AND OTHERS READY FOR A WORLD CONSTITUENT ASSEMBLY<br />

Dear Residents of Earth:<br />

Despite rumblings of war, the time has come for every organization and<br />

every person wanting <strong>to</strong> participate in or assist the World Constituent<br />

Assembly, <strong>to</strong> make definite preparations <strong>to</strong> come or send delegates <strong>to</strong> the<br />

1991 WORLD CONSTITUENT ASSEMBLY.<br />

LOCATION -- Montazah Shera<strong>to</strong>n Hotel, Alexandria, Egypt;<br />

TIME -- 29th April <strong>to</strong> 9th May, 1991.<br />

Decision on the location was made at the meeting of the Prepara<strong>to</strong>ry<br />

Committee at Lucerne, Switzerland, in November. A further report on<br />

this meeting, <strong>to</strong>gether with a ballot for the election of the Direc<strong>to</strong>rate<br />

for the Prepara<strong>to</strong>ry Committee, will be sent soon. My purpose in this<br />

letter is <strong>to</strong> urgently request rapid action <strong>to</strong> prepare delegates <strong>to</strong> attend<br />

the Assembly. Please take care of the following:<br />

CREDENTIALS: Each delegate must have credentials per the terms of<br />

the CALL. Delegates <strong>to</strong> previous sessions must renew their credentials,<br />

since previous credentials are no longer valid. Therefore, be sure <strong>to</strong><br />

establish your credentials in ONE of tlie following ways:<br />

1. A Resolution passed by one or more organizations with <strong>to</strong>tal membership<br />

of 5,000 or more. The resolution must include a statement of<br />

support for the World Constituent Assembly and its objectives. A<br />

model resolution form for• organizations or communities is enclosed.<br />

Be sure <strong>to</strong> complete every part of the resolution, including the number<br />

of members of the organization. Please note: delegates <strong>to</strong> the<br />

Prepara<strong>to</strong>ry Committee are not au<strong>to</strong>matically delegates <strong>to</strong> the World<br />

Constituent Assembly.<br />

2. An Advertisement or Announcement or News Release published in one<br />

or more periodicals, having <strong>to</strong>tal circulation of 25,000. The advertisement<br />

or announcement must state the purposes of the World Constituent<br />

Assembly, the dates and location, and the fact that certain individuals<br />

named in the advertisement are attending the World Constituent Assembly<br />

as delegates. Three model advertisements or announcements are<br />

enclosed for your use:<br />

a) A long form, headed FIRST PRIORITY FOR SURVIVAL;<br />

b) A short form, headed "I Am Tired of Wars and Threats of Wars";<br />

c) Copy of the ad which appears in the February issue of SOUTH<br />

magazine, ·paid for by Philip and Margaret lsely. You may put the<br />

same ad in some other magazine, with explana<strong>to</strong>ry note that you<br />

will attend the World Constituent Assembly as delegate.<br />

d) In addition <strong>to</strong> the model advertisements, we enclose a model news<br />
