of the citizens cannot afford basic healthcare<br />
facilities. Also the province like the<br />
Eastern Cape has a higher concentration of<br />
residents who live in remote or rural areas.<br />
Residents who live in rural areas at times<br />
travel greater distances to access different<br />
points of the health care delivery system. In<br />
most instances health care facilities in these<br />
areas are limited or there are just not enough<br />
healthcare work-forces. The Government<br />
should implement a focused programme<br />
to improve operational efficiencies including<br />
clear devolution of district and hospital<br />
authorities, simplification and better use of<br />
management information, and better financial<br />
and performance accounting. If the<br />
provision of health and medical services is<br />
isolated and not seen in the context of poverty<br />
reduction, then poor will continue to<br />
experiences problems and the current trends<br />
will still be maintained.<br />
