Therefore, 1 of ____________________ _ will attend as a Peoples Delegate the World constituent Assembly which convenes from 29th April <strong>to</strong> 9th May, 1991, at Alexandria, Egypt, in the Montazah Shera<strong>to</strong>n Hotel, with delegates invited from the people and from national governments of all countries. Purposes of the Assembly are <strong>to</strong> review the Constitution for the Federation of Earth, for which I affirm general support, and <strong>to</strong> debate and adopt possible amendments, then <strong>to</strong> prepare a global ratification campaign for the inauguration of democratic federal world government given authority <strong>to</strong> supervise disarmament and solve supra-national problems. Exhibit L Plan for Collaboration in Organizing a World Constituent Assembly for 1990 (1991) The Plan {Exhibit M) was prepared in late 1987, in conjunction with the proposed 4th convening of a World Constituent Assembly. The original target date for this meeting was December 1990. How· ever, it was later changed <strong>to</strong> April29-May 9, 1991 and the selected meeting site was moved from Alexandria, Egypt, <strong>to</strong> lisbon, Portugal. According <strong>to</strong> article 9 of the proposal {Exhibit M2), •Preference for location shall be given <strong>to</strong> a country whose national government or legislature has already given Provisional Ratification <strong>to</strong> the Con· stitution for the Federation of Earth." If the Prepara<strong>to</strong>ry Committee abides by its own rules, then apparently, Egypt and Portugal have already ratified the world constitution, since they were the consid· ered meeting sites. The final ratification campaign began at the convention in Usbon. However, based on what I already know, the WCPA Is not expecting this campaign <strong>to</strong> bring us in<strong>to</strong> a world government overnight They realize that it may take a few more years of concerted effort and preparation. Hence, there will probably be more such meetings in the near future. Part Two-The WCPA 183 Note the effort <strong>to</strong> compare the current endeavor of the WCPA <strong>to</strong> the endeavors of our founding fathers leading up <strong>to</strong> the acceptance of the U.S. Constitution {Exhibit M3), using this his<strong>to</strong>rical event of 1787 as an example of how a Constitutional Convention, held for the purpose of making only minor revisions, can lead <strong>to</strong> the production of an entirely new constitution. The document ends by presenting a ten point plan {Exhibit M2) that was <strong>to</strong> result in the convening of the 4th World Constituent Assembly. Everything went as planned except that the date and location of the meeting was changed. It is hoped, in the not <strong>to</strong>o distant future, a few hitches will develop!
