Background As the plan was developed the team members prioritized opportunities in accordance with the “4R’s” of community energy planning. The first priority is to reduce energy demand through better community design and more efficient buildings and infrastructure. Once demand is reduced opportunities are sought for recovering waste heat, using renewable heat, and then generating energy using clean, local, renewable sources. While the latter strategies are often what captures the public’s imagination (e.g. photovoltaic solar panels, wind turbines), the former strategies play the most important role in addressing energy and emissions issues. Introduction The focus of CEERS is the production of a comprehensive long term framework to achieve significant reductions in the use of energy and water, both at a community-wide level and an operational level, and to reduce greenhouse gas emissions within the City. CEERS will build upon the enabling policies in Langford’s existing sustainability-focused and award-winning Official Community Plan (OCP). The CEERS document will be treated as a “living document,” and the strategies outlined in this document will evolve over time in response to changes, uncertainties and adaptations locally and globally. The strategy is divided into six categories where each category has specific goals, aggressive targets, and actions to reduce overall community emissions 33% below 2007 levels by 2050 and per-capita emissions to 1 tonne of CO 2 e per capita per year while the population grows from 25,000 to 89,000. One tonne of CO 2 e per capita per year is consistent with the BC provincial government’s target. Overarching Approach Overarching Principles 1. Integrate CEERS perspective into all aspects of community planning. Create mechanisms to incorporate energy and emissions considerations into all municipal decision making. 2. Collaborate with a broad range of stakeholders to implement CEERS (e.g. other levels of government, neighbouring municipalities, local industry and institutions, and First Nations). 3. Use CEERS as a catalyst for better integration/engagement of the City, BC Transit, the development industry, local institutions, and neighbouring municipalities.
