Actions Actions Department Initiated Completion Considering the City of Langford District Energy Pre-feasibility Analysis, explore the opportunities to plan for a centralized district energy system. Develop District Energy and Distributed Renewable Energy Program. Explore the establishment of a service area bylaw in designated areas requiring that new buildings be designed to connect to a district energy system (new buildings would be required to have hydronic heating systems). Create a mechanism to facilitate the ownership and operation of district energy utility systems in other areas such as a neighbourhood utility model. City of Langford District Energy Pre-feasibility Analysis The City engaged Compass Resource Management to conduct a pre-feasibility level study to evaluate the potential for a district energy system in Langford’s Pedestrian Town Centre. Towards achieving higher density land use targets within the next 20 years, the Pedestrian Town Centre may be an area that could be designated a “District Energy Zone.” According to the consultant, the opportunity to construct a District Energy System in the downtown core may be feasible sooner if there is a faster build out rate and the density is concentrated in strategic areas close to heat sources (e.g. sewer lift stations, parks). Once a district heating system is constructed in the Pedestrian Town Centre there are opportunities to expand the infrastructure and allow existing or new buildings to connect providing that they contain hydronic heating systems. 17
