aspects <strong>of</strong> innovation dynamics<br />

which policy-makers need to understand in order to make better decisions in the future.<br />

Highlights in 2011 included:<br />

Conceptual and empirical work examining the wider roles and rationales for the<br />

involvement <strong>of</strong> public actors in the innovation process, for instance by stimulating<br />

demand for innovation through innovative approaches to public procurement or to the<br />

provision <strong>of</strong> public services, including our continuing IRC project UNDERPINN (see<br />

above) and its associated Sustainable Consumption <strong>Institute</strong> project.<br />

Work exploring trends and developments in innovation policies, including a project<br />

exploring small country innovation policy issues (ERA-PRISM)<br />

The successful completion <strong>of</strong> a major FP7 funded project exploring future<br />

developments in the relations between defence and security policies and research<br />

policies in the European Union (SANDERA);<br />

Work looking at international and European governance and at the multi-level<br />

governance <strong>of</strong> knowledge production and utilisation, including our continued work on<br />

the development and impacts <strong>of</strong> the European <strong>Research</strong> Council (undoubtedly the key<br />

science policy innovation in Europe within the last 20 years) and our ongoing<br />

programme <strong>of</strong> work on innovation policy issues for the Italian region <strong>of</strong> Trento.<br />

Embarking upon a new meta-analysis <strong>of</strong> impact assessments and evaluations <strong>of</strong><br />

innovation policy initiatives in association with NESTA (see “Highlight” below).<br />

Scholarly outputs in this area include articles in <strong>Research</strong> Policy, <strong>Research</strong> Evaluation,<br />

Futures, Science and Public Policy, Regional Studies, Scientometrics and the Journal <strong>of</strong><br />

Technology Transfer. All outputs not previously reported are reported elsewhere in this<br />

document. We have contributed to major international conferences (including a parallel<br />

session stemming from our work on the European <strong>Research</strong> Council held at the recent<br />

Atlanta Science Policy Conference) and – together with a theme 4 project – organised two<br />

high level events with senior policy makers, including the Minister <strong>of</strong> State for University<br />

and Science David Willets and the then head <strong>of</strong> the Efficiency and Reform Group, Ian<br />

Watmore (now permanent secretary <strong>of</strong> the Cabinet Office) (see theme 4).<br />

As usual a number <strong>of</strong> major reports and policy advice studies have been completed for<br />

regional, national and international policy organisations, members have submitted<br />

evidence to UK parliamentary committees, and work has been cited in the background<br />

Economics Paper which accompanied the new UK <strong>Innovation</strong> & Growth Strategy, the OECD<br />

Technology Strategy, the OECD STI Outlook and a in initiatives by UNESCO and the<br />

European Science Foundation.<br />

Highlight: Compendium <strong>of</strong> Evidence on the Effectiveness <strong>of</strong> <strong>Innovation</strong> Policy<br />

This project seeks to compile existing evidence on “what works” in innovation policy and thus<br />

create a widely visible hub <strong>of</strong> excellence for innovation policy intelligence. Governments implement<br />

an increasingly wide range <strong>of</strong> policies to encourage innovation with a view to stimulating economic<br />

growth. These range from local interventions (such as the establishment <strong>of</strong> science parks designed<br />

to build local innovative clusters) to “system-wide” policies (such as R&D tax credits, public venture<br />

capital investment or innovation procurement programmes). Evidence for their impact, however, is<br />

<strong>of</strong>ten limited and what exists is widely dispersed and exists in many different forms – from<br />

academic research to internally-commissioned programme evaluations.<br />

The amount <strong>of</strong> evidence varies according to the types <strong>of</strong> intervention. Some have received<br />

considerable attention from academics, with the lessons already summarised in comprehensive<br />

reviews. Other interventions have been studied in various settings, but the findings have yet to be<br />

summarised in a systematic way. For still other interventions the evidence base remains very scarce.<br />

In this project we are reviewing, analysing and summarising existing published work, drawing<br />

evaluation reports and published academic literature. In order to frame this work we have<br />

developed a new, tailored synthesis <strong>of</strong> the major existing international typologies <strong>of</strong> innovation<br />

policy measures and an analysis <strong>of</strong> the portfolio <strong>of</strong> measures as compiled at EU level and in various<br />

countries.<br />

Between now and September 2012 we will produce around 20 reports reflecting the selected<br />

intervention topics and one synthesis report which will reflect on the major findings. The project will<br />

also create an online intelligence tool (http://www.innovation-policy.org.uk). This will include an<br />

extensive list <strong>of</strong> references to the evidence base for the effectiveness <strong>of</strong> each particular innovation<br />

policy. All reports will be presented and discussed in four successive policy seminars in London and<br />

<strong>Manchester</strong> in 2012. The project has a high level scientific committee comprised <strong>of</strong> academics and<br />

policy makers.<br />

The project is funded by the National Endowment for Science, Technology and the Arts (NESTA).<br />

Theme 4: Sustainability and <strong>Innovation</strong><br />

(lead Andrew McMeekin)<br />

The transition to more environmentally sustainable societies presents itself as one <strong>of</strong> the<br />

greatest global challenges to have faced humankind, greater still when coupled with the<br />

drive for global economic and social development. As such, sustainability has become a<br />

high priority issue for management, sociology and economics research. Within the wideranging<br />

debates, our own specific focus is on the emergence <strong>of</strong> innovative responses to the<br />

sustainability challenge, and the social and economic transformations that accompany<br />

them. In short, the research scope <strong>of</strong> this theme can be characterised as the relationship<br />

between innovation and sustainable development where: innovation is understood, in the<br />

neo-Schumpeterian tradition, to include the development and implementation <strong>of</strong> new<br />

product and process technologies, new services, new forms <strong>of</strong> organisation (including new<br />

business models and processes), new markets and industries; and, sustainable<br />

development is understood in its broadest sense to involve the three pillars <strong>of</strong><br />

environment, society and economy.<br />

During 2011, we continued to develop a programme <strong>of</strong> work in this area which is organised<br />

into three broad themes:<br />

1. System dynamics and transformation: How do innovation systems form to solve<br />

sustainability problems and how do they evolve How are markets and sectors<br />

restructuring Is there any evidence <strong>of</strong> new forms <strong>of</strong> economic governance<br />

2. Eco-innovation management and policy: To what extent and how are firms changing<br />

their business models and innovation strategies in response to the sustainability<br />

challenge To what extent are product / service interdependencies shifting within these<br />

new business models What is the role <strong>of</strong> government policy (regulations, intellectual<br />

property regimes, subsidies, support mechanisms etc.) in stimulating innovation<br />

systems towards the goals <strong>of</strong> sustainable development<br />

3. Demand, consumption and social mobilisation: How might the co-evolution <strong>of</strong><br />

innovation and consumption contribute to sustainability objectives How can new<br />

socio-technical infrastructures help to shift consumption behaviour What are the<br />

processes <strong>of</strong> social mobilisation around the sustainability agenda and how do these<br />

relate to innovation (Links to the Sustainable Consumption <strong>Institute</strong>:<br />

Our research activities involve sector analyses, cross-cutting (i.e. non-sector specific)<br />

analyses and conceptual, theoretical and methodological work. We have developed strong<br />

interests in the construction, bio-energy, nanotechnology, aviation, water and food sectors.<br />

2011 has seen a number <strong>of</strong> notable developments in the activities associated with the<br />

Sustainability and <strong>Innovation</strong> theme, including:<br />

The appointment <strong>of</strong> Dr Nicola Spurling as research associate to work with the ESRC/<br />

Defra/Scottish Government funded Sustainable Practices <strong>Research</strong> Group.<br />

A series <strong>of</strong> publications looking at the emergence <strong>of</strong> bioenergy and in particular<br />

bi<strong>of</strong>uels from recent research by theme members (Boucher, Gee, Gough, Upham,<br />

McMeekin) in Energy Policy, Industry and <strong>Innovation</strong>, Greenhouse Gases: Science<br />

and Technology, Open Geography Journal, Environmental Science and Policy. Dr<br />

Paul Upham has spent 2011 as Visiting Pr<strong>of</strong>essor at the Finnish Environment<br />

<strong>Institute</strong> in Helsinki to work on bi<strong>of</strong>uel innovation policy.<br />

We held focused meetings with the outgoing and incoming CEOs <strong>of</strong> Tesco to discuss<br />

our research on how large firms can use their buying power to stimulate supply<br />

chain eco-innovation.<br />

In association with the Sustainable Practices <strong>Research</strong> Group, we hosted a Summer<br />

School on “Sustainable Ways <strong>of</strong> Living”, which was attended by over 35 PhD<br />

students and early career researchers. As well as a range <strong>of</strong> interactive, hands on<br />

sessions, the summer school included keynote lectures by leading advocates <strong>of</strong><br />

practice-based approach to sustainability transitions (Schatzki and Warde) and a<br />

panel discussion with representatives from Tesco, the Scottish Government and<br />

Two new awards from the ESRC for research: ‘Sustaining Growth for Innovative<br />

New Enterprises’ (PI: Philip Shapira) and ‘Consumer Responses to Eco-innovations’<br />

(PI: Andrew McMeekin)<br />

The R&D Management Conference 2011 was organised in Sweden by Jeff Butler in<br />

collaboration with the University <strong>of</strong> Linkoping on the theme <strong>of</strong> “R&D, Sustainability<br />

& <strong>Innovation</strong>”. Jeff also presented on the topic <strong>of</strong> ‘<strong>Innovation</strong> Frontiers – systems,<br />

services, sharing and sustainability’<br />

The EPSRC Community Resilience to Extreme Weather (CREW) project held its final<br />

General Assembly, 25 November 2011, at the Royal Institution <strong>of</strong> Chartered<br />

Surveyors. The keynote speakers were Lord Selbourne, chair <strong>of</strong> the partner's board<br />

<strong>of</strong> LWEC, and Roger Street, Technical Director <strong>of</strong> UKCIP. Around 100 stakeholders<br />

attended, including DfID, DCLG, Defra, EA,GLA, LCCP, TfL, the Scottish and Welsh<br />

Governments, and London boroughs from the main case study area. UKCIP will now<br />

fund an additional dissemination <strong>of</strong> the CREW outputs. [CREW had 45 researchers<br />

from 14 UK universities, and was conceived in 2007 via the EPSRC's innovative and<br />

multi-disciplinary 'ideas factory' sandpit approach. Duncan Thomas led the CREW<br />

work on the role <strong>of</strong> decision-makers in improving resilience. Further info and video<br />

Clair Gough, Phillip Boucher and Paul Upham have been engaged in a scoping<br />

study to map the ethical landscape <strong>of</strong> carbon capture and storage, developing a<br />

methodology which builds on an ethical matrix approach. The study has been<br />

funded by the IEA Greenhouse Gas R&D programme.<br />

Members <strong>of</strong> the <strong>Innovation</strong> and Sustainability theme have developed excellent links with<br />

academic groups across the University <strong>of</strong> <strong>Manchester</strong>, especially with the Tyndall Centre,<br />

SOSS, and SED. These links have been reinforced by the establishment <strong>of</strong> the Sustainable<br />

Consumption <strong>Institute</strong>, which benefits from significant contributions from MIoIR<br />

researchers<br />

In terms <strong>of</strong> knowledge transfer, we continue to enjoy a good record <strong>of</strong> engagement with<br />

UK government departments (especially BIS and Defra – also, see highlight box). Our<br />

connections with firms continue too, particularly in the food, construction, bi<strong>of</strong>uel and<br />

chemicals industries on innovation and sustainability issues. Notable recent examples<br />

include work with Unilever, Costain and Akzo Nobel. Our engagement with the SCI has also<br />

produced several lines <strong>of</strong> interaction with Tesco.<br />

Highlights – Two examples <strong>of</strong> policy oriented research and engagement<br />

1. "Closing the Procurement Gap”<br />

In association with the Sustainable Consumption <strong>Institute</strong> (SCI), a MIoIR team hosted a discussion<br />

forum "Closing the Procurement Gap: The costly failure to mobilise sustainable procurement for<br />

innovation" at Business, <strong>Innovation</strong>s and Skills (BIS) on 7 April 2011, attended by the Right<br />

Honourable David Willetts MP, the UH Government's Chief Operating Officer, Ian Watmore,<br />

senior civil servants from across Whitehall and senior executives from leading UK firms.<br />

The aim <strong>of</strong> the event was to signal the importance <strong>of</strong> ensuring that public procurement drives<br />

innovation to achieve sustainability goals. In our background report, we had argued that current<br />

policy fails to connect public procurement in a consistent way across the innovation (and<br />

efficiency) and sustainability agendas (the report is available at<br />

http://www.sci.manchester.ac.uk/uploads/closing-the-procurement-gap.pdf). The lively debate<br />

demonstrated a shared understanding about the timeliness and importance <strong>of</strong> this issue. The<br />

discussion demonstrated a wealth <strong>of</strong> good practice, as well as, demands for change in culture,<br />

structure and processes around procurement. Both public and private sectors see the huge<br />

potential <strong>of</strong> taking the extra step towards innovation, despite - or because <strong>of</strong> - the efficiency<br />

pressures we face. 2<br />

The event was organised by the SCI “flagship” project Demand and <strong>Innovation</strong> for Sustainable<br />

Consumption led by Andrew McMeekin and the ESRC/NESTA/BIS/TSB funded project<br />

Understanding Public Procurement <strong>of</strong> <strong>Innovation</strong>, UNDERPINN, led by Jakob Edler and Luke<br />

Georghiou.<br />

2. ‘International Review <strong>of</strong> Behaviour Change Initiatives’<br />

Our report ‘International Review <strong>of</strong> Behaviour Change Initiatives’ 3 was commissioned and<br />

published by the Scottish Government. The work was undertaken as part <strong>of</strong> the ESRC, Scottish<br />

Government and Defra funded Sustainable Practices <strong>Research</strong> Group as a contribution to current<br />

debates about the prospects for policy interventions to stimulate a shift to pro-environmental<br />

behaviours. The report was launched in Edinburgh with presentations and a panel discussion to an<br />

audience in excess <strong>of</strong> 100. Subsequently, the report has been referenced by the Scottish<br />

Environment Minister in the Scottish Parliament (January 2011) as written evidence for<br />

consideration by the ‘Transport Infrastructure And Climate Change Committee’, and its<br />

recommendations were incorporated (and cited as evidence) in the ‘Regulation <strong>of</strong> Energy Efficiency<br />

in Housing’ Report on the Scottish Government’s approach to energy efficiency regulation.<br />

Theme 5: Comparative innovation systems and economic development<br />

(lead Marcela Miozzo and Ronald Ramlogan)<br />

This theme broadly examines how different institutions governing business activities<br />

encourage firms and other strategic actors in national, regional, technological and sectoral<br />

innovation systems to develop varied organisational and technological capabilities to<br />

enable them to compete effectively in different kinds <strong>of</strong> industries and markets. Informed<br />

by an evolutionary perspective on economic dynamics, our research focuses on the<br />

heterogeneity in technological and organisational capabilities <strong>of</strong> firms and other<br />

organisations and regards growth as the outcome <strong>of</strong> the co-evolution <strong>of</strong> technologies, firms<br />

and industry structures. Methodologically we employ multiple methods to support our<br />

analyses, namely case studies, network analysis and econometric and other statistical<br />

methods. We make use <strong>of</strong> existing large integrated datasets as well as collecting primary<br />

data through specially tailored questionnaires and surveys.<br />

Specific issues researched under this theme include:<br />

how historical differences in institutions and policy measures in different countries<br />

result in contrasting patterns <strong>of</strong> technological and organizational learning;<br />

application <strong>of</strong> these concepts to both developed and less developed countries;<br />

integration <strong>of</strong> business and innovation systems framework;<br />

comparative analyses <strong>of</strong> sectors, especially biomedical and pharmaceutical, and the<br />

growth <strong>of</strong> service dominated economies, new forms <strong>of</strong> organisation and innovation<br />

in service sectors, and the differential performance <strong>of</strong> service economies; and<br />

the importance <strong>of</strong> multinational corporations, changes in the international division<br />

<strong>of</strong> labour <strong>of</strong> production and innovation, global outsourcing and <strong>of</strong>f-shoring<br />

strategies, changes in international trade and property rights regimes and their<br />

impact on the innovative capacity <strong>of</strong> different home and host countries.<br />

Within the reporting period, work in this area has focused on systems <strong>of</strong> innovation at<br />

sectoral, technological (knowledge areas), regional and national level, including developed<br />

and less developed countries. Among the sectors explored are the bio-medical, the<br />

university sector, the services sector, the infrastructure sector and the third sector (charity,<br />

NGOs etc). Particular attention has been paid to the effects on technological resources and<br />

assets <strong>of</strong> science-based firms when they are acquired by foreign firms. We have continued<br />

to study the organisation and strategy <strong>of</strong> services firms, including work on the capabilities<br />

<strong>of</strong> IT service firms and the organisation <strong>of</strong> design firms. We are also focused on the effect <strong>of</strong><br />

outsourcing and <strong>of</strong>f-shoring <strong>of</strong> knowledge intensive services on firms in developed and less<br />

developed countries. Finally, we are exploring the determinants <strong>of</strong> innovation in the<br />

infrastructure sectors.<br />

Key Highlights for 2011<br />

The following represent some key outcomes achieved during the year under this theme:<br />

Workshops: A half-day workshop on Social Media and International Development was held<br />

in collaboration with Centre for Development Informatics on 31 March 2011. The workshop<br />

was convened by Dr. Yanuar Nugroho and attracted over 30 participants from the UK,<br />

Netherlands, Indonesia, and Finland. Five papers were presented and one <strong>of</strong> the outcomes<br />

<strong>of</strong> the resulting deliberations was a funding proposal to the ESRC on ‘Social media<br />

innovation for civic activism in development and poverty alleviation’ led by Dr Nugroho. A<br />

journal special issue is being considered as a vehicle for publishing the workshop papers.<br />

Funding for New Studies: Pr<strong>of</strong>essors Philip Shapira and Alan Harding (<strong>Institute</strong> <strong>of</strong> Political<br />

and Economic Governance) secured new funding for a study on Sustaining Growth for<br />

Innovative New Enterprises from the Economic and Social <strong>Research</strong> Council (ESRC). This<br />

project will address issues and questions <strong>of</strong> sustainable growth, innovation and economic<br />

rebalancing by investigating the strategies behind innovative and high growth start-up<br />

enterprise in technology-oriented green manufacturing sectors. It will also investigate the<br />

role <strong>of</strong> regional clusters to understand about diverse pathways to innovation and growth<br />

across different regions.<br />

Pr<strong>of</strong>essor Marcela Miozzo and Dr Lori DiVito also obtained Follow on Funding from the<br />

Economic and Social <strong>Research</strong> Council for their project ‘Funding gap or trap Effect <strong>of</strong><br />

foreign acquisitions <strong>of</strong> science-based firms on local knowledge transfer and spillovers’ and<br />

Dr Elvira Uyarra also secured funding for a study on ‘The Co-operation <strong>of</strong> Science and<br />

Business as a Factor Enhancing Innovativeness <strong>of</strong> the Lodz Region’ from the European<br />

Commission.<br />

New funding applications: Continued interest in the links between processes <strong>of</strong> innovation<br />

and development and poverty reduction in developing countries resulted in four<br />

applications for funding new streams <strong>of</strong> research. The outcomes <strong>of</strong> these applications will<br />

be decided early in 2012.<br />

Key Networking activities in 2011:<br />

Close links with the Indonesian Ministry <strong>of</strong> <strong>Research</strong>, Science and Technology and the<br />

National <strong>Research</strong> Council have been established by Dr Nugroho. In 2011 he<br />

delivered two workshops on the concepts <strong>of</strong> ‘innovation systems’ and ‘triple helix’ for<br />

government <strong>of</strong>ficials. He received additional invitations from various Indonesian state<br />

and private universities to give public lectures on theme <strong>of</strong> ‘innovation and<br />

development’.<br />

Pr<strong>of</strong>essor Loveridge and Deborah Cox worked closely with UNESCO on the report<br />

‘<strong>Innovation</strong> for Development: Knowledge and <strong>Research</strong> Application to Address<br />

International Development Goals A Toolkit’. This toolkit is aimed at countries in the<br />

initial stages <strong>of</strong> development and is intended for use by planners, policy and decision<br />

makers, and other relevant bodies in government. UNESCO <strong>of</strong>ficials visited the<br />

<strong>Institute</strong> to discuss the report and future collaborations.<br />

Building on an invitation to present an overview <strong>of</strong> the <strong>Institute</strong>’s health related<br />

innovation research at the Mount Sinai Medical School in the USA in November 2010,<br />

Dr Consoli has continued to collaborate with academics from the Mount Sinai’s<br />

Department <strong>of</strong> Health Evidence and Policy. This resulted in new research in the area<br />

<strong>of</strong> clinical trials and a conference presentation at the Annual Meeting <strong>of</strong> the <strong>Institute</strong><br />

<strong>of</strong> Medicine in June, 2011 (Gelijns, A., Moskowitz, A., Consoli, D., Buterbaugh, K., Perl,<br />

M., Egorova, N. and Ascheim, D., Reinvigorating our failing clinical trials enterprise:<br />

What are the challenges)<br />

Dr Elvira Uyarra was invited by the Norwegian <strong>Research</strong> Council's Programme for<br />

Regional R&D and <strong>Innovation</strong> (VRI) to speak at their annual event in Trondheim on<br />

21-22 September. Dr Uyarra discussed the way the concept <strong>of</strong> ‘regional system <strong>of</strong><br />

innovation’ is used to inform policy and called for a more critical framework that<br />

incorporates policy dynamics and policy agency.<br />

Pr<strong>of</strong>essor Miozzo and Dr Lori DiVito were invited by the Department for Business,<br />

<strong>Innovation</strong> and Skills and the UK Trade and Investment to present the findings <strong>of</strong><br />

their research on ‘Cross-border acquisitions <strong>of</strong> science-based firms: their effect on<br />

innovation in the acquired firm and the local science and technology system’. Further<br />

presentations <strong>of</strong> this research were made at several universities in Spain by Pr<strong>of</strong>essor<br />

Miozzo.<br />

Links have been established with UN-HABITAT in Nairobi, Kenya. Pr<strong>of</strong>essor Banji<br />

Oyeyinka, the Director <strong>of</strong> Monitoring and <strong>Research</strong> was invited as an external PhD<br />

examiner. Pr<strong>of</strong>essor Oyeyinka expressed an interest in furthering the relationship<br />

between the <strong>Institute</strong> and UN-HABITAT through student internships in Nairobi and<br />

also <strong>of</strong>fered to facilitate greater linkages between innovation scholars across Africa<br />

and the <strong>Institute</strong>.<br />

Publications: During the last year members affiliated with this theme have continued to<br />

publish widely. Articles appeared in a range <strong>of</strong> journals including <strong>Research</strong> Policy, Industrial<br />

and Corporate Change, Journal <strong>of</strong> Evolutionary Economics and European Planning Studies.<br />

Theme 6: Inn<strong>of</strong>utures<br />

(lead Ian Miles)<br />

While the term “Foresight” remains contested (as discussed in Miles, 2010 4 ), and new<br />

terminology such as “Forward Looking Activities” is introduced in response to the internal<br />

logic <strong>of</strong> sponsoring organisations, scholarly understanding <strong>of</strong> foresight methods and<br />

principles and the use <strong>of</strong> such understanding in practice, continues to grow 5 .<br />

2011 saw the conclusion <strong>of</strong> four major studies designed to inform the European<br />

Commission’s strategies for creating a European <strong>Research</strong> Area (ERA). One <strong>of</strong> these, iKnow<br />

(see Box), was able to take the opportunity to develop new methods involving those<br />

elements <strong>of</strong> Foresight (Wild Cards and Weak Signals) that are generally considered to be<br />

the domain <strong>of</strong> unbridled creativity and inspired gurus. A second study, also coordinated by<br />

MIoIR, FarHorizon http://farhorizon.portals.mbs.ac.uk/ used success scenario<br />

methodologies as an action-based approach to building a shared vision among high-level<br />

decision-makers. Reports on Adaptation <strong>of</strong> agriculture to climate change, Dynamising<br />

<strong>Innovation</strong> Policy, Teaching & Learning in an ICT Society and Critical minerals and metals in<br />

the EU were presented and discussed. Participants included senior government figures up<br />

to minister level, industry experts and researchers from the domains explored or from the<br />

innovation and foresight communities. Workshop findings are significantly reflected in<br />

major new European initiatives.<br />

A further study dealing primarily with the ERA was SESTI (Scanning for Emerging Science<br />

and Technology Issues, where Pr<strong>of</strong>. Luke Georghiou is PI in <strong>Manchester</strong>, major involvement<br />

from Ozcan Saritas), exploring developments that may impact on the ERA generally (SESTI<br />

2011). This examined emerging issues in such fields as health, energy, and cognitive<br />

enhancement.<br />

The fourth concluded project was SANDERA, which examined the evolving relations<br />

between Security and Defence <strong>Research</strong> and the ERA (Andrew James was PI, leader <strong>of</strong> this<br />

multi-country study – see SANDERA 2011). The project grappled with the blurring <strong>of</strong> issues<br />

and actors across defence and security research, the evolution <strong>of</strong> relations between these<br />

fields and the main lines <strong>of</strong> work supported within the ERA, elaborating scenarios <strong>of</strong> very<br />

different plausible outcomes – with no change from the current status quo being highly<br />

unlikely.<br />

<strong>Research</strong> Highlight: iKnow<br />

iKnow was a research and horizon scanning project sponsored by the European Commission with<br />

the goal <strong>of</strong> advancing knowledge and tools that can help establish more proactive European<br />

research policy, that can anticipate and take into account emerging issues liable to impact on STI.<br />

The project took the opportunity <strong>of</strong> this research theme to develop more systematic methods for<br />

identification and appraisal <strong>of</strong> wild cards and weak signals (WI-WE). Foresight analysis has long<br />

recognised the importance <strong>of</strong> these phenomena, but systematic ways <strong>of</strong> dealing with them have<br />

been largely absent.<br />

iKnow has achieved, in addition to a great deal <strong>of</strong> output on STI issues, advance in foresight<br />

methods. Its website - http://wiwe.iknowfutures.eu/ - not only contains documentation on a large<br />

number <strong>of</strong> WI-WE but also provides tools, access to resources, instruments for Delphi surveys, that<br />

can be applied in other studies. Already two projects have adopted these tools in their own work, so<br />

that the website is becoming a portal applied in other projects. One is a further European study, and<br />

the other is horizon-scanning for the Centre for Workforce Intelligence (CfWI), a large initiative<br />

designed to inform health and social care workforce planning in the UK (see<br />

http://www.cfwi.org.uk/).<br />

iKnow <strong>of</strong>ficially concluded with the submission <strong>of</strong> a series <strong>of</strong> glossy reports, in the wake <strong>of</strong> a<br />

successful conference in Brussels at the end <strong>of</strong> 2011. A proposal for a successor project is currently<br />

under preparation; if successful, this will advance the used <strong>of</strong> social networking in development <strong>of</strong><br />

foresight appraisals. iKnow had a tremendous media and internet appeal, being one <strong>of</strong> the most<br />

“clicked” foresight projects and having had special features in prestigious Newspapers such as FT<br />

Germany and “Die Zeit”.<br />

In each <strong>of</strong> these two cases – and indeed in the case <strong>of</strong> iKnow, too – further publications and<br />

journal articles are being prepared for 2012. A fifth project exploring the future <strong>of</strong> Public<br />

<strong>Research</strong> <strong>Institute</strong>s, how they might develop within and contribute to the ERA (with Kate<br />

Barker as PI for <strong>Manchester</strong>) resulted already in a journal publication in 2011 (Cox et al,<br />

2011). In the European context, Rafael Popper is building on previous work mapping and<br />

surveying European (and world) Foresight activities with the European Foresight Platform<br />

(see EFP 2011 and www.mappingforesight.eu). Luke Georghiou has been appointed to the<br />

European Forum on Forward Looking Activities, a high level advisory body to the European<br />

Commission which will draw upon foresight and other findings to identify key issues <strong>of</strong><br />

significance for research and innovation policy or wider domains.<br />

The year also saw the publication by the UK government <strong>of</strong> earlier work by the Horizon<br />

Scanning Centre, to which Luke Georghiou had contributed, on Technology and <strong>Innovation</strong><br />

Futures http://www.bis.gov.uk/foresight/our-work/horizon-scanning-centre/technologyand-innovation-futures<br />

. This work, originally conducted for Her Majesty’s Treasury, was<br />

extensively cited in a recent major policy speech by the UK Science Minister David Willetts.<br />

Beyond EU projects, applied Foresight research is underway for a range <strong>of</strong> sponsors. This<br />

includes studies led by Ozcan Saritas for the Rockefeller Foundation (horizon-scanning – see<br />

Saritas and Miles, 2011 – a journal issue will be devoted to this activity in 2012). Ozcan has<br />

also led industrially-related work for INFO (the International Natural Fibres Association),<br />

involving scenario analyses and roadmapping and he has played a key role in Romanian<br />

foresight in connection with Higher Education.<br />

Rafael Popper’s extensive evaluation <strong>of</strong> the Colombian Foresight programme was published<br />

at the end <strong>of</strong> 2010, too late for the last annual report (Popper et al 2010); while Miles has a<br />

new study <strong>of</strong> evaluation practice in press, Miles, 2012). Dr Popper’s experience as foresight<br />

systems developer in the iKnow and EFP projects has led to the formation <strong>of</strong> Futures<br />

Diamond (a ‘spin-<strong>of</strong>f’ IT company in Czech Republic).<br />

Ian Miles is on the editorial board <strong>of</strong> three journals in the foresight field, and Dr. Ozcan<br />

Saritas is editor in chief for the journal Foresight, a key outlet linking high level academic<br />

understanding standing with impact on the practitioner foresight community. This gives<br />

MIoIR more scope to influence the quality and directions <strong>of</strong> research agenda in the field, to<br />

be involved in the extensive networks <strong>of</strong> Foresight researchers and practitioners, and to<br />

participate in academic and practitioner. Besides regular issues, special issues <strong>of</strong> the journal<br />

have been edited on “Foresight for Smart Globalisation”, “Emerging Areas in Technology<br />

Foresight”, “Anticipatory Systems and Future Studies” and “Is Africa the land <strong>of</strong> the<br />

Future” Four more special issues on other important topics are currently being edited<br />

including the “Impacts <strong>of</strong> Foresight”, “Horizon Scanning: Approaches and Methodology”, “Is<br />

Middle East the land <strong>of</strong> the Future”, “Future <strong>of</strong> Security and Defence in Europe”, and<br />

“Knowledge Intensive Business Services”. The journal issues have been well-received by<br />

Governmental Advisors, Public Agencies, R&D Managers, Corporate Planners, Academic<br />

<strong>Research</strong>ers and third sector decision makers, who are among the key journal audiences.<br />

As well as attracting high quality papers, the journal has encouraged existing and emerging<br />

researchers to improve their publications through good quality feedback in peer-reviewing<br />

processes.<br />

Further, Dr. Saritas has been involved in the Romanian National Foresight project on the<br />

“Quality and Leadership in Higher Education” as a scientific advisor on Foresight. The main<br />

goal <strong>of</strong> the project is to develop a vision and a strategy for the Romanian higher education<br />

system (within year 2025 time horizon), in order to ground medium and long term policies,<br />

and to contribute to improving the financial and strategic management <strong>of</strong> Universities. The<br />

project is sponsored by the Romanian Government Ministry <strong>of</strong> Labour, Family and Social<br />

Protection and implemented by the Executive Agency for Higher Education and <strong>Research</strong><br />

Funding. The Systemic Foresight Methodology developed by Dr. Saritas has been used as a<br />

key methodological approach for the Foresight exercises and has been described fully in<br />

the “Blueprint for Organising Foresight in Universities”, which provides practical solutions<br />

to challenges that universities might be confronted with while conducting their own<br />

foresight exercises. Blueprint for Organizing Foresight in Universities was published by the<br />

Romanian Academy and has been distributed in Romanian universities as a support<br />

instrument for conducting their institutional Foresight exercises. The Blueprint has been<br />

presented as a success story in the newsletter <strong>of</strong> the Strategic Projects for Romanian Higher<br />

Education newsletter (2010/no.2) 6 . A national newspaper published an article on the<br />

blueprint).<br />

This year the theme has published major, highly visible reports (e.g. around iKnow and<br />

SANDERA, as well as the European Foresight Platform, for the Colombian Government, as<br />

well as for the Rockefeller Foundation) and articles in Foresight (article on Metrology,<br />

article on combined methods and on support for future management <strong>of</strong> IP in Universities),<br />

Futures (methods for FTA; future governance approaches) and a Russian language<br />

Foresight Journal. Further, in 2011 a Spanish edition <strong>of</strong> the Handbook <strong>of</strong> Technology<br />

Foresight was published.<br />

Horizontal <strong>Research</strong> Groups<br />

<strong>Innovation</strong> in Defence, Security and Aerospace<br />

(lead Andrew James)<br />

The MIoIR research theme on innovation and public policy in the aerospace, security and<br />

defence sectors continued to broaden and deepen its activities and increase its visibility<br />

during 2011. MIoIR staff led a number <strong>of</strong> major projects. SANDERA – The Impact <strong>of</strong><br />

Security and Defence Policies on the European <strong>Research</strong> Area – a two year foresight<br />

project funded under the Seventh Framework Programme Socio-Economic Sciences and<br />

Humanities programme – came to a successful conclusion. A project on methods for<br />

costing defence systems was completed in 2011, and a follow-up project on business<br />

models for defence equipment support was started. Both were funded by the US<br />

Department <strong>of</strong> Defense.<br />

MIoIR continued its contribution to European Commission policy development in this<br />

field through studies on Regulatory Framework, Certification and Conformity Assessment<br />

in the Security Sector; Pre-Commercial Procurement in the Field <strong>of</strong> Security; and Civil-<br />

Military Synergies in the field <strong>of</strong> Security.<br />

MIoIR staff have presented papers at a number <strong>of</strong> leading international academic<br />

conferences including the International Studies Association annual conference in<br />

Montreal, the Science and <strong>Innovation</strong> Policy Conference, Atlanta and the 8th Annual<br />

Acquisition <strong>Research</strong> Symposium and at the Naval Postgraduate School, Monterey,<br />

California. MIoIR staff have also been invited speakers at the Swedish National Defence<br />

College and the University <strong>of</strong> St Gallen, Switzerland.<br />

Nanotechnologies: Governance, Policy and Society<br />

(lead Sally Randles)<br />

Recent years have witnessed a number <strong>of</strong> trends in the governance, policy and social<br />

studies <strong>of</strong> Nanosciences and Nanotechnologies (N&N), setting the scene for developing<br />

new directions in policy, innovation and social, economic and management research.<br />

Already anticipated by the establishment <strong>of</strong> S.NET in 2009 (The Society for the Study <strong>of</strong><br />

Nanoscience and Emerging Technologies), N&N is increasingly understood as an arena<br />

worthy <strong>of</strong> social science research in its own right, but perhaps more significantly as a<br />

case-example and precedent for the study <strong>of</strong> a broader class <strong>of</strong> emergent technologies<br />

where particular conditions apply. These are conditions which combine fundamental<br />

uncertainty with the ubiquity that comes with pervasive penetration into everyday lives;<br />

production/consumption at industrial scale; impacting across a range <strong>of</strong> sectors and<br />

applications as an enabling or platform technology; and the potential to produce a step<br />

change in broader sweeps <strong>of</strong> technological innovation, productivity and economic<br />

growth. A further condition pertains to the possibilities for public controversy arising<br />

from perceived safety or ethical harm resulting from the development <strong>of</strong> a particular<br />

class <strong>of</strong> technologies potentially creating societal counter-movements <strong>of</strong> various kinds.<br />

These conditions lay the seed-bed for new and alternative interventions in the<br />

governance <strong>of</strong> emerging technologies, such as organised public deliberation and<br />

participation initiatives, the design and introduction <strong>of</strong> new governance instruments such<br />

as Codes <strong>of</strong> Conduct for the responsible development and commercialisation <strong>of</strong> new<br />

technologies; and corporate responsibility and ‘stage-gate’ assessment exercises etc.<br />

Alongside the emergence <strong>of</strong> new technologies we witness new multi-actor experiments<br />

in participatory governance complementing traditional State-regulation and ‘hard’ law<br />

varying significantly from country to country. So, latest and forthcoming rounds <strong>of</strong><br />

technological innovation are increasingly co-developed with innovations in their<br />

governance. Within this contested and negotiated arena <strong>of</strong> governance innovations, we<br />

witness recent shifts in debates and practices. Grand, speculative, future narratives are<br />

less evident. Indeed, the term de-futurisation (Zülsdorf et al 2011)7 captures a research<br />

trend mirroring the reality that, for example, N&N is no longer an object for speculation<br />

as to long-term future impacts, but is entering everyday lives ‘for real’ and ‘for now’.<br />

MIoIR researchers have been pro-active not only in participating, but crucially, in shaping<br />

these debates and research trajectories. Highlights from the engagement and research<br />

activities <strong>of</strong> MIoIR staff in 2011 include:<br />

A strategic collaboration ‘ the <strong>Innovation</strong> Co-Lab’ has been established between the<br />

Georgia <strong>Institute</strong> <strong>of</strong> Technology School <strong>of</strong> Public Policy, Atlanta USA (GT); the Beijing<br />

<strong>Institute</strong> <strong>of</strong> Technology Lab <strong>of</strong> Knowledge Discovery and Data Analysis, Beijing China<br />

(BIT) and the <strong>Manchester</strong> <strong>Institute</strong> <strong>of</strong> <strong>Innovation</strong> <strong>Research</strong> (PI for MIoIR Pr<strong>of</strong>essor<br />

Philip Shapira). The <strong>Innovation</strong> Co-Lab engages researchers in mutually developed<br />

research collaborations, researcher exchanges, training, methodology development<br />

and other related activities in the domain <strong>of</strong> science, technology, and innovation<br />

management and policy. During 2011 a Co-Lab workshop involving senior and junior<br />

researchers from all three institutes took place at MIoIR <strong>Manchester</strong> (20/21 June); and<br />

was followed by a further workshop hosted by GT in Atlanta (12/13 September). Both<br />

workshops were financially supported by the British Council. Co-lab activity covers<br />

collaborative bidding, young researcher forums, short-course provision (policy<br />

evaluation, foresight, advanced quantitative methods), methodological development<br />

such as the innovative large-scale web-scraping methods; and sharing <strong>of</strong> research<br />

outputs. Monthly virtual e-lab conferences support the face to face meetings. The<br />

<strong>Innovation</strong> Co-Lab is hosting a conference, short courses, and programme <strong>of</strong> fieldwork<br />

and PhD visits from MIoIR and GT young researchers to BIT in Beijing in May 2012. The<br />

<strong>Innovation</strong> Co-Lab serves as a model for China-USA-UK strategic collaboration. The Co-<br />

Lab researchers from MIoIR include Philip Shapira, Evgeny Klochikhin, Ozcan Saritas,<br />

Abdullah Gok, Sally Randles, Elvira Uyarra, Kieron Flanagan, and Denis Loveridge.<br />

A <strong>Research</strong> Team Leader with the Center for Nanotechnology in Society at Arizona<br />

State University (CNS-ASU). Philip participated (with Sally Randles) with CNS colleagues<br />

in a workshop considering future directions in International and US societal research<br />

and policy in emergent technologies and the future role <strong>of</strong> CNS (Arizona State<br />

University, November 2011). Pr<strong>of</strong>essor Shapira serves as a Board Member for the<br />

Study <strong>of</strong> Nanoscience and Emerging Technologies. He has been commissioned by the<br />

OECD to prepare a paper on the economic valuation <strong>of</strong> green nanotechnologies, to be<br />

presented at an OECD nanotechnology workshop in Washington DC, March 2012.<br />

Dr Sally Randles is a registered advisor to the European Commission on the societal<br />

dimensions <strong>of</strong> N&N. In 2011 Randles<br />

o Hosted at MIoIR the UK stakeholder workshop consultation on UK responses to,<br />

and future prospects for, the EU Code <strong>of</strong> Conduct for Responsible Nanosciences<br />

and Nanotechnologies <strong>Research</strong>, on behalf <strong>of</strong> the Glasgow based UK <strong>Institute</strong> for<br />

Nanotechnology as part <strong>of</strong> the trans-Europe stakeholder consultation on the Code<br />

<strong>of</strong> Conduct commissioned by the EU FP7.<br />

o Was an invited speaker at the final UK National Conference <strong>of</strong> the Consultation on<br />

the EU Code <strong>of</strong> Conduct for Responsible N&N <strong>Research</strong>, 24 November 2011,<br />

London. Her presentation was entitled (Transatlantic) conversations, (Actor)<br />

strategies, and (International) perspectives on Responsible <strong>Innovation</strong> and<br />

Responsible Governance (RI-RG).<br />

o Co-organised and chaired (with Dr Jan Youtie, Georgia <strong>Institute</strong> <strong>of</strong> Technology,<br />

Atlanta, USA) a Roundtable on Responsible <strong>Innovation</strong> and Responsible<br />

Governance at the 3rd S.NET conference (7-10 November, 2011, Tempe, Arizona)<br />

with input from key academic and policy entrepreneurs from Europe and the USA:<br />

Pr<strong>of</strong>essor Arie Rip, Dr Fern Wickson, Dr Rene VonSchomberg, Pr<strong>of</strong>essor Philip<br />

Shapira, Pr<strong>of</strong>essor Dave Guston, Dr Barbara Hawthorn.<br />

Further, there are a range <strong>of</strong> PhD and post-doc projects in the area <strong>of</strong> nanotechnology<br />

and emerging technologies PhD, including Post-Doc Alain Bovet, who has secured<br />

funding from the Swiss National <strong>Research</strong> Council to undertake a two-year research<br />

scholarship on controversy and the (de)politicisation <strong>of</strong> nanotechnology, comparing<br />

UK and France. The first year (Sept 2011-2012) involves a visiting fellowship to MIoIR<br />

(supervised by Sally Randles and Philippe Laredo). Pr<strong>of</strong>essor Philippe Laredo with Sally<br />

Randles and Yanuar Nugroho have been and still are working closely with a cluster <strong>of</strong><br />

MIoIR PhDs on the emerging topic <strong>of</strong> Responsible <strong>Innovation</strong>, Governance, Society and<br />

Markets.<br />

3. PhD <strong>Research</strong> and Training<br />

The <strong>Institute</strong> runs a PhD programme with a total <strong>of</strong> 40 doctoral students supervised by<br />

<strong>Institute</strong> staff. In 2011, nine new starters arrived. This means we have an additional PhD<br />

researcher working on corporate social responsibility and innovation and new starters to<br />

join themes on evaluation, sustainability, services and regional dimensions <strong>of</strong> innovation<br />

policy. They are following the MIoIR/MBS training pathway, which consists <strong>of</strong> core courses<br />

in epistemology and literature/topic development, and a suite <strong>of</strong> workshops on<br />

quantitative and qualitative methods, including statistics and techniques such as network<br />

analysis. MIoIR staff contribute to the whole MBS doctoral training programme, taking<br />

responsibility for the ‘Philosophy and Epistemology <strong>of</strong> Management <strong>Research</strong>’ core course<br />

and one cohort <strong>of</strong> the ‘Literature Review’ core and delivering workshop style courses on<br />

‘Elite Interviewing’ ‘Social Network Analysis’ and ‘Managing Large Datasets’ . Pr<strong>of</strong>essor<br />

Philippe Laredo, with support from Kate Barker, leads the core course for MIoIR PhDs (and<br />

any others who wish to join) where the PhD researchers undertake a “mini-PhD” project in<br />

a small group and present their work for debate and discussion, complemented by lectures<br />

presenting key concepts and disciplinary perspectives. They participated in the MBS annual<br />

doctoral conference.<br />

Core elements <strong>of</strong> the MIOIR PhD Doctoral experience<br />

The following elements to the MIoIR Doctoral experience which help us build a strong peer<br />

community <strong>of</strong> early career researchers:<br />

- All PhDs have two supervisors selected from eligible MIoIR academic and research staff. In some<br />

cases co-supervisors are drawn from other schools and parts <strong>of</strong> MBS depending on the research<br />

topic<br />

- All undertake a structured programme <strong>of</strong> training in their first year, leading to an ‘Upgrade’<br />

Review to approve continuation to year two, with annual progress reviews thereafter adjudicated<br />

by a formal panel.<br />

- All research projects contain fieldwork activities within the research methodology.<br />

- We maximise the involvement <strong>of</strong> our Doctoral community in the work <strong>of</strong> the <strong>Institute</strong>, through<br />

opportunities to work on MIoIR <strong>Research</strong> projects and contracts (17 in 2010/11) and as Teaching<br />

Assistants.<br />

- The Doctoral community organise their own internal seminars to support each other in terms <strong>of</strong><br />

Doctoral development, which the MIoIR <strong>Research</strong>ers and academics attend to provide feedback;<br />

and participate actively in the MIoIR seminar series.<br />

- All have multiple opportunities and are encouraged to attend international conferences to present<br />

their work and access peer networks. All present at the MBS Doctoral Conference at the end <strong>of</strong><br />

their first year, and produce posters for display first at internal MIoIR poster days, and at<br />

international conferences.<br />

- All have opportunities to produce articles for submission to high-ranking journals, on their own or<br />

co-authoring with supervisors.<br />

Our second and third year students designed and presented posters on their PhDs at the<br />

MIoIR Poster day. Staff and fellow doctoral researchers spend the day touring the posters<br />

and many are now on display in the <strong>Institute</strong> building. Several participated in the EU-SPRI<br />

doctoral conference held at MIoIR in September 2011.<br />

Several MIoIR PhDs had great success in 2011 and we will seek to maintain links with them.<br />

Christopher Guta defended his outstanding thesis on the effects <strong>of</strong> learning and innovation<br />

on development, focusing on Malawi. He will return to his post as the Director General <strong>of</strong><br />

the Malawi Industrial <strong>Research</strong> and Technology Development Centre while continuing to<br />

explore research on innovation in under developed countries. Aini Susana Ariffin submitted<br />

a thesis on public research institutes in Malaysia and returned there in November to take<br />

up a senior policy post in the Prime Minister’s Office, concerned with implementing<br />

innovation policy. Hsing-Fen Lee has taken up a <strong>Research</strong> Assistant post at MIoIR, to<br />

contribute to quantitative analysis in the ESRC project on intellectual property strategies in<br />

service firms with Dr Panos Desyllas, and Pr<strong>of</strong>essors Miozzo and Miles. This post was highly<br />

competitive and Hsing Fen’s excellent quantitative research skills were a key factor in her<br />

selection for an <strong>Institute</strong> position.<br />

The following table give an overview <strong>of</strong> the theme distribution and the national origins <strong>of</strong><br />

our past (since 2007) and current PhD. This shows a particular strength in innovation<br />

management topics and it confirms the global outreach <strong>of</strong> the <strong>Institute</strong>, especially as<br />

regards Asia and the EU.<br />

4. Engagement and consultancy work<br />

Throughout 2011 the <strong>Institute</strong> has continued to extend its already long history <strong>of</strong><br />

engagement with the users and beneficiaries <strong>of</strong> its research. Continued emphasis, on the<br />

part <strong>of</strong> policy makers and funding bodies, on the demonstration <strong>of</strong> the relevance and<br />

impact <strong>of</strong> research has meant that such engagement remains both a focus and recognised<br />

strength <strong>of</strong> the <strong>Institute</strong>’s activities. Hence, the <strong>Institute</strong> has continued to undertake<br />

research and consultancy that has a strong influence on business strategy and<br />

management (for example under Theme 1) and on Government policy at a range <strong>of</strong> levels<br />

(largely within, but not restricted to, the context <strong>of</strong> Theme 3).<br />

One <strong>of</strong> our guiding principles is to endeavour to be highly selective and undertake<br />

consultancy activities that combine a high level <strong>of</strong> influence and visibility (at the highest<br />

levels <strong>of</strong> business, public administration and government or international organisations),<br />

provide a contribution to our academic research programme and enable the codevelopment<br />

<strong>of</strong> leading edge concepts with a range <strong>of</strong> major stakeholders.<br />

In 2011, the <strong>Institute</strong> once again was able to maintain its high pr<strong>of</strong>ile engagement with<br />

businesses and policymaking bodies at all levels (regional, national, European and<br />

international). The activities described below <strong>of</strong>fer a brief indication <strong>of</strong> the extent <strong>of</strong> our<br />

involvement with firms and policy-making bodies, whilst our publications provide more<br />

extensive evidence <strong>of</strong> these types <strong>of</strong> engagement.<br />

Highlights<br />

As in previous years, there has been continuing development towards mixed funding<br />

models that combine academic work with our engagement activities. For example,<br />

continued work on a large scale project in the area <strong>of</strong> public procurement and innovation,<br />

financed by a consortium <strong>of</strong> UK actors including ESRC, BIS, NESTA and the Technology<br />

Strategy Board. All funding partners are closely engaged, seeking to utilise the results for<br />

their stakeholders, while the project itself was peer-reviewed by ESRC. The project’s<br />

stakeholder partner board comprises Rolls Royce, Amadeus Ltd, NWDA, the Whitehall<br />

<strong>Innovation</strong> Hub, <strong>Manchester</strong> Enterprise and the Office <strong>of</strong> Government Commerce. A<br />

further example is the continuation <strong>of</strong> a large scale project funded by SCI on the role <strong>of</strong><br />

private and public purchasing for innovation. The project attracts keen business policy<br />

interest from the UK retailer, Tesco, which forms the major sponsor and also informs the<br />

SCI stakeholders on a regular basis, whilst strongly preserving the academic freedom to<br />

disseminate findings more widely. An in-depth collaborative study on the management <strong>of</strong><br />

relationships inside TESCO and with suppliers as regards a turn towards sustainable supply<br />

chains has been started in 2011.<br />

Building on previous work in the area, January 2011 saw the commencement <strong>of</strong> another<br />

ambitious project for and with NESTA, the compilation <strong>of</strong> the most comprehensive<br />

compendium <strong>of</strong> evidence on the impact <strong>of</strong> innovation support measures (see highlight<br />

theme 3). This project seeks to create high visibility and engagement with policy makers<br />

and societal groups across the whole spectrum <strong>of</strong> policy intervention.<br />

During 2011, in terms <strong>of</strong> engagement with policy makers, RTD performers and major<br />

stakeholders in our areas <strong>of</strong> interest, staff in the <strong>Institute</strong> have participated in more than 20<br />

European Commission Framework programme research and consultancy projects. These<br />

research projects typically require the formulation <strong>of</strong> cross border research teams and<br />

<strong>of</strong>ten incorporate RTD performers. The outputs from the research activities are fed directly<br />

to the EC appointed project <strong>of</strong>ficers and inform the European Commission’s policy process.<br />

Other major consultancy projects during the year included UNESCO, the OECD, the<br />

Norwegian <strong>Research</strong> Council, the Humanist <strong>Institute</strong> for Development Cooperation (HIVO),<br />

the Czech Government, and the Regions <strong>of</strong> Puglia and Trento in Italy.<br />

Finally, through their membership <strong>of</strong> a number <strong>of</strong> international networks and management<br />

bodies, staff <strong>of</strong> the <strong>Institute</strong> are able to influence the direction and shape <strong>of</strong> European STI<br />

policy initiatives. Examples <strong>of</strong> such bodies include the management committees for<br />

ERAWATCH and ETEPS (the European Techno-Economic Support network), the project<br />

conducted within those networks are listed in the project table at the back <strong>of</strong> the<br />

document.<br />

5. Executive Education<br />

In 2011, we have further broadened the activities in Executive Education. We have<br />

delivered our three standing courses on Foresight, Evaluation and Science and <strong>Innovation</strong><br />

Policy and added a tailored course for the Korean <strong>Institute</strong> <strong>of</strong> S&T Evaluation and Planning<br />

(KISTEP). Altogether we trained 72 mid and senior <strong>of</strong>ficials <strong>of</strong> Ministries, <strong>Innovation</strong> and<br />

Science agencies, think tanks and firms from 27 countries. We saw again a geographical<br />

broadening, participants increasingly coming from African and Asian countries as well as<br />

Latin America (mainly Foresight). Discussions with some <strong>of</strong> the participants have led to first<br />

plans to expand the executive education geographically.<br />

6. Organising Academic Discourse: Seminars 2011<br />

External seminars<br />

The weekly seminar series for 2011 has seen the participation <strong>of</strong> high pr<strong>of</strong>ile researchers<br />

and some emergent and fast rising researchers in UK, Europe and Australia. Our invited<br />

speakers cover a broad range <strong>of</strong> areas in innovation, from economics, management, to<br />

policy and environmental aspects, so to involve all members <strong>of</strong> staff, and contributing to<br />

the integration <strong>of</strong> staff who tend to work more closely to colleagues in their project or<br />

theme. The programme for the coming months is similarly varied. For a full list <strong>of</strong> speakers<br />

see the table in the latter section <strong>of</strong> the report, “External Seminar Series”.<br />

Internal seminars<br />

Internal seminars are scheduled once a month and allow staff to present work in progress,<br />

normally papers, or drafts for proposals. These seminars are more informal and allow for<br />

more and deeper discussion among the participants.<br />

Writers’ club<br />

In addition to the internal seminars there is a “writers’ club” which is dedicated to<br />

providing more concrete feedback on written work to the authors. This is the outcome <strong>of</strong> a<br />

bottom up initiative led by a member <strong>of</strong> staff currently on study leave. The club has been<br />

continued enthusiastically by colleagues, again in a bottom up fashion.<br />
