The property and facilities management function has an important <strong>in</strong>fluence on energy<br />

consumption (apart from the office-based operations of the property management group,<br />

which use energy directly) result<strong>in</strong>g from municipal operations <strong>in</strong> ways that <strong>in</strong>clude:<br />

selection of facilities: location <strong>in</strong>fluences travel activity, while factors such as the<br />

energy efficiency of build<strong>in</strong>gs leased, constructed and/or operated <strong>in</strong>fluence<br />

emissions due to heat<strong>in</strong>g/cool<strong>in</strong>g and light<strong>in</strong>g;<br />

lease agreements: conditions such as energy per<strong>for</strong>mance targets can be <strong>in</strong>cluded;<br />

ma<strong>in</strong>tenance practices: sett<strong>in</strong>g up standards of ma<strong>in</strong>tenance practices, <strong>in</strong>clud<strong>in</strong>g the<br />

extent to which energy management is <strong>in</strong>tegrated <strong>in</strong>to practices;<br />

refurbishment programs which offer opportunities to <strong>in</strong>corporate energy upgrades.<br />

Health services<br />

The facilities operated <strong>for</strong> health services, such as health centres, often have significant<br />

energy requirements, especially <strong>for</strong> heat<strong>in</strong>g and light<strong>in</strong>g. Where these facilities are used<br />

<strong>in</strong>termittently, management <strong>for</strong> energy efficiency is often difficult. The way a municipality<br />

provides health services may also <strong>in</strong>fluence community’s energy consumption, depend<strong>in</strong>g<br />

on how far clients have to travel and what transport modes they use.<br />

In some cases, provision of municipal transport, such as a community bus, may <strong>in</strong>crease<br />

municipality's own operational GHG emissions, but will reduce total emissions by avoid<strong>in</strong>g<br />

use of less-efficient vehicles. The office-based operations of health services use energy<br />

directly. Health staff can also use significant amounts of transport fuel as they visit clients,<br />

attend local health centres and carry out <strong>in</strong>spections and consultations.<br />
