Foreword<br />

Trinidad and Tobago ratified the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong> <strong>on</strong> August 1, 1996,<br />

and in accordance with Article 6 of this <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, engaged in a widespread nati<strong>on</strong>al<br />

planning project for the c<strong>on</strong>servati<strong>on</strong> and sustainable use of the country's biodiversity<br />

resources. The Envir<strong>on</strong>mental Management Authority (EMA), and the local UNDP office<br />

collaborated in the preparati<strong>on</strong> of the project document to access funding under the<br />

Global Envir<strong>on</strong>ment Facility for enabling activities for Trinidad and Tobago. The project<br />

is currently being coordinated by the EMA.<br />

This document, the Nati<strong>on</strong>al Biodiversity Strategy and Acti<strong>on</strong> Plan (NBSAP) for Trinidad<br />

and Tobago represents the culminati<strong>on</strong> of the first phase of our planning under the CBD.<br />

This year-l<strong>on</strong>g project was characterized by numerous workshops, c<strong>on</strong>sultati<strong>on</strong>s, public<br />

meetings and sensitizati<strong>on</strong> sessi<strong>on</strong>s for selected groups. It has been a wide ranging<br />

participatory process that uncovered the weaknesses of our present management, the<br />

optimism of all our stakeholders, the opportunities for extensive collaborati<strong>on</strong> and the<br />

enthusiasm of all c<strong>on</strong>cerned to c<strong>on</strong>tribute to the enhancement of biodiversity<br />

c<strong>on</strong>servati<strong>on</strong>.<br />

Six sector studies were undertaken to investigate the state of the biodiversity resources<br />

in the country. The analysis of these reports revealed issues that cut across all sectors.<br />

This, therefore, pointed us to a holistic visi<strong>on</strong> for biodiversity c<strong>on</strong>servati<strong>on</strong>, and the<br />

enhancement of collaborative and participatory mechanisms. As an island state, we can<br />

<strong>on</strong>ly improve management by supporting, training and providing opportunities for all<br />

stakeholders of biodiversity to participate, and by so doing build the country’s capacity<br />

for enhanced management.<br />

The NBSAP for Trinidad and Tobago brought to the fore a spectrum of management<br />

issues. This focus had at its core educati<strong>on</strong> and awareness at all levels of the society, to<br />

promote peoples empowerment and participati<strong>on</strong> in all aspects of biodiversity<br />

management, sustainable development planning and implementati<strong>on</strong>.<br />

The challenges that our country faces in the sustainable use of biodiversity, are similiar<br />

to those faced by other countries. These challenges are magnified in Small Island<br />

Developing States (SIDS) due to our envir<strong>on</strong>mental and socio-ec<strong>on</strong>omic vulnerabilities.<br />

In Trinidad and Tobago, however, we recognise the intimate relati<strong>on</strong>ship of biodiversity<br />

to the survival, lifestyles and ec<strong>on</strong>omic possibilities of its citizens. This NBSAP is yet<br />

another step al<strong>on</strong>g the road of planning for the nati<strong>on</strong>s future, and c<strong>on</strong>tributing to the<br />

c<strong>on</strong>servati<strong>on</strong> and sustainable use of biodiversity <strong>on</strong> a global scale.<br />
