<strong>Job</strong> purpose<br />
To have specific responsibilities for maintaining, contributing to <strong>and</strong> reporting on<br />
Audit compliance, Development Procedures, the Design <strong>and</strong> Project toolkits,<br />
Design/Community Forum <strong>and</strong> Key Performance indicators <strong>and</strong> annual resident<br />
satisfaction reports. To coach <strong>and</strong> support the whole development team on<br />
matters of compliance <strong>and</strong> best practice. To positively promote the <strong>Spectrum</strong><br />
<strong>Group</strong> <strong>and</strong> its activities to its customers <strong>and</strong> other stakeholders.<br />
MAIN RESPONSIBILITIES.<br />
• Acting at a consortium <strong>and</strong> SHG (<strong>Spectrum</strong> <strong>Housing</strong> <strong>Group</strong>) level:<br />
o To manage, maintain <strong>and</strong> update the Development teams contract documents<br />
(The Design <strong>and</strong> Project Toolkits)<br />
o To manage the Audit compliance processes to ensure that the requirements of<br />
the HCA funding <strong>and</strong> Audit regime are delivered<br />
o To manage the Key Performance Indications collection <strong>and</strong> strategic direction of<br />
performance measures, providing reports for use at Board level<br />
o To deliver the Annual Consortium Resident Satisfaction Reports <strong>and</strong> to ensure<br />
there are reported in the annual Resident Development Conference. Making<br />
recommendations for continuous improvement.<br />
o To actively identify opportunities to extent the Consortium services to new<br />
partners, reporting annually on business development opportunities <strong>and</strong> potential<br />
additional income streams. Securing these against appropriate legal contracts<br />
<strong>and</strong> ensuring appropriate insurance cover for services provision is in place.<br />
• Acting for SHG<br />
o To have lead responsibility for SPH’s interface with residents, asset <strong>and</strong> other<br />
stakeholder groups to ensure design <strong>and</strong> compliance requirements are achieved<br />
<strong>and</strong> team training <strong>and</strong> procedures are robust.<br />
o To lead for the development team <strong>and</strong> to work along side the Service<br />
Improvement <strong>Group</strong>s, providing leadership, support, expertise <strong>and</strong> training to<br />
ensure that the quality of design <strong>and</strong> homes is appropriate to maximise whole life<br />
cost benefits <strong>and</strong> resident satisfaction throughout the life of projects.<br />
o To evolve <strong>and</strong> collate our homes portfolios across all tenures. Collating a register<br />
of st<strong>and</strong>ard solutions <strong>and</strong> working towards a ‘st<strong>and</strong>ard house type’ model to<br />
support our requirement for increased profits, value for money <strong>and</strong> business<br />
efficiency.<br />
o To ensure that development processes <strong>and</strong> practices comply with financial<br />
regulations <strong>and</strong> st<strong>and</strong>ing orders. Ensuring a focus on cross cutting organisational<br />
Value for Money, Equality, Diversity <strong>and</strong> Inclusion, Health <strong>and</strong> Safety <strong>and</strong>
Environmental strategies <strong>and</strong> these are embedded into our documents <strong>and</strong><br />
training.<br />
o As required to provide cover, where necessary, in providing Project management<br />
Services <strong>and</strong> to engage in supporting project managers in matters arising from<br />
their work that could arise in relation to resident satisfaction or whole life costs.<br />
o To collaborate with the <strong>Group</strong> Contracts Manager <strong>and</strong> <strong>Group</strong> New Business<br />
Manager to ensure a co-ordinated approach is achieved on the production <strong>and</strong><br />
maintaining of the Development Manual <strong>and</strong> Development Process Flow Charts.<br />

MAIN RESPONSIBILITIES – GENERAL<br />
• To keep abreast of the latest developments in <strong>and</strong> requirements of the affordable <strong>and</strong><br />
market sectors <strong>and</strong> to attend training <strong>and</strong> seminars as required. To share this<br />
information with other team members at team meetings to become a ‘learning’<br />
department.<br />
• To advise the DD/GCM immediately of any suspected or actual exposure to Audit<br />
failings or financial loss resulting from the <strong>Group</strong>’s development activities.<br />
• To establish <strong>and</strong> maintain excellent working relationships with relevant partner<br />
organisations (Universities, Regional <strong>Housing</strong> Body, LEP’s HCA, local authorities,<br />
developers/contractors, consultants, NHS Trusts, voluntary organisations etc.). To<br />
positively promote the aims, objectives <strong>and</strong> name of the association in all such dealings<br />
<strong>and</strong>, within the constraints of delegated authority, pursue all business opportunities<br />
arising where business plans permit.<br />
• To maximize use of the association’s IT systems in the organisation <strong>and</strong> management<br />
of workload. To achieve a high level of ‘self help’ in such matters, <strong>and</strong> be capable of<br />
producing basic letters memos reports etc.<br />
• To work productively <strong>and</strong> efficiently with all other staff employed by the association, in<br />
particular Operations staff, who act as the Business Development Department’s client<br />
<strong>and</strong>/or managing agent.<br />
• To undertake other related tasks which might reasonably be requested by the DD<br />
